On December 11, the "Guiding Opinions on Promoting Green Power Consumption in Zhenjiang City", drafted by the Zhenjiang National Development and Reform Commission in conjunction with relevant departments, was officially issued, which clearly provided support for the consumption of green electricity by enterprises in the city from the aspects of technological innovation and policy mechanisms. This is the first local guidance document in Jiangsu Province to promote green electricity consumption, and with this as a sign and starting point, Zhenjiang City will open a new model of green electricity consumption.

According to the data, the electricity consumption of high-energy-consuming enterprises such as steel, chemical industry, and papermaking accounts for 35% of the electricity consumption of non-residents in Zhenjiang's industrial structure, and there is potential for green and low-carbon development on the consumer side. Zhao Gang, director of the marketing business support center of Zhenjiang Power Supply Company, said frankly that from the power supply department received from 77 high-energy-consuming enterprises on green power consultation this year, the price of green electricity is about 2-3 cents/kWh higher than that of traditional thermal power, which makes many enterprises worry and express concern about the uncertainties in green power consumption, "In the first three quarters, 116 enterprises in our city consumed green electricity, with a consumption scale of 72.87 million kWh, a year-on-year increase of 892% in the number of enterprises, and a year-on-year increase of 248% in electricity." However, the main consumers are limited to multinational enterprises and enterprises in the new energy industry chain. ”

Based on this, the "Opinions" start from the supply side, the consumption side and the market side, and take the promotion of the expansion of the supply side as the primary measure to solve the difficulties. "At present, there are few green power projects in Jiangsu Province that can participate in the transaction, and the trading market often has a 'price but no market'. In this regard, we will promote the development of photovoltaic and wind power projects according to local conditions, improve the supply and transmission capacity of green electricity, and make consumption without resistance. Zhu Hua, deputy director of the Zhenjiang Municipal Development and Reform Commission, said that on the one hand, the city will make efforts in the independent research and development of clean energy technology and equipment, large-scale new energy grid-connected consumption technology research, new energy new business formats, etc., to break the price gap with technological innovation;

The "Opinions" put forward guiding opinions on establishing and improving the deduction mechanism for total energy consumption and intensity, and strengthening the synergy of low-carbon decarbonization. Zhenjiang City will implement the policy that new renewable energy will not be included in the total energy consumption and intensity control policy, and the total energy consumption and intensity of the incremental part of green electricity purchased and used by power users through market-oriented means in the current year will be calculated as zero;

In addition, Zhenjiang City will organize and carry out pilot demonstration work, encourage qualified key areas, industries and enterprises to explore effective models of green electricity consumption, and carry out activities such as creating green electricity consumption parks and creating 100% green electricity consumption enterprises, so as to strengthen the social and cultural foundation.

"Green electricity consumption is not only the basic policy for implementing the 'dual carbon' goal and promoting the transformation from dual control of energy consumption to dual control of carbon emissions, but also a necessary measure for low-carbon development and green transformation of energy use by enterprises.
