National Development and Reform Commission: Promote the dual control of energy consumption to the dual control of carbon emissions in three aspects
On July 18, the National Development and Reform Commission held a press conference in July. At the press conference, Jin Xiandong, director of the Policy Research Office of the National Development and Reform Commission, introduced the arrangements and considerations for this work in response to the "Opinions on Promoting the Gradual Shift from Dual Control of Energy Consumption to Dual Control of Carbon Emissions" deliberated and adopted by the second meeting of the Central Committee for Comprehensively Deepening Reform.
Jin Xiandong said that the second meeting of the Central Committee for Comprehensively Deepening Reform has made important arrangements on how to shift from dual control of energy consumption to dual control of carbon emissions, and has made it clear that relevant work will be promoted from three aspects.
The first is to insist on establishing first and then breaking down, and actively create conditions. Institutional transformation is a systematic project, which cannot be achieved overnight, and it is necessary to make good use of the solid foundation laid by the dual control of energy consumption and make a smooth and orderly transition to the dual control of carbon emissions. It is necessary to implement the policy of dual control and optimization of energy consumption that has been introduced, and study and further refine and improve the work measures according to the needs of the "double carbon" work, so as to lay a solid institutional foundation for the dual control of carbon emissions. At the same time, it is necessary to improve the supporting system, accelerate the improvement of a unified and standardized carbon emission statistical accounting system, establish and improve the relevant management system, and accelerate the consolidation of basic capabilities.
The second is to do a better job of energy conservation at a higher level and higher quality. Resource conservation is a basic national policy in China, and the implementation of dual control of carbon emissions does not mean that there is any relaxation in energy conservation work. At different stages of carbon peak and carbon neutrality, we must unswervingly do a good job in energy conservation, implement a comprehensive conservation strategy, continuously improve energy efficiency, and promote sustainable and healthy economic development at the minimum cost.
The third is to grasp the rhythm of work and coordinate the relationship between development and emission reduction. The dual control of carbon emissions is related to the overall economic and social development and involves the vital interests of all aspects. In the process of institutional transformation, it is necessary to grasp the rhythm and intensity, while promoting green and low-carbon development, constantly adjust and optimize policies and measures according to the development and changes of the situation, effectively ensure food security, energy security, industrial and supply chain security, and ensure that the normal life of the people is not affected.
Jin Xiandong said that the National Development and Reform Commission will conscientiously implement the decisions and arrangements of the CPC Central Committee and the State Council, promote the dual control of energy consumption to dual control of carbon emissions in a planned and step-by-step manner, accelerate the comprehensive green transformation of economic and social development, and help promote high-quality development.
