Implementation plan for the development of energy electronics industry in Yunnan Province

(2023-2025)

 

In order to implement the spirit of the "Guiding Opinions of the Ministry of Industry and Information Technology and Other Six Departments on Promoting the Development of the Energy Electronics Industry" and promote the high-quality development of the energy electronics industry in the province, this implementation plan is formulated according to the work deployment of the Provincial Party Committee and the Provincial Government to strengthen the province and the status quo of industrial development:

First, the goal of thinking

(1) Development ideas

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the deployment of the Third Plenary Session of the 11th Provincial Party Committee, take deepening the supply-side structural reform as the main line, build an industrial ecosystem as the goal, and make the industrial foundation better and stronger and stabilize the industrial chain and supply chain as the fundamental guarantee, focus on the "3815" strategic development goal, give full play to the characteristic advantages of green energy, location, mineral resources, etc., and continue to promote photovoltaics, The new energy storage battery industry chain extends the chain and strengthens the chain, increases the promotion and integration of key areas of application, promotes the accelerated development of key information technologies and products for new energy, introduces and cultivates industry-leading enterprises, builds characteristic industrial clusters, and carries out innovative demonstration applications, so as to provide strong support for the construction of a strong province with green energy.

(2) Development goals

By 2025, breakthroughs will be made in industrial technological innovation, the industrial ecosystem will be basically established, and the energy electronics industry will effectively support the large-scale application of new energy, becoming an important force to promote the energy revolution. The province's energy electronics industry has achieved an output value of 350 billion yuan, cultivated 10-15 10-10 billion-level energy electronics enterprises with outstanding innovation ability and international competitiveness, and led a number of upstream and downstream supporting enterprises. The new installed capacity of new energy is 50 million kilowatts, forming a new energy storage scale of more than 2 million kilowatts for centralized sharing.

Second, focus areas

(1) Promote the research and development of high-efficiency photovoltaic products and technological innovation

Give full play to the photovoltaic industry foundation, resource endowment and location advantages of our province, focus on the development of industrial chain links such as N-type high-efficiency cells and modules, accelerate the introduction of new photovoltaic products such as BIPV photovoltaic components, flexible thin-film cells, perovskite and tandem cells, and improve the industrialization capacity of key photovoltaic auxiliary materials such as electronic paste, photovoltaic backsheet, photovoltaic glass, and electronic chemicals. Accelerate the innovation and breakthrough of smart photovoltaics, and encourage the development of intelligent key components such as modules, inverters, control systems, combiner boxes, tracking systems, and junction boxes that integrate power conversion, remote control, online analysis, and environmental adaptation. Encourage the development of safe and convenient household smart photovoltaic systems and mobile energy products such as photovoltaic power banks, wearable equipment, and vehicles. Explore the establishment of PV "carbon footprint" evaluation standards and carry out certification. Accelerate the construction of a photovoltaic supply chain traceability system, and promote the research and development and industrial application of photovoltaic module recycling technology.

Box 1 Key products and technologies of photovoltaics

Crystalline silicon cells. Promote the large-scale mass production of large-size and bifacial, PERC, PERC+ high-efficiency cell technologies. Introduced high-efficiency cells and modules such as TOPCon, HJT, and BC to achieve large-scale production of N-type cells.

Thin-film batteries. Actively introduce and develop high-efficiency thin-film cell technologies such as perovskite cells (including perovskite/crystalline silicon tandem cells), as well as photovoltaic thin-film cell product technologies such as silicon-based, copper indium gallium selenide, cadmium telluride, and gallium arsenide. Develop BIPV components, vehicle and marine components, outdoor products and other products.

Photovoltaic materials. Promote the development and industrialization of high-purity and low-cost polycrystalline silicon materials and high-performance silicon wafers, and improve the preparation technology of large-size monocrystalline silicon rods and chips. Develop the production of indium tin oxide, welding strip, quartz crucible, liquid metal, aluminum frame and other materials. R&D and production of photovoltaic silver paste, encapsulation film, PTP photovoltaic backsheet, electronic chemicals, photovoltaic glass and other auxiliary materials.

Smart modules and inverters. Develop intelligent photovoltaic module products with functions such as optimizing and eliminating shadow occlusion power loss, mismatch loss, elimination of hot spots, intelligent control shutdown, intelligent light tracking, real-time monitoring and operation, etc., and improve the lightweight, flexible and intelligent level of photovoltaic modules. Introduced a new type of high-efficiency and high-reliability inverter.

