　　(1) Persist in vigorous promotion. The provincial party committee and the provincial government regard the rectification of problems as a reality test to loyally defend the "two establishments" and resolutely achieve the "two maintenances", Ni Yuefeng, secretary of the provincial party committee, and Wang Zhengpu, governor of the province, earnestly fulfill the responsibility of the first responsible person for the central ecological environmental protection supervision and rectification, and presided over the meetings of the standing committee of the provincial party committee, the executive meeting of the provincial government, and the rectification and reform work promotion meeting for many times, in-depth front-line research and guidance, and promoted the implementation of rectification and reform with high standards and high quality.

The Hebei Provincial Central Leading Group for Ecological Environmental Protection Supervision and Rectification Work was established with the Secretary of the Provincial Party Committee and the Governor as the "double team leaders", with the Deputy Secretary of the Provincial Party Committee as the first deputy leader and the relevant Vice Governor as the deputy leader. Relevant departments in all localities and provinces have set up corresponding institutions to effectively ensure that the upper and lower levels are linked and work in the same direction to ensure comprehensive rectification and thorough rectification.

Formulate and issue the "Hebei Province Ecological Environmental Protection Supervision and Rectification Work Measures", clarify the rectification responsibilities of all levels and departments, form a closed loop of "plan formulation - organization and implementation - acceptance and sales number - supervision and guarantee", establish and improve the working mechanisms of communication and liaison, checklist scheduling, supervision and verification at the provincial, municipal and county levels, etc., to ensure the quality and efficiency of rectification work.

The Provincial Commission for Discipline Inspection and Supervision established a central working group on accountability and rectification supervision of feedback from the supervision of ecological environmental protection, formulated a work plan, carried out in-depth investigations into the three cases of accountability for ecological and environmental damage transferred by the supervision team, and pursued responsibility and accountability in accordance with laws and regulations. Discipline inspection and supervision organs at all levels have a total of 14 units and 155 responsible personnel. Among them, there are 2 department-level cadres, 40 department-level cadres, 98 cadres at section level and below, and 15 other cadres.

All levels and departments have taken Xi Jinping Thought on Ecological Civilization as an important part of theoretical study and cadre education and training, and effectively transformed General Secretary Xi Jinping's earnest instructions and scientific guidance into vivid practice to accelerate the construction of a beautiful Hebei. Accelerate the green transformation of development methods, issue implementation opinions and implementation plans for carbon peaking and carbon neutrality, formulate 21 supporting plans, and steadily promote carbon peaking and carbon neutrality. Deepen the adjustment of industrial structure, energy structure and transportation structure, resolutely curb the blind development of the "two highs" projects, accelerate the implementation of environmental protection performance in 7 key industries such as steel and coking, in 2022, the province's energy consumption per unit of GDP will decrease by 3.9% year-on-year, the added value of strategic emerging industries in industries above designated size will increase by 8.5%, the railway freight volume will reach 547 million tons, and 7,000 new energy heavy goods vehicles will be added.

　　(2) Resolutely build a solid ecological security barrier in the Beijing-Tianjin-Hebei region. Consciously obey and serve the overall situation of the coordinated development of Beijing-Tianjin-Hebei, vigorously carry forward the spirit of Saihanba, continue to promote the construction of "two districts" in the capital of Zhangjiakou, and in 2022, 207,000 mu of degraded grassland will be treated, 896 mu of wetland vegetation will be restored, and 94 square kilometers of soil erosion control will be completed. Improve the disposal capacity of solid waste and hazardous waste, issue the "14th Five-Year Plan for the Utilization and Disposal Capacity Building of Hebei Province", standardize the management system of solid waste and hazardous waste disposal such as fly ash and sludge, and implement the reform of approval of comprehensive utilization of hazardous waste. The construction of "waste-free cities" has been launched in an all-round way, and Shijiazhuang, Tangshan, Baoding, Hengshui and Xiong'an New Area have been included in the national construction list.

　　(1) Improve the system of ecological and environmental laws and regulations. Adhere to policy guidance, formulate the "Implementation Opinions on Fighting the Battle against Pollution in Depth", and issue the "14th Five-Year Plan for the Protection of the Ecological Environment of Hebei Province". Improve the rule of law system, formulate the Regulations on the Prevention and Control of Port Pollution in Hebei Province, and revise the Regulations of Hebei Province on the Prevention and Control of Environmental Pollution by Solid Waste. Improve standards and specifications, and formulate and revise six local standards, including the Technical Guidelines for the Verification and Monitoring of Volatile Organic Compounds from Fixed Pollution Sources.

　　(2) Optimize the ecological environment supervision and law enforcement system. Deepen provincial-level ecological environmental protection supervision, issue the "Implementation Opinions on Promoting Functional Departments to Do a Good Job in Ecological Environmental Protection Work", and tighten and compact work responsibilities. Strengthen the efficient connection between administrative law enforcement and criminal justice, and jointly carry out special actions by the four departments of public prosecution and legal affairs. Strictly implement the "double random, one open" system, and vigorously promote the reform of off-site supervision and law enforcement of the ecological environment. Conscientiously implement the compensation system for ecological and environmental damage, focus on the problems assigned by the central ecological environmental protection inspectors, strengthen departmental coordination, and actively promote the handling of cases.

　　(3) Improve the ecological environment economic policy system. Taking ecological environmental protection as a key area of fiscal expenditure, a total of 69.96 billion yuan was invested in 2022, and 59.63 billion yuan has been arranged in 2023. Establish an institutional system for realizing the value of carbon reduction products, accelerate the reform of carbon assetization, and promote the realization of the value of ecological products such as Saihanba Mechanical Forest Farm and Wetland Reeds in Xiong'an New Area, with a cumulative value of 47.75 million yuan from 2021 to 2022. Deepen the reform of emission right trading, with 2,249 transactions worth 397 million yuan in 2022.
