The National Development and Reform Commission interviewed the competent departments of energy conservation in some regions

Recently, the National Development and Reform Commission interviewed the responsible comrades of the energy conservation departments of Zhejiang Province, Anhui Province, Guangdong Province and Chongqing Municipality on the lagging progress of the "14th Five-Year Plan" energy intensity reduction. The interview pointed out that the reduction of energy intensity is a binding indicator of the "Outline" of the "14th Five-Year Plan", and it is also an important indicator to measure the quality and efficiency of a region's economic development. It is necessary to pay close attention to the "14th Five-Year Plan" energy intensity reduction target task, strictly implement energy-saving review, resolutely curb the blind launch of "two highs and one low" projects, carry out in-depth energy efficiency diagnosis, further strengthen renewable energy consumption, and resolutely put an end to the "one-size-fits-all" restriction of electricity consumption by enterprises in the name of energy conservation and "double carbon".

During the "14th Five-Year Plan" period, the Development and Reform Commission of the Autonomous Region adhered to systematic planning and three-dimensional promotion, optimized and improved the policy system of dual control of energy consumption, and made a good start in energy conservation. Build and form a package of policy systems that run through the whole process and fields of industrial access, energy management, early warning and control, transformation and elimination, electricity price mechanism, and responsibility implementation. Establish an energy consumption budget management system, coordinate energy conservation management and project construction with clear energy consumption expectations, and form a long-term mechanism for energy consumption control. Highlight the orientation of energy intensity, establish a benchmark value policy for energy conservation review of projects, and guide the flow of energy consumption elements to high-quality projects with low energy consumption and high added value. The "List of Energy Conservation Responsibilities of Governments at All Levels and Relevant Departments" was issued to tighten and consolidate the "three responsibilities" of governments at all levels, relevant departments and key enterprises. From 2021 to 2022, the energy intensity of the whole region decreased by 11.4%, and the progress of the "14th Five-Year Plan" target was 74.6%, ranking among the top in the country. In 2022 and the first half of this year, the growth rate of fixed asset investment in the region will be 17.6% and 34.5% respectively, ranking first and second in the country, respectively. In the first half of this year, the GDP growth rate of the whole region was 7.3%, realizing the synergy between energy conservation and economic development.

With the "14th Five-Year Plan" two years after the approved projects have been put into operation, the total energy consumption in our district will show a rigid growth, energy-saving work must not be slackened at all, but also need to be high standards and strict requirements to do a good job in various tasks. First, further do a good job in the policy interpretation after the revision and issuance of the "Inner Mongolia Autonomous Region Resolutely Curbing the Low-level Blind Development Control Catalogue of "Two Highs and One Low" Projects (2023 Revised Edition) and the Notice on Revising and < Several Safeguard Measures >to Ensure the Completion of the "14th Five-Year Plan" Energy Consumption Dual Control Targets and Tasks", and do a good job in implementing them; The second is to continue to track the country's "14th Five-Year Plan" mid-term assessment of energy conservation in our region, and further strengthen energy-saving audit and energy-saving supervision, and resolutely curb the blind launch of "two highs and one low" projects; The third is to cooperate with the Energy Bureau and the Department of Industry and Information Technology to introduce green power substitution policies to promote the "two high" projects in our district as soon as possible, give full play to the advantages of new energy in our district, and further promote the successful completion of the "14th Five-Year Plan" energy-saving goals in our district.