Systems and operations. R&D and promotion of intelligent management systems and integrated operation and maintenance technologies, encourage the production and application of intelligent cleaning robots, intelligent inspection robots, intelligent inspection drones, dual-vision gimbals, nests, infrared thermal imaging fire monitoring systems, intelligent AI system platforms, etc. Support the use of high-level management such as data modeling, learning algorithms, and 5G+ technology in photovoltaic power stations to achieve efficient management and control of stations, layout regional centralized control and medium and long-term transactions, and realize unmanned/less manned. Promote the application of 1500V photovoltaic system technology.

(2) Develop safe and economical new energy storage batteries

Guided by the needs of key downstream application industries of new energy storage batteries such as large-scale energy storage, flexible grid connection, and optical storage integration, the development of the energy storage battery industry will be promoted. Improve the ability to guarantee industrial resources such as lithium, nickel, cobalt, platinum, manganese, and bio-based hard carbon, and accelerate the industrialization of new batteries such as high-performance lithium-ion batteries, solid-state batteries, sodium-ion batteries, and fuel cells that meet national standards. Strengthen the research of key technologies such as long-life and high-safety battery systems, large-scale large-capacity and high-efficiency energy storage, and mobile energy storage for vehicles. Establish and improve the traceability management system for the whole life cycle of lithium batteries. Actively promote hybrid energy storage systems based on complementary power and energy-based electrochemical energy storage technologies.

Box 2 New energy storage battery products and technologies

Lithium-ion batteries. Accelerate the development of ultra-long-life and high-safety energy storage lithium-ion batteries, optimize the design and manufacturing process, and improve the safety and economy of the whole life cycle of batteries from multiple dimensions such as materials, monomers, and systems. Promote the R&D and introduction of polymer lithium-ion batteries, solid-state batteries, and fast-charging batteries.

Lithium battery materials. Strengthen the supply guarantee of precursors for lithium iron phosphate cathode materials, and improve the application level of anode materials such as graphite and silicon carbon. Make up for the shortcomings of the industrial chain such as high-purity carbonate solvent for electrolyte, high-purity lithium hexafluorophosphate solute, high-permeability functional film with high film breakage, etc.

Sodium-ion batteries. Develop bio-based hard carbon, and actively lay out the sodium-ion battery industry with low cost and high cycle life for application scenarios such as energy storage and low-speed electric vehicles.

Other new energy storage batteries. Accelerate the R&D and industrial application of new environmentally friendly, long-life, low-cost lead-carbon batteries, promote the plastic-lead composite of positive and negative grids, reduce the amount of lead, and improve the energy ratio of batteries. Support the introduction of low-cost, high-energy-density, safe and environmentally friendly all-vanadium, ferrochrome, zinc-bromine flow batteries. Accelerate the basic research and industrialization of new air batteries.

Battery system integration and recycling. Accelerate the construction of safe energy storage integrated systems, improve the level of refinement of battery cell management, enhance the efficient temperature control technology of energy storage systems, and improve the performance, usable capacity and system availability of battery management systems. Support the safe and efficient recycling and dismantling of batteries, cascade comprehensive utilization and recycling, and improve the closed-loop industrial chain of the whole life cycle of batteries.

(3) Increase the promotion of integrated applications in key areas

Give full play to the advantages of green energy in Yunnan, fully adapt to the needs of high-proportion and large-scale new energy access, build a new power system that is clean, low-carbon, safe and abundant, cost-effective, coordinated between supply and demand, flexible and intelligent, promote the construction of "source-grid-load-storage integration", accelerate the formation of market mechanisms, and support the construction of a high-quality energy supply system.

Box 3 Promote integrated applications in key areas

Develop new energy in an all-round and orderly manner. Accelerate the development and construction of new energy projects based on photovoltaic power generation, and increase the installed capacity of more than 50 million kilowatts in the "14th Five-Year Plan". Centralized and distributed at the same time, make full use of the existing regulation capacity, and build a multi-energy complementary base of "wind, solar, water, fire and storage". Promote the application of energy electronics technology and products in industry, communications, energy, transportation, construction, agriculture and other fields, and create a number of "1+N" model of new energy development pilot demonstrations. Focusing on distributed photovoltaic in the whole county, distributed photovoltaic in industrial parks and distributed photovoltaic in multi-scenario applications, we will actively develop distributed photovoltaic.

