Regulations of the Inner Mongolia Autonomous Region on Promoting the Establishment of a Barrier for Security and Stability in the Northern Territory of the Motherland

Chapter I: General Provisions

  Article 1: These Regulations are formulated on the basis of relevant state laws and regulations, and in consideration of the actual conditions of the autonomous region, so as to build a solid barrier to security and stability in the northern part of the motherland, to promote the stability of the borders, social stability, and people's tranquility, to guard the northern gate of the motherland and the moat of the capital, and to better serve the comprehensive construction of a modern socialist country.

  Article 2: These Regulations apply to efforts to promote the building of a strong barrier to security and stability in the northern part of the motherland and related activities within the administrative region of the autonomous region.

  Article 3: To build a strong barrier of security and stability in the northern Xinjiang of the motherland, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era shall be taken as guidance, adhere to the leadership of the Communist Party of China, firmly grasp the strategic positioning of the Party Central Committee for Inner Mongolia, completely, accurately and comprehensively implement the new development concept, adhere to the equal emphasis on development and security, keep the bottom line of safe development, build a new security pattern compatible with the new development pattern, and use the new security pattern to guarantee the new development pattern.

  Article 4: To build a solid barrier to the security and stability of the motherland's northern Xinjiang, the overall national security concept shall be implemented, with a strong sense of community for the Chinese nation as the main line, accelerating the modernization of the national security system and capacity, consolidating the foundation at the grassroots level, effectively preventing and defusing risks, improving the social governance system, increasing the effectiveness of social governance, preserving the positive situation of ethnic unity, social harmony, and border stability in the autonomous region, building a higher level of peace and rule of law in Inner Mongolia, and guarding the security of the motherland's borders.

  Article 5: The autonomous region is to establish a coordination mechanism for efforts to build a strong barrier to security and stability in the northern part of the motherland, and to establish a work coordination body, responsible for overall planning, guidance, promotion, and supervision of implementation, and other work, and for researching and resolving major issues and important matters in the work.

  Article 6: People's governments at all levels are responsible for efforts to build a strong barrier to the security and stability of the motherland's northern Xinjiang within their respective administrative regions.

  The Supervision Commissions, people's courts, and people's procuratorates shall, in accordance with their respective duties, do a good job of efforts to build a solid barrier to the security and stability of the motherland's northern Xinjiang.

  Gacha villagers' committees and residents' committees shall assist in efforts related to building a strong barrier to security and stability in the northern part of the motherland in accordance with law.

  Article 7: People's organizations, enterprises, public institutions, social organizations, and citizens shall lawfully perform their responsibilities and obligations to build a strong barrier to the security and stability of the motherland's northern Xinjiang.

  Article 8: To build a solid barrier for the security and stability of the motherland's northern Xinjiang, coordination and linkage with neighboring provinces, autonomous regions, and municipalities directly under the Central Government shall be strengthened, information sharing, joint protection and joint governance, and the stability of the border region, social stability, and people's tranquility shall be promoted.

Chapter II: Preservation of National Political Security

  Article 9: The preservation of national political security shall firmly preserve the security of state power, system, and ideology, and defend national sovereignty, unity, territorial integrity, security, and development interests.

  Article 10: The preservation of national political security shall resolutely resist and lawfully pursue all speech and conduct that negates or opposes the leadership of the Communist Party of China, the country's fundamental political system, or the basic political system.

  Article 11: The preservation of national political security shall prevent, stop, and lawfully punish any acts of treason, secession, sedition, subversion or inciting subversion of the people's democratic dictatorship, and inciting ethnic hatred and ethnic discrimination; preventing, stopping and punishing acts endangering national security such as stealing or divulging state secrets in accordance with law; preventing, stopping and punishing acts of espionage in accordance with law; Prevent, stop, and lawfully punish the infiltration, sabotage, subversion, and separatist activities of foreign forces.

  Article 12: The preservation of national political security shall oppose all forms of terrorism and extremism, strengthen capacity building to prevent and handle terrorism, lawfully carry out efforts such as intelligence, investigation, prevention, and handling, as well as fund regulation, and severely punish terrorist activities in accordance with law.

