Guangdong promotes the construction of a "zero-waste city" with high quality

17 national 3A-level domestic waste incineration projects have been built, accounting for about 1/3 of the total number of the country, and 10 prefectures and cities have basically achieved "zero landfill" of raw domestic waste...... In recent years, Guangdong has actively promoted the high-quality construction of "zero-waste cities", launched the construction of "zero-waste cities" in the whole region, and explored the construction of "zero-waste bay areas", which has significantly improved the level of comprehensive utilization of solid waste, and significantly improved the solid waste treatment system and treatment capacity.

Pilot first, explore a new path for the construction of "zero-waste cities".

Next to Qiaoxiang Road in Nanshan District, Shenzhen, a unique building is hidden in the greenery, integrating with the surrounding OCT residential buildings. If it weren't for the garbage trucks coming in and out, it would be hard to imagine that this tree-shaped steel structure building full of ecological atmosphere would actually be an OCT garbage transfer station. Moreover, in addition to the feeding port, the other equipment of this transfer station is arranged underground.

Different from the traditional garbage transfer station, the OCT garbage transfer station not only does not see the garbage, but also has almost no odor and noise. Wu Xiang, project manager of Shenzhen Cinature Environmental Protection Urban Environmental Service Co., Ltd., told reporters that the transfer station adopts the closed management of the whole station and is equipped with the world's leading spray and deodorization system, which can effectively suppress the peculiar smell in the process of garbage dumping, compression and removal, and the automatic barrel turning equipment adopts a silent design, which can control the noise within 60 decibels during the operation process to minimize the impact on the surrounding residents. The compressed garbage will be transported to the Mawan Urban Energy Ecological Park for harmless disposal through a large garbage transfer vehicle, which uses new energy sources such as electric energy, hydrogen energy, and LNG, which has obvious advantages in reducing pollution and carbon emissions.

The OCT garbage transfer station mainly serves the Shahe sub-district area, with a transfer capacity of 120 tons per day, and has not received a single complaint from residents since it was put into use in October 2020.

Walking into the Shenzhen Energy Environmental Protection Longgang Energy Ecological Park (hereinafter referred to as Longgang Energy Ecological Park), located in Longgang District, Shenzhen, the main stadium with a circular permeable structure is simple and clean, exuding a sense of future-oriented science and technology.

As the largest waste-to-energy plant in Shenzhen, Longgang Energy Ecological Park undertakes nearly a quarter of the city's domestic waste treatment tasks. Longgang Energy Ecological Park has built 6 domestic waste incineration lines and flue gas purification lines with a daily processing capacity of 850 tons, and built sewage treatment stations and ash slag resource comprehensive utilization and disposal sites to effectively dispose of domestic waste and generate clean energy, while ensuring that the flue gas, waste water, slag and fly ash generated in the whole process are harmlessly disposed of in the park.

Up to now, Longgang Energy Ecological Park has processed about 10 million tons of domestic waste, and more than 5.1 billion kWh of waste heat power generation, which can provide 80% of the industrial and residential electricity of Pingdi Street, save 1.24 million tons of standard coal, reduce carbon dioxide emissions from coal burning by nearly 3 million tons, and reduce the total carbon dioxide emissions by about 1.12 million tons through waste heat power generation, wastewater treatment, biogas refurnace, slag utilization, photovoltaic, greening, reclaimed water reuse, etc., which is equivalent to the annual absorption of 1,680 hectares of forest.

From the garbage transfer station to the energy ecological park, we can get a glimpse of the results achieved by Shenzhen in promoting the construction of a "zero-waste city". As a pioneer of China's reform, Shenzhen was successfully selected as one of the first batch of pilot cities for the construction of "zero-waste cities" in China in 2019. Since being selected as a pilot city for construction, Shenzhen has benchmarked against the international advanced level, boldly explored a new path for the construction of a "zero-waste city" with the driving force of comprehensively deepening reform, created a sample of the construction of a "zero-waste city" in a super-large city, and formed a "Shenzhen model" of solid waste reduction, recycling, harmlessness and low-carbon comprehensive treatment.

Comprehensively promote and build a new pattern of "zero-waste city" construction

On the basis of summarizing the pilot experience in Shenzhen, in February 2021, the General Office of the People's Government of Guangdong Province issued the "Pilot Work Plan for Promoting the Construction of "Zero-Waste Cities" in Guangdong Province, selecting "9+1+1" cities (9 Pearl River Delta cities + Meizhou City + Xinyi City) as pilots, and taking the end of 2023 as the time node to build a "zero-waste pilot zone" in the Pearl River Delta, and at the same time encouraging the east, west and north regions of Guangdong to actively carry out the construction of "zero-waste cities".

In April 2022, all nine cities in the Pearl River Delta were included in the national list of "zero-waste cities". In July 2023, Guangdong will fully launch the construction of "zero-waste cities", and the preparation of implementation plans for the construction of "zero-waste cities" has been carried out in various parts of Guangdong.

