On September 22, 2020, General Secretary Xi Jinping made a major declaration at the general debate of the 75th session of the United Nations General Assembly that China will strive to achieve carbon peak before 2030 and strive to achieve carbon neutrality before 2060. Over the past three years, the National Development and Reform Commission and all regions and departments have adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implemented Xi Jinping Thought on Ecological Civilization, conscientiously implemented the spirit of General Secretary Xi Jinping's important instructions and instructions on carbon peaking and carbon neutrality, strengthened system concepts, strengthened overall coordination, vigorously grasped the implementation of work, coordinated to promote carbon reduction, pollution reduction, green expansion and growth, and promoted the "dual carbon" work to achieve a good start and positive results.
1. Build and complete the "1+N" policy system for carbon peaking and carbon neutrality
The Party Central Committee with Comrade Xi Jinping as the core has incorporated carbon peaking and carbon neutrality into the overall layout of ecological civilization construction and economic and social development, and made overall arrangements for the "dual carbon" work. The Party Central Committee and the State Council issued the "Opinions on Complete, Accurate and Comprehensive Implementation of the New Development Concept and Doing a Good Job in Carbon Peaking and Carbon Neutrality", the State Council issued the "Action Plan for Peaking Carbon Emissions before 2030", all relevant departments issued 12 implementation plans for key areas and key industries and 11 support and guarantee plans, 31 provinces (autonomous regions and municipalities) formulated implementation plans for carbon peaking in their regions, and the "dual carbon" policy system was completed and continuously implemented.
Second, the green and low-carbon transformation of energy has been steadily advancing
Adhere to the first establishment and then the breakthrough, overall planning, focus on promoting the clean and efficient utilization of coal, and have completed the energy-saving and carbon-reduction transformation, flexibility transformation and heating transformation of coal-fired power units by more than 520 million kilowatts. Putting the promotion of new energy and clean energy in a more prominent position, the installed capacity of renewable energy in the country exceeded 1.3 billion kilowatts, surpassing coal power in history. Promote the construction of an energy supply guarantee system driven by coal, oil, gas, nuclear and renewable energy, and further consolidate the foundation of energy security.
Third, the industrial structure continues to be optimized and upgraded
Deeply promote supply-side structural reform, scientifically regulate crude steel production, and reduce more than 40 million tons since the "14th Five-Year Plan". Vigorously develop strategic emerging industries, represented by solar cells, lithium batteries, electric manned vehicles as the "new three things" have become a new driving force for foreign trade growth, in the first half of this year, the total export of "new three" products increased by 61.6%, driving the overall export growth of 1.8 percentage points. Publish the benchmark level of energy efficiency of key industries and key energy-using equipment, and guide the renewal and transformation of energy conservation and carbon reduction. Strictly control the carbon emissions of new projects, revise and issue the "Measures for the Review of Energy Conservation of Fixed Asset Investment Projects", and resolutely curb the blind development of high-energy-consuming, high-emission and low-level projects.
Fourth, the green and low-carbon development in key areas has achieved remarkable results
Vigorously develop green buildings, and increase the proportion of new green building area from 77% at the end of the 13th Five-Year Plan to 91.2% in 2022; Promote the green and low-carbon transformation of existing buildings, and energy-saving buildings account for more than 65% of the urban civil building area. In 2022, the national railway freight volume will be 4.984 billion tons, a year-on-year increase of 4.4%, and the waterway freight volume will be 8.554 billion tons, a year-on-year increase of 3.8%. In the first half of this year, the production and sales of new energy vehicles reached 3.788 million units and 3.747 million units, respectively, with a year-on-year growth rate of more than 40%. The number of vehicles exceeded 16.2 million, accounting for more than half of the world.
Fifth, the carbon sink of ecosystems has steadily increased
Optimize the strategic pattern of main functional areas and complete the delineation of ecological protection redlines. Solidly promote the protection and restoration of ecosystems in important areas, pay close attention to the rectification of outstanding problems in the ecological environment of the Yangtze River Economic Belt and the Yellow River Basin, and promote the protection of the ecological environment in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area with high quality. Large-scale land greening actions have been carried out scientifically, and more than 100 million mu of land greening has been completed every year since the "14th Five-Year Plan". China's forest coverage rate has reached 24.02%, and the forest stock is 19.493 billion cubic meters, becoming the country with the largest and fastest growth of forest resources in the world.
6. The green and low-carbon policy system has been further improved
Adhere to the principle of giving priority to conservation, improve the regulation and control of total energy consumption and intensity, consolidate the basic ability of dual control of carbon emissions, carry out energy-saving work at a high level and with high quality, and promote the gradual transformation of dual control of energy consumption to dual control of carbon emissions. We will continue to optimize the allocation of financial resources, implement preferential tax and fee policies to support green and low-carbon development, and since 2020, the central government has arranged a total of 1.78 trillion yuan of ecological and environmental protection related funds. Launched carbon emission reduction support tools and special reloans to support the clean and efficient use of coal, with balances of 453 billion yuan and 245.9 billion yuan respectively as of June this year. Set up the National Green Development Fund, raising 88.5 billion yuan in the first phase. Deepen the reform of energy prices, promote the market-oriented reform of coal-fired power generation on-grid tariffs, implement the new energy parity policy, improve the time-of-use electricity price mechanism, and improve the two-part electricity price policy for pumped storage. Improve the green electricity trading system, and the national green electricity trading electricity exceeds 60 billion kWh.
7. The basic capacity of "dual carbon" work has been significantly enhanced
Establish a unified and standardized carbon emission statistical accounting system, and formally incorporate carbon emission statistical accounting into the national statistical survey system. Establish an overall group for carbon peaking and carbon neutrality standardization, and implement 100 energy conservation and carbon reduction standard improvement actions in the 14th Five-Year Plan. Strengthen green and low-carbon scientific and technological innovation, build five state key laboratories in the field of "dual carbon", implement key research and development projects such as "renewable energy technology", and strengthen the training of "dual carbon" professionals.
8. Actively participate in global climate governance
Adhering to the concept of a community with a shared future for mankind, we will coordinate foreign cooperation and struggle, promote the Conference of the Parties to the United Nations Framework Convention on Climate Change to reach the Sharm el-Sheikh Implementation Plan, and strive to build a fair, reasonable and win-win global environmental governance system. Solidly promote the construction of the Green Silk Road, deepen South-South cooperation on climate change, strongly support the green and low-carbon development of energy in developing countries, and help improve the ability to cope with climate change.
In 2020, China's CO2 emission intensity decreased by 48.4% compared with 2005, exceeding the first phase of the NDC commitment. On this basis, in the first two years of the "14th Five-Year Plan", China's carbon dioxide emission intensity further decreased by 4.6%, and the results of energy conservation and carbon reduction were remarkable.
