We will do a good job in the verification, issuance, settlement and trading of carbon emission quotas for the second performance cycle (2021 and 2022) of the national carbon emissions trading market. The province's 20 power plants completed the performance payment in full and ahead of schedule, with a total of 192 million tons of quotas cleared. Two cities, Baiyin and Jiuquan, and two parks, Baiyin High-tech Industrial Development Zone and Gansu Minle Industrial Park, were selected as the list of collaborative innovation pilots for pollution reduction and carbon reduction by the Ministry of Ecology and Environment.

Our province actively participates in the carbon emissions trading market, and has fully completed the carbon market performance tasks during both performance periods, with a total of 349 million tons of carbon dioxide equivalent paid quotas.

The "Interim Regulations on the Administration of Carbon Emissions Trading" establish a carbon emission rights supervision and management system, clarify the scope and methods of trading, implement the main responsibilities of key emission units, connect with the voluntary greenhouse gas emission reduction market, and increase penalties for illegal activities. Clear regulations have been made in many aspects, providing a strong guarantee for the healthy development of my country's carbon market and opening up a new legal situation in the construction and management of my country's carbon market. In order to implement the "Regulations" well, our province has mainly carried out the following work:

The first is to learn and publicize in a timely manner. After the promulgation of the "Regulations", our department organized and held the 2024 kick-off meeting for the verification of greenhouse gas emission reports of enterprises in the province's power generation industry and the promotion meeting for carbon emission data quality management. We will refine the relevant provisions of the publicity regulations in terms of division of responsibilities, key joint supervision matters, transaction elements, quota allocation and settlement.
