Heaven and "man" are one, green mountains and clear waters resolve extreme weather
In response to General Secretary Xi Jinping's call to "strengthen the ideological tempering, political experience and practical training of young cadres", from August 21 to 25, 2023, the Youth League Committee of the directly subordinate organ of the Ministry of Ecology and Environment organized young people from the directly affiliated organs and invited a total of 12 young people from the China Meteorological Administration to form a research group to carry out the "rooted in the grassroots" youth research and practice activities in the ecological environment department and meteorological department of Jinan City, Shandong Province. Focusing on the theme of "Improving Urban Climate Governance Capabilities and Promoting Green, Low-Carbon and High-Quality Development", the "Rooted in the Grassroots" research group carried out research and practice activities with departments and enterprises in Jinan City, Shandong Province, such as development and reform, urban planning, gardening, agriculture and rural areas, emergency response, ecological environment, and meteorology. My team members Xi and I have learned, understood and analyzed the achievements and directions that need to be improved and improved in the process of improving ecological and environmental governance in Jinan since 2017 to cope with climate change, especially extreme weather, and put forward some personal experiences in combination with the thinking of green and low-carbon development to enhance the city's ability to adapt to climate change.
Precise carbon reduction to find out the ecological background
Jinan City has taken the lead in the pilot work of carbon monitoring and assessment, established an urban CO2 monitoring network, compiled a carbon emission inventory, and initially figured out the ecological background. At present, with 9 high-precision monitoring stations of high towers as the core, combined with medium precision, satellite remote sensing, ground-based remote sensing, unmanned aerial vehicles, mobile navigation, carbon flux, carbon isotope and manual monitoring and other monitoring technologies as auxiliary support, the "sky and ground" integrated monitoring network has realized the city-wide multi-index long-term intelligent tracking and monitoring of greenhouse gases. At the same time, according to the grid data of 1km ×1km of greenhouse gases in Jinan in 2020 and 2021, the composition and cause analysis of greenhouse gas emissions in Jinan City were statistically analyzed, the key industries and key areas of greenhouse gas emissions were identified, and the carbon emission inventory was compiled, which is conducive to the realization of the "double carbon" goal.

During the five-day practical investigation, we also visited the Huashan Lake Water Treatment Project, the East Campus of the Party School of the Shandong Provincial Party Committee of the Climate Adaptation City Project, and the case of the low-carbon industrial park, Linuo Smart Park. The most impressive thing is the change of Huashan Lake. Jinan is characterized by low in the north and high in the south, and the Yellow River is a hanging river on the ground. Huashan Lake is located in the northern low-lying area of Jinan, before 2017, it would be flooded when it rained, causing serious living conditions and even economic losses to local residents.
This research activity closely focused on the theme of "improving urban climate governance capabilities and promoting green, low-carbon and high-quality development". Through this practical Xi, I deeply realized that by reducing pollution and carbon emissions and improving the quality of the ecological environment, we can improve the living environment for the people, that is, serve the people, which is the glorious mission entrusted to the young people of our time, and it is also the greatest welfare we can seek for future generations.
