In order to organize and implement the 2016 carbon emission trading work, since December 29, 2015, the "Beijing 2016 carbon emission trading start-up training meeting", our committee has organized a centralized consultation meeting and a series of training activities for key emitting enterprises. We have organized experts and business support institutions to systematically sort out the advisory opinions and suggestions of various units, and after careful study, in order to better promote the construction of the carbon market, we hereby supplement the relevant matters as follows:
1. The period of use of quotas
The city's carbon emission trading market will continue to operate after June 30, 2016. For the key emitting enterprises that will be included in the national unified carbon emission trading market in the future, the city will study and propose a plan for the connection between the issued allowances and the national emission allowances, which will be notified separately after consulting with the national competent authority. For key emitting enterprises that are not included in the national unified carbon emission trading market, the issued allowances will continue to be valid.
Second, on the operation of the carbon market
To fully implement the strategic positioning of the capital city and focus on the target requirements of building a national carbon trading center, our committee is studying and formulating policy measures such as quota repurchase operation rules, which will be implemented at an opportune time according to the operation of the carbon market to promote the standardized, stable and orderly operation of the carbon market.
3. Submission of carbon emission report in 2016
The new key emitting enterprises of fixed facilities identified in the "Notice on Doing a Good Job in the 2016 Carbon Emission Trading Pilot Project" (Jing Fa Gai [2015] No. 2866) of our Commission shall submit the 2009-2012, 2014 and 2015 carbon emission data on the basis of the 2009-2012, 2014 and 2015 carbon emission data (that is, the 2009-2015 carbon emission data shall be submitted at the same time), and the reporting time shall be adjusted from "before January 25, 2016" to before January 30, 2016". Our commission will adopt the method of government procurement of services and entrust a third-party verification agency to separately verify the carbon emission data of the new key emitting enterprises of fixed facilities in 2009-2012 (historical year) and 2013-2014 (to provide a basis for new facilities and determine the conditions of key emitting enterprises). Taking into account factors such as the Spring Festival holiday of some units, the time for third-party verification agencies to submit the 2009-2014 carbon emission verification reports of new key emitting enterprises has been adjusted from "before March 4, 2016" to "before March 10, 2016", and the time for our commission to release the list of new key emitting entities finally included in the 2016 carbon emission trading system has been adjusted from "before March 9, 2016" to "before March 15, 2016". Other arrangements shall be implemented in accordance with the Beijing Development and Reform [2015] No. 2866 document.
Fourth, on the third-party verification of carbon emissions in 2016
The third-party verification agency shall carry out carbon emission verification in accordance with the prescribed procedures and requirements, and shall be responsible for the authenticity and accuracy of the emission data of the verified entity. When carrying out verification business, at least 2 registered carbon emission inspectors must conduct on-site verification, and a data "restoration map" should be formulated during the verification to clarify the order in which various data are used. The verification report must also be reviewed and signed by the third verified person on record, and the supporting materials for the on-site verification shall be listed. In order to ensure the quality and efficiency of verification data, there is no limit to the number of verifications carried out by third-party verification agencies for the same key emitting entity in 2016.
5. On the management of carbon emission verifiers
When carbon emission verifiers carry out household verification, they shall present the notice of carbon emission verification entrusted by our commission, valid personal identity certificate and training completion certificate issued by the Beijing Municipal Research Center for Climate Change. Each inspector shall standardize the conduct of the verification and do a good job of communicating with the unit being verified. Once it is found that there is data fraud and on-site verification is not carried out, it will be dealt with seriously in accordance with regulations.
