Lyocell fiber is considered one of the representative products of green fiber due to the advantages of sustainable source of raw materials, closed cycle of production process, excellent taking performance and degradability after disposal, etc., and has strong market demand and good development momentum in recent years.
Signed with Liyang City in 2020 and invested and constructed by Sateri Group, a subsidiary of RGE Group, with a total investment of US$1.57 billion, Sateri (Changzhou) Lyocell Project is a national key foreign investment project and a major project in Jiangsu Province in 2020. The first phase of the project has been put into operation in September 2022.
The rapid production of the project benefited from the advanced technology of the enterprise. It is understood that the project adopts an advanced reclaimed water reuse process to reuse 30% of the production wastewater after advanced treatment, which not only greatly reduces the amount of fresh water withdrawal, but also compresses the total amount of water pollution discharge. The monitoring data shows that the water quality of the Beihe River, where the tailwater outlet of the project is located, continues to be stable and meets the Class II standard.
In recent years, Jiangsu has adhered to the actual situation of the province with high population density, high energy consumption, high emission intensity and weak ecological background, in-depth planning of path measures to support high-quality development with high-quality ecological environment, innovative evaluation of the technical level of construction projects, and guidance enterprises to adopt domestic and international advanced production and pollution control processes, technologies and equipment to reduce resource and energy consumption and pollutant emissions from the source.
It is understood that the evaluation of the advanced technical level of construction projects will focus on traditional industries, guide the optimization and adjustment of industrial structure, improve the efficiency of environmental resource utilization, and reduce the total amount of pollutant emissions, including coal power, petrochemical, chemical, iron and steel, non-ferrous metal smelting, building materials, electroplating, printing and dyeing, papermaking and other industries and construction projects that need to apply for the total reserve index of provinces and cities divided into districts. According to the cleaner production evaluation index system or cleaner production standards of the industry, the actual cases of benchmarking enterprises in the same industry at home and abroad are compared, the advanced nature of products, production processes and equipment, environmental protection measures and other aspects is analyzed, and the gap between the benchmarking level of the same industry is analyzed, and targeted optimization and improvement suggestions are put forward.
According to Tian Tao of Jiangsu Provincial Ecological Environment Assessment Center, Jiangsu will take the advanced technical level of construction projects as an important reference for project EIA approval, give full play to the prevention role of EIA at the source, accelerate the transformation and upgrading of traditional industries, and continue to enhance development potential and stamina. At present, it has completed the evaluation of the advanced technical level of more than 10 projects such as thermal power (thermal power), iron and steel, and electronic chemicals, and put forward countermeasures and suggestions for improving the advanced level of construction projects.
"In order to promote the evaluation of the advanced technical level of construction projects, the examination and approval departments of environmental impact assessment at all levels should strengthen the application of the results of advanced assessment, and gradually establish and improve the province's advanced technology project database for key industries, and the information base for the main pollutant emissions and carbon emission benchmarking levels in key industries.