  Article 13: The preservation of national political security shall adhere to the direction of the sinicization of religion in our country, oppose interference by foreign forces in domestic religious affairs, preserve the normal order of religious activities, and prevent, stop, and lawfully punish illegal and criminal activities that endanger national security in the name of religion; Cult organizations should be banned in accordance with the law, and illegal and criminal activities of cults should be prevented, stopped, and punished in accordance with the law.

  Article 14: The preservation of national political security shall strengthen the establishment of national security and civil defense lines, do a good job of efforts to assess national security risks, coordinate prevention and control, and prevent and defuse them, and continuously increase the capacity to prevent and resolve political security risks.

  Article 15: The preservation of national political security shall adhere to the fundamental system of Marxism's guiding position in the ideological field, thoroughly implement Marxist theoretical research and construction projects, strengthen research on the world outlook and methodology of Xi Jinping's socialist ideology with Chinese characteristics in the new era, and build a socialist ideology with strong cohesion and leadership.

  Article 16: The preservation of national political security shall fully implement the responsibility system for ideological work, adhere to the principles of competent sponsorship and territorial management, strengthen the establishment and management of ideological positions, and grasp the leading power in ideological work.

  Article 17: The preservation of national political security shall develop advanced socialist culture, carry forward revolutionary culture, inherit the excellent traditional Chinese culture, practice the Core Socialist Values, make overall plans to advance the cultivation, practice, and creation of civilization, and increase the level of civilization in the entire society.

  Article 18: The preservation of national political security shall strengthen the establishment of an all-media communication system, innovate methods of discourse and expression, organize and carry out a variety of thematic publicity and education activities, select advanced and typical figures, publicize advanced and typical deeds, present Inner Mongolia's new achievements in a panoramic manner, and consolidate and strengthen mainstream ideology and public opinion in the new era.

  Article 19: The preservation of national political security shall strengthen network security management, advance the establishment of a comprehensive network governance system, increase the capacity for network security protection, deepen the governance of the network ecosystem, and preserve the nation's sovereignty, security, and development interests in cyberspace.

  Any organization or individual using the internet shall abide by the Constitution and laws, abide by public order, respect social morality, and must not use the network to engage in activities that endanger national security, honor, or interests, undermine ethnic unity, disrupt economic and social order, or infringe upon the public interest or the lawful rights and interests of others.

Chapter III: Preservation of Public Safety

  Article 20: The preservation of public safety shall adhere to the principles of people-oriented, safety first, prevention first, comprehensive governance, and social co-governance, establish a framework for large-scale security and emergency response, improve the public security system, increase emergency response capacity, strengthen the establishment of security risk monitoring and early warning systems and emergency response plan systems, complete mechanisms for risk prevention and resolution, strengthen source control, and promote the transformation of the public security governance model to pre-prevention.

  Article 21: In the field of production safety, the responsibility system for production safety for leading cadres shall be strictly implemented in accordance with the principles of hierarchical responsibility and territorial management; In accordance with the requirements that the industry must be in charge of safety, the business must be in charge of safety, and the production and operation must be in charge of safety, and the responsibility of department supervision and the main responsibility of production and business operation units shall be strictly implemented.

  Article 22: The people's governments at or above the banner county level shall promote the implementation of the safety production responsibility system for all employees focusing on the safety responsibilities of the main responsible persons of production and business operation units, strengthen the standardization and informatization of production safety, and build a dual prevention mechanism for hierarchical management and control of safety risks and investigation and management of hidden dangers.

  Article 23 The departments and industry management departments of the people's governments at or above the banner county level that are responsible for safety supervision and management shall strengthen supervision and inspection of key industries and fields, prevent the occurrence of major and extraordinarily serious accidents, carry out special rectification of industries and fields such as hazardous chemicals, coal mines, non-coal mines, metal smelting, fire protection, transportation and fishing vessels, building construction, urban gas, commercial self-built houses, and special equipment, and carry out supervision and management of the whole process, all links and all elements of hazardous and explosive materials and other industries.

  Article 24 The people's governments at or above the banner county level shall be responsible for the supervision and administration of food and drug safety within their respective administrative regions, implement the responsibility system for food and drug safety supervision and management, uniformly lead, organize and coordinate the supervision and management of food and drug safety and the response to food and drug safety emergencies within their respective administrative regions, and establish and improve the working mechanism and information sharing mechanism for the supervision and management of food and drug safety throughout the whole process.

