Yu Guodong introduced that in 2023, the water quality of the Chongqing section of the main stream of the Yangtze River will remain Class II for 7 consecutive years, and the proportion of excellent water quality in 74 state-controlled sections will reach 100%, the best level since the "14th Five-Year Plan", the number of days with excellent air quality will reach 325, which will be stable at more than 320 days for 4 consecutive years, and there will be no heavy pollution for 6 consecutive years, and the environmental quality of soil, groundwater, sound and radiation will remain stable, and no major environmental emergencies have occurred for 17 consecutive years. For 4 consecutive years, it has been awarded the excellent evaluation of the effectiveness of the national pollution prevention and control battle.
Since 2023, Chongqing has conscientiously implemented the spirit of the National Conference on Ecological and Environmental Protection and the Conference on the Construction of Beautiful Chongqing, shouldered the important mission of playing an exemplary role in promoting the green development of the Yangtze River Economic Belt, and cooperated with relevant departments at the district, county and municipal levels to promote water control, gas control, soil control, waste control, plastic control, mountain control, shore control, city management, and township management, and made every effort to hand over the high-score report on the ecological environment, so as to solidly promote the construction of beautiful Chongqing to get off to a good start.
In terms of strengthening water control. Chongqing's 18,000 river chiefs patrolled the river and 770,000 person-times promoted the implementation of more than 900 water pollution prevention and control tasks and measures, continued to implement special actions such as overflow control and capacity improvement of the drainage system in the central urban area, and environmental protection of urban black and odorous water bodies, and the completion rate of 4,012 sewage outlets in the main streams of the Yangtze River, Jialing River and Wujiang River reached 93%, and the first batch of 58 Chongqing municipal happy rivers and lakes were released.
In terms of strengthening qi control. Comprehensively promote and implement the eight preferential policies for enterprises to tackle key problems in gas control, encourage enterprises to carry out in-depth governance, promote the pure electrification of vehicles in the public sector, add 182,000 new energy vehicles, improve the 3+5+7 supervision and assistance work mechanism, help solve more than 8,000 problems, and start the city's air quality pollution early warning response 14 times and regional yellow warning 1 time, and Chongqing has worked together to accurately tackle the problem of polluted weather.
In terms of strengthening land governance. It is the first in the country to implement the classification of soil pollution degree and the classification of use of construction land, remediate 24 polluted plots, and provide 2,260 acres of clean land.
In terms of strengthening waste control. Accelerate the construction of "zero-waste cities" in the whole region and the joint construction of zero-waste cities in Sichuan and Chongqing, the comprehensive utilization rate of general solid waste has reached 80% (55% of the country), the original domestic waste in the central urban area has "zero landfill", the harmless disposal rate of sludge has reached the national target of 95% three years ahead of schedule, and more than 1,500 "zero-waste city cells" of 24 categories such as "zero-waste schools" and "zero-waste communities" have been built, and the utilization and disposal capacity of hazardous waste has reached 2.618 million tons/ In 2023, the National Development and Reform Commission (NDRC) has achieved full coverage of centralized medical waste disposal facilities outside the central urban area, the "white list" system for inter-provincial transfer of hazardous waste has been extended and expanded, and has been selected as the experience and practice of cross-regional cooperation in the National Development and Reform Commission's Twin City Economic Circle in 2023 and promoted across the country, and the remediation of manganese pollution has achieved positive results.
In terms of strengthening plastic control. 5 new green shopping malls were created, and 680,000 tons of waste plastic were recycled. Improve the network system of "village, township (street) recycling and transfer - district and county centralized sorting, storage and transportation - regional processing", and the recovery rate of agricultural film reaches 94%. The recycling rate of disposable plastic packaging products of mail and delivery enterprises in Chongqing has reached 50%. From August 1, 2023, the "Chongqing Disposable Supplies Catalogue List Management Measures" will be officially implemented, and the list of disposable items for the catering industry, tourism and accommodation industry and public institutions will be announced. 196,000 tons of garbage were salvaged and cleared in the Chongqing reservoir area of the Three Gorges.

