In recent years, Jiaxing City, Zhejiang Province, has always adhered to the strategy of "ecological city", built a green and low-carbon circular city with high standards, and taken the opportunity of the pilot construction of collaborative innovation in pollution reduction and carbon reduction, and embarked on a road of carbon reduction, pollution reduction, green expansion and growth. The reporter recently learned from the Jiaxing Municipal Bureau of Ecology and Environment that in the first batch of cities and industrial parks announced by the Ministry of Ecology and Environment in the list of collaborative innovation pilots for pollution reduction and carbon reduction, Jiaxing City and Zhapu Economic Development Zone are on the list, and they are the only cities in the province that have won both the national pollution reduction and carbon reduction city pilot and the park pilot.

The city has been selected as a provincial-level pilot project for pollution reduction and carbon reduction (7 cities, 12 parks) and 51 benchmark projects, ranking first in the province in terms of the number of projects, taking the lead in achieving full coverage of provincial pilot counties (cities and districts...... In terms of top-level design, Jiaxing issued the "Implementation Plan for the Construction of Jiaxing Collaborative Innovation City for Pollution Reduction and Carbon Reduction" and "Opinions on Implementing Synergy of Pollution Reduction and Carbon Reduction to Promote the Green, Low-Carbon and High-quality Development of the Two High-tech Industries", which clearly took three years to achieve structural optimization and adjustment in key areas and green and low-carbon development, and provided policy guidance and basic compliance for the city's pollution reduction and carbon reduction work.

At the same time, focusing on digital empowerment and energy conservation and carbon reduction, the province took the lead in carrying out the digital and green transformation of the manufacturing industry, implementing 1,067 transformation projects last year, saving 353,000 tons of standard coal and driving 93.36 billion yuan of investment in the manufacturing industry. Vigorously develop green and low-carbon industries, the output value of the photovoltaic industry last year was 81.6 billion yuan, an increase of 61.4%, and the output of new energy vehicles was 157,000, an increase of 120%.

While promoting the coordinated development of pollution reduction and carbon reduction in the industrial field, Jiaxing's consciousness of pursuing "green" is also rooted in the daily life of the people, promoting the whole city to "green". Provincial-level low-carbon towns (streets) and villages (communities) such as Qinshan Street in Haiyan County, Xitang Town in Jiashan County, Gutang Village in Wangjiangjing Town in Xiuzhou District, and Baimiao Community in Chengnan Street in Jiaxing Economic Development Zone are all vivid practice samples, extending the coverage of low-carbon scenarios to all areas of public life, such as clothing, food, housing and transportation.

Zhejiang Xinhui New Materials is a company engaged in the production of halobutyl rubber. In recent years, the company has closely followed the pace of collaborative innovation in pollution reduction and carbon reduction, invested 56 million yuan to implement the whole process of green energy saving, pollution reduction and carbon reduction project, through iterative upgrading of production technology and technology, elimination of high-energy consumption equipment, etc., the company is expected to reduce carbon emissions by 83,000 tons per year, saving more than 76.76 million yuan in costs.

In Jiaxing, as the pace of upgrading the chemical industry continues to accelerate, more and more enterprises have become beneficiaries of pollution reduction and carbon reduction. Guiding the "green transformation" of the chemical industry is only a "corner" of Jiaxing's pollution reduction and carbon reduction. In terms of nuclear power, the country's first nuclear industrial heating project has been completed, reducing carbon dioxide emissions by 24,000 tons per year. In terms of photovoltaics, we vigorously promoted distributed photovoltaics, with an installed capacity of 3.8 million kilowatts, ranking second in the province. In terms of wind power, two offshore wind power stations have been completed and put into use, with an installed capacity of 723,000 kilowatts, ranking second in the province. In terms of hydrogen energy, the annual production capacity of industrial by-product hydrogen is 48,000 tons, and the number of hydrogen energy operating vehicles and hydrogen refueling stations ranks first in the province.

Walking into Jiaxing Port Industrial Sewage Treatment Co., Ltd., after the sewage generated by the chemical park comes here through a complex pipeline system, the sewage treatment system will be graded according to the concentration of sewage. At present, with the construction of green and low-carbon projects for the expansion and upgrading (transformation) of the plant, new carbon reduction technologies such as biogas power generation and thiocarbon nitrogen removal will also be put into use.

The busyness of the industrial sewage treatment plant is a microcosm of Jiaxing's "collaboration" article on terminal treatment. In recent years, Jiaxing has adhered to precise pollution control, scientific pollution control, and pollution control in accordance with the law, focusing on industrial parks, "two high" industries, and key enterprises, taking the coordinated management of environmental elements as an important path for pollution reduction and carbon reduction, and promoting the treatment of major pollutants in the industrial field as a whole. The city has vigorously grasped sewage treatment, deepened the construction of "zero direct sewage discharge zone", and reduced pollutants by more than 2,000 tons per year; strictly controlled waste gas emissions, carried out volatile organic compound remediation actions, and reduced industrial waste gas emissions by 5,100 tons in the past two years; strengthened solid waste disposal, built and put into operation 7 hazardous waste collection platforms for small and micro enterprises, and comprehensively disposed of industrial solid waste by more than 900,000 tons per year; promoted digital supervision, and pioneered the "one-chain management of coal samples" platform, the establishment of the country's first emission rights trading platform, paid use and transaction amount of 3.44 billion yuan, accounting for about 20% of the province.