Accelerate the application of new energy storage technologies. Accelerate the demonstration and construction of energy storage on the power side, and strive to build 2 million kilowatts of electrochemical energy storage in the 14th Five-Year Plan. Explore active and flexible energy storage peak regulation and frequency regulation technology and energy storage related material manufacturing technology, promote the application research and development of hydrogen storage equipment technology and hydrogen storage materials such as vehicle and liquid storage, and promote the technological innovation and application of hydrogen energy storage industry.

Promote the construction of smart grid demonstration areas. Accelerate the application of digital technologies such as 5G, artificial intelligence, and blockchain in the power grid, improve the regulation and flexibility of the power grid, and ensure the safety and stability of the power supply and power grid. Promote the construction of smart grid demonstration areas and rural revitalization and modern rural power grid demonstration counties.

(4) Develop key information technologies and products for new energy

Strengthen the development and application of key information products and technologies for energy electronics, and create a characteristic semiconductor materials and intelligent robot industry. Develop key technologies for smart energy systems and intelligent power grid dispatching, operation, control and maintenance technologies, and cultivate productive services such as intelligent design, intelligent integration, installation and construction, application software development, information services, and operation and maintenance. Encourage backbone enterprises to use a new generation of information technology for digital construction and application, accelerate the construction of smart factories in the energy industry, promote the digital transformation of key processes, optimize production processes and quality control systems, and improve product consistency and stability.

Box 4 Key information products and technologies for energy electronics

Semiconductor materials. Vigorously develop new semiconductor materials such as gallium nitride, silicon carbide, zinc oxide, gallium oxide, etc., actively develop the manufacture of electronic-grade polysilicon and silicon wafers, and accelerate the research and development and production of high-purity chemical reagents, electronic gases, carbon-based, high-density packaging substrates and other materials.

Light-emitting diodes. The development of LED semiconductor lighting substrates and LED semiconductor lighting fixtures, the introduction of LED semiconductor lighting epitaxial wafers and other key technologies.

Intelligent robot. Give full play to the industrial foundation of machine vision and industrial robot vision sensors in Yunnan Province, and actively develop new visual intelligent robots and related control, measurement and detection systems for the needs of power electronics, smart factories and intelligent dispatching of power grids.

Cloud computing and big data. Accelerate the construction of cloud computing and big data service capacity, promote the development of cloud computing and big data industry, further accelerate the construction of "digital Yunnan", and actively integrate into the national integrated big data center system. Accelerate the application of key technologies such as large-scale resource management and scheduling, operation monitoring and security assurance, and multi-cloud management of cloud computing platforms, rely on existing big data centers, continuously improve cloud service solutions in the field of energy electronics, and build a distinctive cloud computing and big data industrial base.

Data monitoring and operation analysis system. Support the R&D and promotion of the construction of an integrated management platform for production, operation and maintenance of photovoltaic power plants, integrate intelligent inspection, data statistical analysis, production and plan management, training and teaching, safety management, settlement, comprehensive services, etc., to realize the centralized control and big data summary analysis of the power station management system.

Third, the main tasks

(1) Build an energy electronics industry chain

Led by enterprise development and market demand, through the industrial chain investment, we will supplement the photovoltaic links such as high-efficiency and low-cost crystalline silicon cells, modules, inverters, thin-film batteries, and photovoltaic glass that meet the requirements of the national industrial policy, extend the new energy battery links such as sodium-ion, solid-state/semi-solid-state batteries, and hydrogen fuel, and develop the production of sensing, power semiconductor components and electronic materials. Guide the balanced development of solar photovoltaic, energy storage technology and products, and avoid homogeneous competition. Cultivate and expand key enterprises, guide technology, talents, capital and other elements to gather in key enterprises, and promote enterprises to be listed.

(2) Improve the support system for technological innovation

Increase the support for tackling key core technologies, and organize and implement a number of key innovation projects to improve the industrial base and industrial chain every year. Sort out the technical and industrialization difficulties and blockages in the energy electronics industry in our province, and jointly promote the relevant advantageous enterprises in the province as the main body, and unite the upstream and downstream enterprises inside and outside the province to support the development of the whole chain of collaborative research actions. Relying on backbone enterprises, universities and scientific research institutes, we will support key enterprises to build R&D and innovation platforms such as enterprise technology centers, engineering research centers and key laboratories at the provincial level and above in terms of the resource utilization and recycling of photovoltaic raw materials and cells, energy storage battery materials and precursors, electronic terminal components, waste batteries and energy storage materials. Actively create national innovation platforms such as national technological innovation demonstration enterprises and industrial technology foundation public service platforms.

