The state deploys four tasks to promote the green innovation and high-quality development of the refining industry

　　Beijing, October 25 (Xinhua) -- The National Development and Reform Commission, the National Energy Administration, the Ministry of Industry and Information Technology, and the Ministry of Ecology and Environment jointly issued the "Guiding Opinions on Promoting the Green Innovation and High-quality Development of the Oil Refining Industry" on 25 October, deploying 17 tasks around four aspects.

　　In terms of promoting industrial optimization and upgrading, the opinions put forward five tasks: optimizing the layout of production capacity structure, strictly controlling new refining capacity, promoting refinery transformation and upgrading, accelerating the elimination of backward production capacity, and improving the management of the refining industry; in terms of promoting the efficient utilization of energy resources, four tasks are deployed to strengthen energy efficiency and water efficiency management, promote system energy use optimization, implement process equipment upgrading, and encourage resource recycling; in terms of accelerating green and low-carbon development, it is proposed to guide the refining process to reduce carbon, promote carbon dioxide recovery, support hydrogen for hydrogen production and carbon reduction, and Explore four tasks to strengthen carbon emission management; in terms of strengthening the leadership of scientific and technological innovation, deploy four tasks of optimizing innovation systems and mechanisms, strengthening software development and application, developing new oil refining technologies, and accelerating the research and development of low-carbon technologies.

　　The opinion is clear, by 2025, the domestic crude oil primary processing capacity will be controlled within 1 billion tons, the 10 million ton refining capacity will account for about 55%, the capacity structure and productivity layout will be gradually optimized, the strength of technical equipment will be further enhanced, the efficiency of energy and resource utilization will be further improved, and the energy efficiency of refining capacity will reach the benchmark level in principle, which is more than 30% better than the benchmark level. During the 14th Five-Year Plan period, pollutant emissions and carbon emission intensity have further decreased, and green development has achieved remarkable results.

　　The opinions also make it clear that by 2030, the capacity structure and productivity layout will be further optimized, the guarantee capacity of chemical raw materials and special products will be greatly improved, the proportion of refining capacity with energy efficiency and environmental protection performance reaching the benchmark level will be greatly increased, and the strength of technical equipment and energy resource utilization efficiency will reach the international advanced level. Green hydrogen refining, carbon dioxide capture, utilization and storage (CCUS) and other technologies have completed industrialization and large-scale demonstration and verification, and a number of green and low-carbon benchmark enterprises that can be learned and replicated will be built to support the national carbon emission peak before 2030.

　　The relevant person in charge of the Department of Energy Conservation and Science and Technology Equipment of the National Energy Administration introduced that oil refining is an important field of petrochemical and an important link connecting upstream exploration and development and downstream production and living energy. According to statistics, in 2022, the annual operating income of China's oil refining industry will account for about 31% of the petroleum and chemical industries and 4% of the industries above designated size in the country. The opinion system has deployed relevant work, which will promote the optimization of the structure and layout of refining capacity, promote the green development of the refining industry, and accelerate the scientific and technological innovation of the industry.
