Since the establishment of the country's first National Carbon Measurement Center (Inner Mongolia) was approved in 2022, Inner Mongolia has actively promoted relevant construction work and achieved initial results.
Based on the geographical advantages and resource advantages, give full play to the basic and leading role of measurement, accelerate the construction of the National Carbon Measurement Center (Inner Mongolia), Inner Mongolia actively takes the lead in carbon measurement related technology research, path exploration and system construction, and gradually forms the construction of "one body and two wings" (the "core body" of the central laboratory and the "digital two wings" of the dual carbon system and energy consumption system), and the construction of "four beams and eight pillars" (carbon sinks and electric power, steel, nonferrous metals, building materials, petrochemicals, chemicals, construction, etc. in the fields of forests, grasslands, wetlands, and deserts. Carbon emission measurement and online monitoring capabilities in key transportation industries), focusing on the "three main lines" (carbon emissions, carbon sinks, and carbon trading), build "six platforms" (carbon measurement basic research, technical support, data information, supervision and management, service guarantee, and talent gathering platform), and produce a variety of achievements (scientific research achievements, system norm achievements, data achievements, income achievements and talent achievements).
Continuously improving the green and low-carbon development capacity of the service industry, Inner Mongolia has vigorously promoted the construction of "six platforms". In terms of basic research, the compilation of the "Guidelines for the Construction of Carbon Emission Measurement Value Traceability System for Production Enterprises in Thermal Power Generation, Iron and Steel, Coal Chemical and Other Industries" has been completed, and 300 typical sample plots for carbon sink monitoring in forests, grasslands and wetlands have been set up in Baotou City to provide basic data for the establishment and improvement of the national carbon peak and carbon neutrality standard measurement system. In terms of technical support, 7 categories and 46 parameters of new carbon measurement inspection and testing capabilities have been established, 101 new carbon measurement capabilities have been established, and 5 energy efficiency testing capabilities of key energy-using equipment have been newly established. In terms of data and information, on the basis of the collection, monitoring, analysis and application of energy consumption measurement data (coal, water, electricity, gas, oil, heat, etc.) of 726 households in the "Online Monitoring System for Energy Consumption of Key Energy-using Units in the Autonomous Region", the transformation of energy data to carbon data will be explored. In terms of supervision and management, the "Measures for the Supervision and Administration of Carbon Measurement" formulated by the Autonomous Region has passed the acceptance, and the Autonomous Region has compiled the "Carbon Measurement Review Specifications for Key Emitting Units", and formulated five technical specifications for carbon measurement in the Autonomous Region. In terms of service guarantee, it has actively served the identification of energy saving and carbon reduction of more than 10 energy-saving and carbon-reduction technological transformation projects. In terms of talent gathering, it has established a think tank of carbon measurement experts, cooperated with universities to establish a "joint training base for graduate students", completed the construction of carbon monitoring system demonstration projects for three thermal power generation enterprises, and realized the monitoring of all emission sources and the whole process, and participated in the 2023 land greening pilot demonstration project of "Comprehensive Ecological Restoration and Comprehensive Management of the Southern Margin of Hunshandak Sandy Land of Xilin Gol League in Inner Mongolia Autonomous Region", which has trained the team to undertake the national and autonomous region carbon sink monitoring projects.
It is reported that Inner Mongolia has issued the country's first provincial-level "Measurement and Evaluation Specification for Zero-carbon Industrial Parks" to serve the Ordos Zero-carbon Industrial Park. The construction plan of the national metrology pilot project has been completed and has been submitted for approval.
In the next step, Inner Mongolia will further improve the carbon measurement system, and finally realize carbon traceability and traceability, accurate measurement of product carbon footprint and accurate power carbon emission measurement, so as to realize real-time knowledge, real-time visualization and real-time controllability of carbon emission data.
