When presiding over the meeting, Xi Jinping stressed that based on the fact that China's ecological civilization construction has entered a critical period with carbon reduction as the key strategic direction, improve the regulation and control of total energy consumption and intensity, and gradually shift to the dual control system of total carbon emission and intensity.

The meeting pointed out that since the 18th National Congress of the Communist Party of China, we have put green, low-carbon, energy conservation and emission reduction in a prominent position, established and implemented a dual control system of total energy consumption and intensity, and effectively promoted the substantial improvement of China's energy utilization efficiency and the continuous decline of carbon dioxide emission intensity. From the dual control of energy consumption to the dual control of carbon emissions, it is necessary to adhere to the principle of establishing first and then breaking down, improve the dual control system of energy consumption, optimize and improve the mode of regulation and control, strengthen the basic capacity building of dual control of carbon emissions, improve the supporting systems of dual control of carbon emissions, and actively create conditions for the establishment and implementation of dual control of carbon emissions.
