On the morning of October 17, 2023, the working meeting of the EATNS Carbon Management System Expert Committee and the Assessment Working Committee was successfully held. A number of experts, led by glaciologist and climatologist Academician Qin Dahe, gathered together to discuss topics such as enhancing international influence, promoting digital systems, strengthening cooperation with financial institutions, and promoting talent education to promote the construction and development of the EATNS carbon management system. Bin Hui, Secretary-General of the EATNS Carbon Management System Expert Committee Secretariat and Deputy General Manager of the Shanghai Environment Exchange, presided over the meeting.
Academician Qin Dahe, Director of the EATNS Carbon Management System Expert Committee, delivered a speech. He pointed out that under the dual carbon goals, the construction of carbon database and the internationalization of China's voice are extremely important, and hoped that everyone will start from the three dimensions of "saving resources, protecting the environment and paying attention to climate change", unite all forces, and jointly take China's dual carbon road.
Liu Jie, Director of the EATNS Carbon Management System Assessment Committee and General Manager of the Shanghai Environmental Exchange, made a summary report on the progress of the EATNS Carbon Management System. Liu Jie said that since the launch of the carbon management system, the carbon management system has been jointly implemented by local governments in Changzhou, Xuzhou, Yixing, Bengbu, Taizhou, Wenzhou and the Yangtze River Delta Ecological and Green Integrated Development Demonstration Zone. In terms of carbon credit evaluation, the Shanghai Environmental Exchange has also supported Ningbo, Xuzhou and other places to start carbon credit evaluation related work and issued relevant support policies, and more than a dozen banks have adopted carbon credit rating, which is one of the ways that carbon management system helps financial institutions serve the real economy. Finally, Liu Jie also introduced the progress of the construction of the digital carbon management system and the international green trade service platform.
Professor Zhang Zitai, Deputy Director of the EATNS Carbon Management System Expert Committee and Director of the Environmental Resources and Energy Law Research Center of Fudan University, said that he had witnessed the whole process of the carbon management system from scratch, continuous development and improvement, and a series of achievements. From the perspective of environmental legislation, Zhang Zitai analyzed the importance of national policy guidance under the dual carbon goals, recognized the work of the EATNS carbon management system, and expected that EATNS will make greater contributions to national emission reduction and carbon reduction in the future.
Bin Hui briefly introduced the next work plan of the EATNS carbon management system. He proposed that the Shanghai Environmental Exchange will further promote the work of the "two committees", further improve relevant standards, further seek the support of various ministries and commissions, further strengthen government cooperation, further improve the digital management system and further expand and strengthen the international green trade service platform, these six "further" to create an EATNS carbon management system that better serves the dual carbon goals and has more international influence.
At the meeting, Bin Hui read out the additional list of members of the EATNS Carbon Management System Expert Committee, which are Li Juhe, Executive Deputy Secretary-General of the All-Union M&A Association, Director of the Credit Management Committee, and former Deputy Director of the Finance Department of the National Development and Reform Commission, Wang Shan, Vice Chairman of the Board of Directors of Dentons Law Offices in China, Counselor of the State Council, Academician of the Academy of Sciences for Developing Countries, Academician of the International Eurasian Academy of Sciences, Director of the Virtual Economy and Data Science Research Center of the Chinese Academy of Sciences, Shi Yong, Director of the Key Laboratory of Big Data Mining and Knowledge Management, Chinese Academy of Sciences, Peng Xizhe, Senior Professor of Liberal Arts at Fudan University, Director of the Population and Development Policy Research Center of Fudan University, and Executive Vice Dean of Fudan Development Research Institute. Mrs. Zhang presented letters of appointment to the new members of the EATNS Carbon Management System Expert Committee, representing Wang Shan.
