According to reports, in 2023, Inner Mongolia will take the in-depth optimization of the design plan as the starting point in the construction of key highway projects, deepen the comparison and refinement of the plan demonstration and multi-party communication and coordination to optimize the construction plan, and strictly control the construction cost from the source, implement the new development concept, optimize the construction plan of 14 projects throughout the year, save investment of 2.95 billion yuan, 3,384 acres of land, reduce 8,348 tons of steel and 93,000 tons of cement, and use 8.6 million tons of industrial solid waste in highway construction, reducing carbon emissions by about 2,800 tons.
To promote the green and low-carbon development of the transportation sector, Inner Mongolia continues to optimize the transportation structure, give full play to the advantages of low energy consumption and low emissions of railway transportation, promote trunk road-rail combined transport + regional green distribution, coordinate the special railway line "into the port area, into the park, into the factory area", and continue to promote the "road to rail" of bulk cargo transportation, and the railway cargo turnover in the whole region accounts for 57% of the comprehensive transportation, an increase of 10 percentage points compared with five years ago, and 24 percentage points higher than the national average.
In line with the principle of "do your best, do what you can, and be moderately ahead", Inner Mongolia has accelerated the layout of charging infrastructure construction, focusing on the four major scenarios of highways, tourist attractions, main urban areas of Qixian County, and township villages, promoting cooperation between state-owned enterprises and municipal governments, organizing the preparation of construction plans, and actively striving for supporting policies, and the rapid advancement of charging infrastructure construction to provide support for new energy vehicles to go to the countryside and rural revitalization. By the end of 2023, 10,185 charging guns have been built in 90 banner counties in 12 league cities, and full coverage has been basically achieved along the highway.
To speed up the transformation and upgrading of urban public transportation, Inner Mongolia has strengthened policy guidance and financial support to accelerate the development of new energy vehicles, with a total of nearly 7,000 new energy buses in the region, accounting for 60%, and more than 2,600 new energy taxis have been added and updated in two years. In 2023, the number of bus trips in the region will exceed 600 million, with an average of 1.66 million passengers per day, an increase of 33% over the previous year, and the number of rail transit trips will be 70 million, with an average of more than 190,000 passengers per day, an increase of 105% over the previous year. Improve the slow traffic system, advocate green travel, the total number of shared bicycles and shared mopeds in the region has reached 280,000, the service mode of mass travel is more convenient and diversified, and the concept of green travel is deeply rooted in the hearts of the people.
In addition, Inner Mongolia vigorously promotes the diversification of new energy heavy truck application scenarios, implements a pilot project of differentiated charging for new energy vehicles, implements the policy of reducing tolls to 2%, reduces the cross-regional operating cost of new energy trucks, and reduces tolls by 1.93 million yuan in 2023. By the end of 2023, a total of 2,828 new energy heavy trucks have been promoted and applied in the transportation industry in the region, reducing carbon dioxide emissions by 280,000 tons.
