In the report of the 20th National Congress of the Communist Party of China, General Secretary Xi Jinping emphasized that "Chinese-style modernization is the modernization of harmonious coexistence between man and nature" and "we must firmly establish and practice the concept that lucid waters and lush mountains are invaluable assets, and plan for development from the perspective of harmonious coexistence between man and nature". Achieving greater progress in promoting green development is one of the "five greater" important requirements put forward by the general secretary for Guangxi when he participated in the discussion of the Guangxi delegation to the 20th National Congress of the Communist Party of China. Keeping in mind the earnest entrustment of the General Secretary, Guangxi will unswervingly implement Xi Jinping Thought on Ecological Civilization, accelerate the construction of a beautiful Guangxi and a strong ecological civilization area, continuously cultivate the advantages of the ecological environment, and strive to write a chapter of Chinese-style modernization in Guangxi in which man and nature coexist in harmony.
Blue sky, clear water, and pure land are the strong concerns of the people for a better life. At the Guilin Guanyan Station of the Lijiang River of the Guangxi Surface Water Quality Automatic Monitoring Network, equipment quality control inspection is carried out once a day, equipment maintenance is carried out once a week, equipment calibration and monthly assessment are carried out once a month to ensure that the "clairvoyance" of the Lijiang River monitoring is clear.
In the Li River basin, there are 35 such automatic water quality monitoring stations. The Guilin Lijiang River Integrated Ecological Monitoring Station in Yangshuo will be completed and put into use by the end of this year, which is one of the first two national comprehensive ecological monitoring stations supported by the Ministry of Ecology and Environment.
At present, the water quality of the Li River basin is rated as excellent. In 2022, the Li River was selected as one of the first batch of beautiful river and lake treatment cases in China.
The development of one place and one region is the epitome of the whole world. Over the past year, Guangxi has issued a series of documents and measures to coordinate and promote the ecological protection and restoration of the left and right rivers and the Lijiang River basin, the construction of the Pearl River-Xijiang thousand-mile green ecological corridor and the forest quality improvement project, maintain the authenticity and integrity of the landscape ecology, actively create the Southwest Karst National Park (Guangxi), and create a typical karst ecosystem demonstration area... In 2022, Guangxi's ecological quality index ranked second in the country, the proportion of excellent surface water quality reached 100% (tied for first place in the country), and the proportion of areas with excellent water quality in coastal waters ranked second in the country.
In August this year, Beihai Silver Beach was selected as a national beautiful bay, which is the first and only case in Guangxi. The ecology of the Beihai Shankou National Mangrove Ecological Nature Reserve continues to improve, with 245 species of birds and more than 950 species of other organisms recorded in monitoring.
Guangxi has also contributed "Guangxi experience" to the treatment of black and odorous water bodies in rural areas across the country and the ecological transformation of seawalls in the world. Not long ago, at the on-site observation meeting of the national rural black and odorous water treatment pilot cities held in Nanning, representatives of various provinces and regions praised "Nanning is full of 'Nakao River'". After becoming the first batch of pilot projects in the country in 2022, up to now, 46 of Nanning's 51 rural black and odorous water bodies have been treated, and the remaining 5 have been eliminated and are being treated.
At the 2023 Global Coastal Forum held not long ago, the ecological construction case of Hongshahuan seawall in Xiwan, Fangchenggang City was selected as an international case of synergy in coastal ecological disaster reduction.
Promote high-quality green development and build a solid ecological security barrier in southern China. At present, the total area of mangrove forests in the region reaches 9,412.11 hectares, accounting for 34.7% of the country's total, ranking second in the country. 223 nature reserves have been established in the region; The richness of biodiversity ranks third in the country, with more than 18,000 species of wild animals and plants, and the number of white-headed langurs has increased from more than 300 in the 80s of the 20th century to more than 1,400, and has been rated as "100+ Global Typical Cases of Biodiversity".
While taking multiple measures to keep the sky bluer, the water clearer, the sea clearer, and the land greener, Guangxi actively and steadily promotes the "dual carbon" work and accelerates the green transformation of the industry. On September 18, at the opening ceremony of the first China-ASEAN Blue Economy Forum, the organizer received 140 tons of new mangrove carbon sinks from the Qinzhou Marine Ecological Restoration Project, which was the first "blue carbon" transaction in Guangxi and the first time to achieve "zero carbon".
Guangxi actively participates in the construction of the national carbon emission trading market, vigorously implements the ten major actions for carbon peaking, accelerates the construction of a clean, low-carbon, safe and efficient energy system, implements the national energy consumption regulation and optimization policy, and completes an investment of 40.171 billion yuan from January to July this year through the implementation of the three-year action of the "energy network" to make up for the shortcomings of infrastructure, and since the "14th Five-Year Plan", the cumulative installed capacity of renewable energy in the region has reached nearly 10 million kilowatts, accounting for about 74% of the new installed power capacity in the region. At present, Guangxi has established a total of 8 national green parks and 67 green factories, and the number of low-carbon product certification enterprises and certificates ranks first in the country.
Adhering to the concept of "two mountains", Guangxi has developed and expanded its characteristic ecological economy. By leading the green development of agriculture, the region has upgraded and built six industries of 100 billion yuan, including grain, sugar, fruits, vegetables, fisheries, and high-quality livestock, and cultivated a number of well-known national agricultural brands. In the first half of this year, the total output value of the forestry and grass industry in the region reached 392.7 billion yuan, a year-on-year increase of 19.42%. In terms of in-depth implementation of green manufacturing projects, in 2022, Liuzhou will produce 667,000 new energy vehicles, accounting for nearly 1/10 of the country's total, and the penetration rate of new energy vehicles will exceed 50%. Fully activating the ecological service industry, a new engine of "green economy", Guangxi will accelerate the construction of Guilin into a world-class tourist city, and further promote the construction of the Beibu Gulf International Coastal Resort, the Bama International Longevity and Health Tourism Resort, and the Fangchenggang International Medical Open Pilot Zone. Up to now, Guangxi has established a total of 5 "lucid waters and lush mountains are invaluable assets" practice and innovation bases, 16 national ecological civilization construction demonstration zones, 20 autonomous region ecological characteristic cultural tourism demonstration towns and 100 autonomous region ecological characteristic cultural tourism demonstration villages.
The harmonious coexistence of man and nature is an answer sheet written in the green waters and green mountains, and it is also an answer sheet written in the hearts of the people.
