Shenzhen Luohu strives to create a demonstration sample of "near-zero carbon" construction

The autumn breeze is blowing, and new warblers are coming out of the forest. In Yijing Kindergarten, which is surrounded by greenery in Luohu District, Shenzhen, Guangdong Province, a handicraft class of "turning waste into treasure" waste paper recycling is underway. Yijing Kindergarten is the first batch of near-zero carbon pilot projects declared by Luohu District, and it is also the first batch of low-carbon campus pilot projects in Shenzhen.

As the only administrative district in Shenzhen that has won the national honor of China's most beautiful "Double Famous City", in recent years, Luohu District has actively responded to the policy call of "double carbon", giving full play to the spirit of the special zone of "dare to think, dare to try, dare to be the first", and after the first and second batches have declared 4 near-zero carbon emission zone pilots, the number of declarations will be increased, and the types involved will be broadened. Starting with four pilot project types such as construction pilots, we actively applied for 8 pilot projects and all of them were selected, accounting for a quarter of the city's selected projects, and used the concept of "low-carbon +" to promote the integrated development of industry and city of "low-carbon ecology, science and technology innovation, fashion, cultural tourism, and diversified integration", and started from multiple directions to explore a new path of "near-zero carbon" construction and create a good sample of green development.

Targeted efforts to create near-zero carbon demonstration projects

In recent years, with the promotion of the national "dual carbon" strategy, green and low-carbon development has become a key development direction in the future, and the Luohu Administration of the Shenzhen Municipal Bureau of Ecology and Environment (hereinafter referred to as the Luohu Administration) has made targeted efforts to accelerate the construction of near-zero carbon demonstration projects by promoting the transformation of pilot projects in near-zero carbon emission zones, so as to help the economy and society develop better and "green".

In November 2021, the Shenzhen Municipal Bureau of Ecology and Environment and the Shenzhen Municipal Development and Reform Commission jointly issued the Implementation Plan for the Pilot Construction of Shenzhen's Near-Zero Carbon Emission Zone.

As one of the first batch of near-zero carbon emission regional pilot projects in Shenzhen, the Sungang Area Near-Zero Carbon Demonstration Project has built a near-zero carbon emission regional technology system from five aspects: low-carbon municipal, low-carbon building, low-carbon management, low-carbon travel, and low-carbon life.

In addition to the near-zero carbon emission regional pilot in Sungang District, Luohu District has also carried out the near-zero carbon emission campus pilot of Yijing Kindergarten and Jintian Primary School, the near-zero carbon emission building pilot of Zhihui Plaza and the renovation and construction of the buried near-zero carbon waste transfer station.

It is understood that among the near-zero carbon emission pilot projects that have been promoted in Luohu District, the three near-zero carbon emission zone pilots of Yijing Kindergarten, Jintian Primary School and Zhihui Plaza have also been successfully selected as the demonstration base for urban green and low-carbon scenarios in 2023.

Technology helps explore the smart management of near-zero carbon buildings

The blueprint has been drawn, and it is time to forge ahead. As Luohu District, which has the reputation of "half landscape and half city", it has fully activated the "near-zero carbon" thinking, used a number of low-carbon emission reduction technologies to implement the concept of "near-zero carbon", and explored a new model of smart management of near-zero carbon buildings.

Photovoltaic energy storage and direct flexibility promote carbon reduction and emission reduction at the source of energy consumption. As one of the representatives of the "new three", photovoltaic power generation is not only a new growth point for China's exports in recent years, but also one of the "main forces" to promote the construction of near-zero carbon pilots. When promoting the construction of the pilot project of the near-zero carbon emission zone, Luohu District makes full use of the idle space resources on the roof, installs solar photovoltaic roofs with the principle of "should be paved as much as possible", combines photovoltaic and modular buildings through photovoltaic storage and direct flexible technology, and encourages the use of clean photovoltaic energy to replace high-carbon emission purchased electricity, so as to achieve low-carbon emission reduction.

In addition to achieving carbon reduction and emission reduction from the source of energy consumption, in the process of construction and transformation, the pilot projects of near-zero carbon emission zones in Luohu District also reduce regional energy consumption by carrying out high-efficiency split air conditioning transformation, three-dimensional planting of building facades and integrated transformation of spray irrigation and cooling, and establish a carbon emission intelligent supervision system to monitor, analyze and diagnose the carbon footprint of personnel, energy consumption of buildings and facilities, and carbon emissions, and then generate carbon emission data reports. With various advanced technologies, we will realize the intelligent supervision of low-carbon projects at the source, consumption reduction and carbon reduction in the process, and carbon emissions at the end, and explore the intelligent management of "near-zero-carbon" buildings with the power of science and technology.

Take multiple measures to develop high-quality "carbon" and create a new future

Achieving the "dual carbon" goal is a complex and cumbersome system project, which requires perseverance and long-term efforts.

In order to better contribute to the construction of a Chinese-style modernization in harmony between man and nature, Luohu District has actively issued the Action Plan for Building a "Low-carbon Pioneer Urban Area" in Luohu District, and plans to significantly improve the competitiveness of green and low-carbon industries in the jurisdiction by 2025 and form a 100-billion-level industrial cluster with core competitiveness. Commercial buildings have achieved full coverage of three-star and two-star green building standards, and energy consumption per unit of GDP has achieved the goal of reducing by 15.5% compared with 2020. With the implementation of a series of "loud" policies and measures, Luohu's low-carbon development achievements have gradually achieved results.

The results are beginning to show, and it is necessary to continue to tackle tough problems. In the next step, the Luohu Administration will deploy the "low-carbon consumption" carbon inclusive project in accordance with the guidelines of the "Luohu District Action Plan for Building a "Low-carbon Pioneer Urban Area", and help integrate the green and low-carbon concept into all aspects of life by building low-carbon consumption "experience stores". In addition, the Luohu Administration will continue to deepen the low-carbon and high-quality development, deploy and build the carbon sink project of the Dawutong Ecological Integration Zone in Luohu District, and investigate and analyze the basic data such as forest carbon storage, carbon sink potential, and carbon sink tree species in the Dawutong Ecological Integration Zone by carrying out the background survey and carbon sink development potential assessment in the Dawutong Ecological Integration Zone, and establish a carbon sink investigation and monitoring system to help realize the value of ecological products and explore a new future of high-quality development.