  Article 25: The competent departments of health of people's governments at the banner county level or above shall advance the establishment of a disease prevention and control system, strengthen duties such as monitoring and early warning, risk assessment, epidemiological investigation, inspection and testing, and emergency response, improve the basic conditions for disease control, strengthen the establishment of a basic level public health system, implement the public health responsibilities of medical institutions, innovate mechanisms for coordination of medical treatment and prevention, improve mechanisms for monitoring, early warning, and handling of public health emergencies, and complete systems for medical treatment, scientific and technological support, and material support. Improve the capacity to respond to public health emergencies.

  Article 26 The relevant departments of the people's governments at or above the banner county level shall, in accordance with the characteristics of their respective industries and systems, carry out targeted fire safety inspections and promptly supervise and rectify fire hazards. The unit responsible for the maintenance and management of public fire-fighting facilities shall maintain the integrity and effectiveness of public fire-fighting facilities such as fire water supply, fire communications, and fire truck passages.

  The people's governments at all levels shall strengthen their leadership over the fire protection work in rural and pastoral areas, take measures to strengthen the construction of public fire protection facilities and the construction of grassroots fire protection forces, and organize the establishment and supervision of the implementation of the fire safety responsibility system.

  Article 27: The relevant departments of people's governments at the banner county level or above shall establish and complete working mechanisms for comprehensive management of campus and surrounding security and joint defense and joint defense, promptly understanding and grasping the security situation, resolving outstanding problems, and ensuring the physical and psychological health of teachers and students, as well as the safety of their lives and property.

  Article 28: The people's government of the autonomous region shall, in conjunction with strategies such as new urbanization, rural revitalization, and coordinated regional development, make overall plans for the establishment of systems for regional disaster monitoring and early warning, emergency material reserves, joint emergency rescue, and recovery and reconstruction across league cities, improve regional coordination and linkage mechanisms for areas with high risk of natural disasters and key urban agglomerations, and increase the capacity for joint disaster prevention and control and coordinated response.

  Article 29: False information about the development of emergencies or emergency response efforts must not be fabricated or disseminated by any organization or individual. The news media shall follow relevant provisions to conduct timely, objective, and truthful reporting on emergencies, and carry out popularization and publicity of emergency prevention and emergency response, self-help, and mutual rescue.

Chapter IV: Strengthening Social Governance

  Article 30: Strengthening social governance shall adhere to the people-centered concept of development, and follow the principles of systematic governance, governance in accordance with law, comprehensive governance, and governance at the source, to improve the establishment of a safe system, increase the effectiveness of governance, and ensure that the people live and work in peace and contentment, and that society is stable and orderly.

  Article 31: People's governments at the banner county level or above and their relevant departments shall establish and complete mechanisms for assessing social stability risks for major decision-making, conducting ex-ante risk assessments of major policies, major reforms, major projects, major activities, and so forth, that have a bearing on the vital interests of the masses and might impact social stability or public safety, to prevent and reduce social conflicts caused by improper decision-making.

  Major decision-making matters made by the people's governments of Sumu townships, sub-district offices, Gacha villagers' committees, and residents' committees that are directly related to the vital interests of the people, involve a wide range of areas, and are likely to cause social stability problems, shall be subject to a social stability risk assessment based on the circumstances.

  Article 32 The financial management departments shall establish and improve platforms for financial risk monitoring, prevention and control, use big data and other modern information technology means to strengthen risk management and prevention and handling, and investigate and punish violations of laws and regulations in accordance with law.

  Article 33: People's governments at all levels shall strengthen the management of public security in crowded places within their respective administrative regions, and conduct risk assessments and hierarchical classifications, coordinate all kinds of security and stability maintenance forces, supervise the implementation of security precautions such as public security and fire protection, and install necessary physical and technical defense facilities in accordance with norms and standards.