In terms of strengthening the governance of the city. Noise complaints decreased by 9.9% year-on-year, and a total of 580 municipal-level quiet residential communities in Chongqing were built, and the sound environment quality compliance rate of Chongqing's functional areas was 97.8%.
In terms of strengthening the governance of the township. 107 Bayu Hemei Rural Demonstration Villages have been established, 87 Chongqing Municipal Ecological Civilization Construction Demonstration Towns (Streets) have been named, and the establishment of rural black and odorous water bodies has been fully launched, the rural domestic sewage treatment rate has reached 63.9%, an increase of 24.2 percentage points year-on-year, the rural sanitary toilet penetration rate has reached 85.9%, and the rural domestic waste collection, transportation and disposal system has achieved full coverage of administrative villages.
In terms of strengthening shore governance. A total of 23 governance and improvement projects have been launched along the 109-kilometer shoreline of "two rivers and four banks" in the central urban area of Chongqing, 14 public waterfront spaces have been completed and opened, and 11 riverside connection projects and extension projects have been progressed in an orderly manner.
In terms of strengthening mountain control. Actively carry out ecological protection and restoration projects of mountains, rivers, forests, fields, lakes and grasses in the Three Gorges Reservoir area, and the ecological restoration of Tongluo Mountain Mining Area and Guangyang Island have been selected as typical cases of ecological restoration in China. Supervision and law enforcement of nature reserves and ecological protection redlines have been carried out, and the "Green Shield" campaign has rectified a total of 2,118 environmental problems in nature reserves.
In terms of strengthening the protection of important ecosystems. To further promote the demonstration and creation of ecological civilization, the pastoral complex of the Three Gorges Orange Township in Zhongxian County was named as the national practice and innovation base of "lucid waters and lush mountains are invaluable assets", and the Apeng River in Qianjiang District and Dachang Lake in Wushan County were selected into the list of national important wetlands, and a total of 12 national ecological civilization construction demonstration zones and "lucid waters and lush mountains are invaluable assets" practice and innovation bases have been created. Strengthen biodiversity conservation, accelerate the implementation of the Chongqing Biodiversity Conservation Action Plan (2022-2025), basically find out the distribution of invasive alien species in the city, preliminarily build a biodiversity observation network covering typical ecosystems in the city, and make solid progress in the "ten-year fishing ban" on the Yangtze River, and the recovery of aquatic biodiversity has initially shown a positive trend.
In terms of strengthening green and low-carbon transformation. We will promote the "dual carbon" work in a steady and orderly manner, introduce a synergistic implementation plan for pollution reduction and carbon reduction, and promote the number of key emitting enterprises included in the Chongqing carbon market to double to 308, and achieve a cumulative turnover of 47.53 million tons in the carbon market. Solid progress has been made in the construction of green finance reform and innovation pilot zones, with the balance of green loans exceeding 660 billion yuan, and 497 climate investment and financing pilot projects in storage. The first carbon neutrality technology expo in the western region was successfully held, the pilot project of carbon emission environmental impact assessment and carbon monitoring and evaluation achieved phased results, the first batch of 9 municipal-level near-zero carbon pilot parks were established in an orderly manner, the registered users of the "Carbon Huitong" platform exceeded 1.7 million, and the national low-carbon city pilot assessment ranked first in the city in the central and western regions.
In terms of strengthening the guarantee for the construction of beautiful Chongqing. Strengthen data governance, and accelerate the construction of three major applications: "Bayu water control", "Bayu gas control" and "Bayu waste control". Improve the monitoring system, upgrade and build a leading provincial ecological environment monitoring laboratory in the country, and realize the automation of water, gas and acoustic environmental monitoring as a whole. Strengthen the field of ecological environment to eliminate risks and strengthen security, take the lead in organizing the joint investigation of environmental risks and hidden dangers in 5 surrounding provinces and cities for three consecutive years, complete the compilation of "one river, one policy and one map" for 375 rivers (river sections), supervise and rectify a number of environmental risks and hidden dangers, and the city's radioactive sources and radiation devices are safe and controllable, and firmly adhere to the bottom line of environmental safety.