(3) Create characteristic industrial clusters

In accordance with the principle of "optimizing the layout, classifying and agglomeration, dislocation development, complementing each other's advantages, and highlighting characteristics", with central Yunnan as the core, Dali, Honghe, Wenshan, Baoshan, Dehong, Lijiang and other prefectures and cities as the linkage development zone, a number of characteristic industrial clusters and industrial parks such as photovoltaics, new energy batteries, and electronic information industries will be cultivated and built with a high starting point, high specifications, and high standards.

Box 5 Characteristic industrial clusters

Photovoltaic industry cluster. Qujing will be built into the core area of the photovoltaic industry, promote the dislocation development of key areas such as Baoshan, Chuxiong, Lijiang and Zhaotong, and drive the coordinated development of Dali, Dehong, Kunming, Honghe and other areas with development potential and supporting capabilities, and form a "1+4+4" photovoltaic industry development spatial layout.

New energy battery industry cluster. Focus on supporting Kunming City (Central Yunnan New Area), Qujing City, and Yuxi City to build a first-class new energy battery industry base in China, form industrial clusters with their own focus and distinctive characteristics, and promote the dislocation development and differentiated layout of Kunming City (Central Yunnan New Area), Qujing City, Yuxi City and other states and cities, and realize industrial clusters.

Electronic information industry cluster. Focus on supporting Kunming, Yuxi, Honghe, Dali, Wenshan and other prefectures and cities to develop LED semiconductor lighting, optoelectronics/sensing devices, electronic materials, sensitive components, IC design, industrial/inspection robots, inspection drones, computers, servers, artificial intelligence, industrial software, energy storage system equipment and other electronic information industry clusters.

(4) Carry out pilot demonstrations of energy electronics

Accelerate the application of energy electronics technology and products in industry, communications, energy, transportation, construction, agriculture and other fields, and organize the construction of energy electronics pilot demonstration projects. Facing key terminal applications such as new power systems and data centers, computing centers, electric mechanical tools, electric vehicles and charging and swapping facilities, new infrastructure and agriculture, we will carry out pilot demonstrations of diversified energy electronics such as photovoltaic + building, photovoltaic + transportation, photovoltaic + 5G, photovoltaic + agriculture, photovoltaic + energy storage + charging, cultivate a number of national intelligent photovoltaic demonstration projects, and create a number of benchmark enterprises that provide photovoltaic and storage integration system solutions. Promote the coordinated layout and linkage construction of renewable energy bases, power facilities and data center projects, vigorously promote the intensive development of centralized wind and solar projects and the development of distributed energy, and accelerate the construction of demonstration base projects for the integration of wind, solar, water and storage. Support qualified areas to carry out hydrogen energy industry pilots. Accelerate the green and low-carbon development of parks with batteries as the leading industry, and explore the construction of zero-carbon parks.

(5) Enhance the supporting and safeguarding role of public service platforms

Build a platform for cooperation and exchange, organize high-level industrial exhibitions, seminars, forums and other activities in the field of energy electronics, and build a high-level cooperation and exchange platform. Promote the construction of an industry-level industrial Internet platform for energy electronics, integrate various services and resources in the industrial chain and supply chain, encourage small and medium-sized enterprises to go on the platform, give full play to the advantages of the platform, improve the level of localization of enterprises, and promote the coordinated development of the industrial ecology. Relying on the existing intellectual property operation service platform in the province, carry out intellectual property trading and training of solar photovoltaic, energy storage batteries, terminal applications and information technology products, evaluation of scientific and technological achievements, improve the layout of intellectual property rights, and strengthen patent analysis and early warning.

(6) Establish and improve the industrial standard system

Strengthen the development and application of photovoltaic and other energy sources and energy storage technology standards, and carry out research on the construction of comprehensive standardized technology systems such as photovoltaic and lithium batteries. Support enterprises to strengthen the convergence with the current energy and power system standards, carry out research on relevant standards such as energy electronics intelligent manufacturing and operation and maintenance, management and control systems, and promote the establishment of safety standards and management systems for product manufacturing, construction and installation, operation monitoring and other links. Support relevant units to carry out pilot projects for the application of national intelligent manufacturing standards and participate in the research and formulation of international standards.