  Article 34: Public security organs shall strengthen public security management efforts in key industries such as hotels, rental housing, motor vehicle modifications, entertainment services, and mail and logistics, strictly controlling key areas such as firearms and ammunition, controlled instruments, and hazardous explosives, carrying out special governance of prominent issues of public security, lawfully combating illegal and criminal conduct such as those involving organized crime and vice, pornography, gambling, drugs, guns and explosives, as well as pyramid schemes, pensions, and telecommunications and network fraud, to rectify the online black and gray industry, and to carry out investigation and rectification efforts in key areas of public security on a regular basis.

  Article 35: Public security organs, in conjunction with departments such as for foreign affairs, education, science and technology, civil affairs, judicial administration, transportation, human resources and social security, culture and tourism, health, market regulation and management, and immigration management, shall establish coordination work mechanisms to lawfully carry out governance of foreigners who enter the country, reside illegally, or work illegally.

  Article 36: Departments such as for judicial administration, civil affairs, public security organs, and health of people's governments at the banner county level or above shall strengthen efforts to educate, manage, correct, and serve community corrections subjects, drug addicts, persons with mental disorders who are prone to causing trouble, and vagrants and beggars, to prevent and reduce violations and crimes.

  Article 37: Strengthening social governance shall persist in the guidance of Party building, complete a basic-level social governance system that combines autonomy, rule of law, and rule of ethics under the leadership of basic-level Party organizations, improve the basic-level democratic consultation system, increase the capacity for normalized governance at the basic level, and build a social governance community where everyone is responsible, fulfilled, and enjoyed.

  Article 38: Strengthening social governance shall adhere to and develop the "Fengqiao Experience" in the new era, and follow the principle of putting prevention first and mediation first, promoting the organic connection of people's mediation, administrative mediation, and judicial mediation, and forming a large mediation work pattern for the diversified resolution of contradictions and disputes.

  Strengthen the establishment of industrial and professional people's mediation committees in areas where conflicts and disputes are prone to occur, optimizing and improving people's mediation work mechanisms such as doctor-patient disputes, labor and personnel disputes, traffic accident damage compensation disputes, consumer disputes, property service disputes, and marital and family disputes.

  Article 39: Strengthening social governance shall unblock and regulate channels for the expression of the public's demands, coordination of interests, and protection of rights and interests, and use internet technology and information technology to guide the masses to rationally and orderly express their interests and demands in accordance with laws and regulations; Deepen the development of the "Pujiang experience", establish and improve the system for letters and visits, improve the work mechanism for letters and visits, implement the system of handling letters and visits, respond to and resolve letters and visits in a timely manner, deepen the effective resolution of the backlog of letters and visits, and protect the legitimate rights and interests of the people in accordance with the law.

  Article 40: Strengthening social governance shall improve the social psychological service system, establish and complete mechanisms for social psychological counseling and crisis intervention, carry out activities such as social mentality monitoring, mental health guidance, and psychological counseling services, strengthen the counseling, investigation, prevention, and resolution of social psychological problems, prevent and reduce the occurrence of extreme personal incidents, and cultivate a social mentality of self-esteem, self-confidence, tolerance and friendliness, rationality, peace, and positivity.

  Article 41: Strengthening social governance shall promote equality of opportunity, encourage hard work to become rich, guide the public to establish the concept of each doing his best, distributing according to work, and getting more for more work, and promote the formation of a positive atmosphere for entrepreneurship in the entire society.

  Article 42: Strengthening social governance shall scientifically divide comprehensive grids into exclusive grids, rationally allocate grid personnel, complete the list of rights and responsibilities for grid personnel in security management and mechanisms for salary guarantees, improve grassroots governance platforms with grid management, refined services, and information support, and bring about multi-network integration and one-network overall planning.

  Article 43: Strengthening social governance shall make overall plans to advance the establishment of all types of system platforms and application terminals, using modern information technologies such as the internet, the Internet of Things, big data, and artificial intelligence, to increase the level of digitization, intelligence, and informatization of social governance.

  Article 44: Sumu township people's governments, neighborhood offices, Gacha villagers' committees, and residents' committees shall carry out activities to build spiritual civilization, promote the study and Xi publicity of the Constitution, laws, regulations, and policies, advocate changing customs, and promote the formation of civilized village customs, good family customs, and simple folk customs.