The staff of the Provincial Zero Waste Office told reporters that Guangdong has promoted the construction of "zero waste cities" at a high level, and the provincial government established a leading group for the construction of "zero waste cities" in November 2022, with members covering 25 departments, to coordinate and guide the construction of "zero waste cities" and coordinate and promote the solution of major problems. The leading group consists of three working groups: the office and the field of industrial solid waste and hazardous waste, domestic waste and construction waste, and agricultural waste, and establishes a liaison system. The construction pattern of "zero-waste city" led by the party committee, led by the government, and participated by enterprises, social organizations and the public has taken shape.

In order to effectively promote the work, Guangdong has set up a provincial-level expert technical assistance group to carry out "one-to-one" technical assistance for 21 prefecture-level listed companies every quarter. At the same time, it has strengthened safeguard measures, and since the pilot work was launched in 2019, a total of more than 500 million yuan has been invested in the central and provincial special environmental protection funds to support the prevention and control of solid waste pollution and the construction of "zero-waste cities" in various localities.

Through the "Guangdong People's Voice Hotline", the results of "turning waste into treasure" were displayed on the spot, and the construction of a "zero-waste city" in Guangdong was vigorously promoted through media such as CCTV, Learning Power APP, China Environment APP, and Nanfang Daily...... Guangdong pays attention to the publicity and guidance of the construction of "zero-waste cities", cultivates the "zero-waste" culture, and the concept of "zero-waste" has gradually taken root in the hearts of the people.

Policy guarantee to promote new breakthroughs in the construction of "zero-waste cities".

In Foshan's Guangdong Brunp Recycling Technology Co., Ltd. (hereinafter referred to as Brunp Cycle), the parts of retired power batteries become ternary cathode material products after a series of processes, and are reused in the power battery production of automobile companies.

The director of Brunp Recycling and Environmental Protection told reporters that the company has created a recycling system of the whole battery industry chain with complementary upstream and downstream advantages, and has taken the lead in solving the industry problem of "waste reduction" in the field of global waste battery recycling through the original directional recycling technology, achieving a comprehensive recovery rate of 99.3% for nickel, cobalt and manganese, and a recovery rate of ≥ 90% for lithium.

Brunp Recycling, located in the production base of Datang Town, Sanshui District, Foshan City, is a new project signed and landed in 2023, with a planned recycling of 500,000 tons/year of retired power batteries, accounting for 50% of the production in Guangdong. At the same time, 172,000 tons/year of by-products will be converted and recycled to produce three wastes, so as to realize the "one-stop" treatment of retired batteries and turn the whole body of batteries into treasure. After the completion of the project, it can make up for the gaps in the key links of the new energy vehicle industry chain in Guangdong Province and help the construction of a "zero-waste city".

According to the data provided by the Provincial No Waste Office, by promoting the construction of "zero waste cities", the level of solid waste treatment in the five major fields of industry, life, agriculture, construction and hazardous waste in Guangdong has been continuously improved. For example, Guangdong has established a total of 400 national green factories and 11 green industrial parks, ranking first in the country in terms of the total number of national green manufacturing lists, and adding 28.14 million tons of general industrial solid waste resource utilization capacity per year. 91 centralized collection and transportation platforms for small and micro waste production enterprises have been built to promote the solution of the problem of difficult ways out of hazardous waste disposal for small and micro units.

Guangdong has also strengthened the support of policies, funds and technologies, successively issued and implemented nearly 200 relevant policy documents, and issued the country's first provincial local regulations on construction waste management, "Guangdong Province Construction Waste Management Regulations", to standardize the management of construction waste. The province's green finance is booming, with the balance of green credit exceeding 3 trillion yuan, accounting for 1/9 of all loans, and the growth rate is more than three times the average growth rate of various loans. In 2023, Guangdong will handle a refund of 2.679 billion yuan of value-added tax for comprehensive utilization of resources. We have carried out key research in seven major technical fields, such as solid waste treatment and resource utilization, added a number of standards and specifications and related patents, and formed a number of advanced demonstration technologies. The Guangdong Provincial Solid Waste Environmental Supervision Information Platform has been established, and 150,000 hazardous waste generating units have been included in the platform management, an increase of 6.5 times compared with 2017.

In addition, Guangdong has actively promoted the construction of a "zero-waste bay area", exchanges and cooperation in the field of solid waste in the Guangdong-Hong Kong-Macao Greater Bay Area have been continuously strengthened, and a coordination and communication mechanism for the "zero-waste bay area" has been initially established. On 26 October 2023, Guangdong, Hong Kong and Macao held a launching ceremony for the "Zero-Waste Bay Area" in Hong Kong to promote the green and low-carbon transformation and development of the Guangdong-Hong Kong-Macao Greater Bay Area, and help cities in the Bay Area achieve synergies in pollution reduction and carbon reduction.
