Xuancheng City's "double carbon" development and "carbon" have a new way
Recently, Ningguo Economic and Technological Development Zone of Xuancheng City, Anhui Province was selected by the Ministry of Ecology and Environment as the first batch of 43 industrial parks in the country collaborative innovation pilot list for pollution reduction and carbon reduction, which is also another new breakthrough in the construction of Xuancheng City as a "national low-carbon city pilot".
Do a good job in the "combination punch" of institutional reform. As the "source of China's forest chief system reform", Xuancheng City has accelerated the construction of the pilot area of the forest chief system reform demonstration zone, and strived to implement five major actions, including carbon sink forest, gold and silver forest, vitality forest, healthy forest and safe forest. The country's first ecological resource beneficiary certificate was issued, and the province's first forestry carbon sequestration trading, forestry carbon sequestration right pledge loan, and forest carbon sequestration value insurance settled in Xuancheng. Gradually improve the greenhouse gas statistical accounting system, accurately compile the annual greenhouse gas inventory at the municipal level, accurately identify the main sources of greenhouse gas emissions in the city, and promote the normalization of the compilation of greenhouse gas inventory.
Play a good "double carbon" layout "first move". The province took the lead in launching the preparation of plans related to carbon emission peaking, issued the "Xuancheng City Carbon Peak Implementation Plan", formulated special plans for energy, industry, transportation, agriculture and rural areas, urban and rural construction, and other fields, and built a "1+N" policy system for carbon peak and carbon neutrality. Ningguo Economic and Technological Development Zone is characterized by the recycling and comprehensive utilization of bulk industrial solid wastes such as phosphogypsum, abrasive sand and construction waste, to achieve pollution reduction, carbon reduction and waste utilization, among which, the Sierte Circular Economy Industrial Park realizes waste waste heat power generation, wastewater recycling, waste residue refining iron powder, phosphogypsum manufacturing building materials boards, etc., consuming nearly 2 million tons of phosphogypsum every year, reducing carbon dioxide emissions by about 300,000 tons, and successfully being rated as the first batch of carbon peak pilot parks in Anhui Province. Create diversified green and low-carbon application scenarios, and build the first "zero-carbon terminal", "zero-carbon ship" and "zero-carbon village" in Anhui Province. Longge Village, Qinglong Township, Ningguo City, was selected as one of the "Top Ten Low-carbon Application Scenarios in Anhui Province", and Langxi Port Carbon Neutrality + Ship Carbon Neutrality was selected as one of the 12 low-carbon application scenarios in the province. The energy structure has been transformed and upgraded, and the installed capacity of pumped storage power stations that have been completed and planned in the city is about 19.2 million kilowatts, ranking first in the province.
Practice the "basic skills" of industrial development。Vigorously build a "2+3+4" characteristic industrial system with two leading industries of new energy and auto parts, three advantageous industries such as electronic information, high-end equipment manufacturing, new materials and fine chemicals, and four emerging industries such as cultural tourism, green food, digital economy and artificial intelligence, and medicine and health. Relying on key backbone enterprises such as Huasheng New Energy to build China's heterojunction photovoltaic capital, at present, new energy projects such as Huasheng, Ningguo Shijing, and Hongrun in Xuanzhou District have started construction with an investment of more than 10 billion yuan. Innovate the green financial system, launch a variety of credit models such as "lucid waters and lush mountains" loans, "carbon sink pledge" loans, "green factory" loans, "green energy-saving" loans, "green agriculture" loans, "green photovoltaic" loans, "green home" loans, "green village" loans and "rural revitalization and science and technology" loans, and a total of 81 village-level "two mountain cooperatives" have been established in the city. Through the competent authorities and the banking and financial departments, we will fully combine the resource endowment and credit resources of the jurisdiction, and launch a characteristic green financial product - "carbon sink pledge" loan, which will effectively promote the transformation of forest "carbon pool" into "money bank".
