On February 1, the reporter learned from the region's ecological and environmental protection work conference and the ecological environment system's comprehensive and strict governance of the party work conference that in 2023, the region's ecological environment system will take the initiative to take on the mission and task of building a pilot area for ecological protection and high-quality development in the Yellow River Basin, and the region's ecological and environmental protection work has many highlights and remarkable results.

In the past year, our district has won an excellent grade in the national pollution prevention and control effectiveness assessment, achieving a historic breakthrough. The battle against pollution has been further promoted, and the environmental quality has been consolidated and improved. Among them, the average concentration of PM2.5 decreased by 1 microgram per cubic meter compared with 2022, ranking among the highest in the country, and the proportion of heavily polluted days decreased by 70% year-on-year. 1,175 sewage outlets into the Yellow River have been remediated, and 30% of the remediation tasks in the list assigned by the Ministry of Ecology and Environment have been completed ahead of schedule, and the Ningxia section of the main stream of the Yellow River has maintained Class II exit for seven consecutive years. Organize 169 key soil supervision units to complete the second round of investigation of potential soil pollution hazards, and complete the tasks assigned by the state two years ahead of schedule. The ecological environment system of the whole region filed and investigated 384 cases of environmental violations, and rectified 2,424 ecological and environmental problems. Solid progress has been made in rural environmental governance, and the safe use of polluted cultivated land and the remediation of heavy metal pollution have been continuously carried out, and the safe utilization rate of polluted cultivated land has reached 100%. The remediation targets of 20 new administrative villages and 7 black and odorous water bodies have been completed, and the rural domestic sewage treatment rate in the whole region has reached 35.65%, exceeding the national assessment task by 3.65 percentage points. The prevention of ecological and environmental risks has been strengthened, the preparation of the emergency response plan of "one river, one map and one policy" for 15 key rivers has been completed, and 7 environmental emergencies in the fields of production safety and transportation have been properly handled, and the ecological and environmental situation in the whole region has been safe and stable. The demonstration and creation of ecological civilization has achieved outstanding results, and the harmonious coexistence of man and nature has achieved new expansion. The vitality of ecological protection and construction has been enhanced, 16 annual key reform tasks have been successfully completed, and the market transactions of emission rights have been further promoted, with 277 transactions of 31.08 million yuan throughout the year, and financial institutions have been promoted to issue mortgage loans for emission rights with a credit amount of 162 million yuan, ranking in the forefront of the provinces and regions along the Yellow River. A total of 29 enterprises participated in carbon emission trading in the second compliance cycle, with a trading volume of 11.29 million tons and a total turnover of 764 million yuan. It took the lead in establishing a horizontal ecological protection compensation mechanism with equal rights and responsibilities of upstream and downstream provinces and autonomous regions, and jointly built and shared the rights and responsibilities of upstream and downstream provinces and autonomous regions, and cashed out 538 million yuan of vertical and horizontal ecological compensation funds throughout the year. The green content of economic and social development has been continuously improved, and the region has completed 5,405 project environmental impact assessments for filing and approval, guaranteed project investment of 418.19 billion yuan, and won 4.073 billion yuan of special funds for various ecological and environmental protection. Innovate the "three batches" working model to achieve full coverage of the planning and environmental impact assessment of 22 industrial parks. Resolutely curb the blind development of the "two high" projects, and the number of approvals has dropped three times in a row, with a year-on-year decline of 50%. In the whole year, 134 ecological and environmental protection projects were reserved, a year-on-year increase of 30.1%, 107 projects were implemented, with a total investment of 9.157 billion yuan, and a new model of "government-bank-enterprise" cooperation was actively explored, and more than 20 billion yuan of green credit was invested. The ability of ecological environment governance has been significantly improved, and it is the first in the country to achieve full coverage of prefecture-level cities with automatic noise monitoring in functional areas, and a "data warehouse" for key pollutant discharge units in the whole region has been built.