(7) Strengthen industry supervision and management

Strengthen the standardized management of photovoltaic, lithium-ion battery and other industries, organize enterprises to apply for the Ministry of Industry and Information Technology's "Photovoltaic Manufacturing Industry Standard Conditions" and "Lithium-ion Battery Manufacturing Industry Standard Conditions" announcement, strengthen the supervision of enterprise declaration guidance and standard maintenance, support enterprises to control the requirements of the standard, strengthen technological innovation, implement technological transformation, continuously improve the level of technology, improve product quality, reduce unit energy consumption, and strive for more enterprises to enter the list of national standard announcements. Do a good job in monthly monitoring and analysis of the operation of the industry and key enterprises, timely study and judge the potential problems of emerging tendencies, study and propose targeted policy measures, and continue to promote the healthy development of the industry. Guide enterprises to establish a quality-based brand development strategy, comprehensively implement cross-departmental and cross-level "double random, one open" collaborative joint supervision, and improve the performance and reliability of energy electronic products.

(8) Strengthen international cooperation

Carry out international trade policy research, make overall use of domestic and international markets and resources, support the export of photovoltaics, batteries, electronic terminals and other products according to the global production capacity layout of key enterprises, and rely on the resource advantages along the China-Laos and China-Vietnam railways, so as to deepen international production capacity cooperation. Under the framework of the Regional Comprehensive Economic Partnership (RCEP), we will promote exchanges and interactions between government departments, research institutions, industry associations and enterprises, and improve the level and level of international cooperation in the energy electronics industry. Strengthen international exchanges and cooperation with ASEAN countries in energy electronics.

Fourth, safeguard measures

(1) Complete organizational leadership mechanisms

Relying on the industrial development promotion mechanism of the strong province, the establishment of a special work class responsible for the leading department, determine the annual work tasks, research and formulate statistical monitoring methods for the energy electronics industry, and regularly carry out scheduling for the development of the energy electronics industry. Encourage the establishment of associations in the field of energy electronics, industrial innovation alliances and other community organizations, and give full play to the public service and supporting role of industry organizations.

(2) Increase policy service guarantees

Strive for the support of national industrial policy and production capacity layout. Coordinate the existing provincial financial funds such as special funds for the high-quality development of the provincial manufacturing industry and special funds for the development of small and medium-sized enterprises, and support key projects in the energy electronics industry. Encourage banking institutions to increase support for the energy electronics industry chain and supply chain in accordance with the principles of marketization and rule of law. Encourage insurance institutions to innovate insurance products, optimize insurance services, and actively provide risk protection for the energy electronics industry. Implement industrial policies such as the exclusion of new renewable energy and raw material energy from the total energy consumption control。

(3) Optimize and improve the market environment

Make full use of various industrial funds to provide long-term and stable funds for the development of the energy electronics industry. Encourage energy electronics enterprises with complete conditions, good quality management level and credit to gradually promote the self-inspection and self-certification system, self-inspection and self-certification to the public, accept social and industry supervision. Explore and study the distribution and storage policies of wind and solar projects, study and formulate a new energy storage price formation mechanism, give full play to the decisive role of the market in resource allocation, and promote the healthy and orderly development of the energy electronics industry.

(4) Comprehensively strengthen personnel training

In-depth implementation of the "Xingdian Talent Plan", support enterprises, institutions of higher learning and scientific research institutes to strengthen cooperation, and cultivate and introduce high-level talents and teams in short supply such as photovoltaics, new energy and electronic information. Relying on the construction of first-class disciplines in Yunnan Province, we will support the development of basic, applied and emerging and interdisciplinary disciplines related to the energy electronics industry, encourage qualified colleges and universities to open energy electronics-related majors, and support qualified colleges and universities to strengthen the construction of chemistry, computer science and technology, materials science and engineering and other related disciplines. Deepen the integration of industry and education, school-enterprise cooperation, encourage colleges and universities to build new modern industry colleges, and cultivate high-quality talents for the development of the energy electronics industry. In line with the needs of Yunnan Province to build a strong industrial province and the talent needs of the whole chain of the industrial chain, we will support the industry, leading enterprises, high-level colleges and vocational schools to take the lead in exploring the establishment of a community for the integration of industry and education in green energy-related industries. Guide the leading and backbone enterprises in the field of optical storage, terminal and information to open their internal facilities to provide talent training and training services to the outside world, and support vocational colleges to participate in enterprise talent training.