Chapter V: Consolidating and Developing National Unity

  Article 45: The consolidation and development of ethnic unity shall guide the masses of all ethnic groups to establish a correct view of the country, history, ethnicity, culture, and religion, strengthen exchanges, exchanges, and blending among all ethnic groups, promote brotherhood and mutual assistance among all ethnic groups, jointly defend the borders of the motherland, jointly create a better life, and build a model autonomous region in all directions.

  Article 46: The consolidation and development of ethnic unity shall advance the establishment of a community of the Chinese nation, with the Core Socialist Values as the guide, to strengthen the identification of the masses of all ethnic groups with the great motherland, the Chinese nation, Chinese culture, the Communist Party of China, and socialism with Chinese characteristics.

  Article 47: The consolidation and development of ethnic unity shall be based on upholding and improving the system of regional ethnic autonomy, so that reunification and autonomy are combined, and ethnic and regional factors are combined, and the preservation of national unity and ethnic unity is regarded as the supreme interest of all ethnic groups, and all ethnic groups enjoy equal rights and perform equal obligations, and work together in unity for common prosperity and development.

  Article 48: The consolidation and development of ethnic unity shall be based on strengthening education on ethnic unity and progress, including the strengthening of the sense of community of the Chinese nation in the entire process of national education, cadre education, youth education, and social education, deepening theoretical and practical research on forging the sense of community of the Chinese nation, increasing the effectiveness of education, and guiding the masses of all ethnic groups to firmly establish the community concept of sharing weal and woe, weal and woe, life and death, and destiny, and building a common spiritual home for the Chinese nation.

  Article 49: The consolidation and development of ethnic unity shall comprehensively popularize the standard spoken and written language of the State, comprehensively promote the use of teaching materials compiled by the State, ensure that young people of all ethnic groups master and use the standard spoken and written language of the State, and continuously improve the scientific and cultural quality of the masses of all ethnic groups.   Article 51: The consolidation and development of ethnic unity shall strengthen the protection of revolutionary historical sites and cultural relics, fully tap historical and cultural resources, and create a brand of "Northern Xinjiang Culture" with exchanges and blending of various ethnic groups, mutual assistance, joint promotion of the Mongolian horse spirit and the "Three North Spirit", and forging a strong sense of community for the Chinese nation.

  Article 52: The consolidation and development of ethnic unity shall inherit and carry forward the excellent traditional Chinese culture, strengthen the investigation, preservation, inheritance and dissemination of intangible cultural heritage, promote the development of intangible cultural heritage in the process of inheritance and inheritance, and promote the inheritance, protection and innovation of the cultures of all ethnic groups.

  Article 53: The consolidation and development of ethnic unity shall comprehensively advance rural revitalization, deeply integrate into the Belt and Road Initiative, connect domestic and international dual circulation, thoroughly implement major national regional strategies such as the large-scale development of the western region in the new era, the revitalization of the northeast, and the ecological protection and high-quality development of the Yellow River Basin, promote the common prosperity and development of all ethnic groups, and promote the modernization of the autonomous region.

  Article 54: The consolidation and development of ethnic unity shall comprehensively, deeply, and sustainably carry out the creation of ethnic unity and progress, and promote the creation of activities in various fields such as government organs, enterprises, communities, townships and towns, schools, companies, religious activity sites, and networks, so as to effectively forge a tangible and tangible sense of community for the Chinese nation.

  Article 55: The consolidation and development of ethnic unity shall make overall plans for the layout of urban and rural construction and the allocation of public service resources, strengthen the establishment of inter-embedded social structures and community environments, make ethnic unity an important part of the basic-level social governance system, and improve the social conditions for people of all ethnic groups to live and study together, build and share together, and work and enjoy together.

  Article 56: The consolidation and development of ethnic unity shall carry forward the spirit of the rule of law, strengthen the people's awareness of the state, citizenship, and the rule of law, lawfully safeguard ethnic unity and the lawful rights and interests of citizens of all ethnic groups, lawfully govern ethnic affairs, lawfully and properly handle contradictions and disputes that affect ethnic unity, and ensure that the governance of ethnic affairs operates on the track of the rule of law.

Chapter VI Joint efforts to strengthen border defense

  Article 57: Joint efforts to strengthen border defense shall adhere to the principles of political security, enrichment of the people and rejuvenation of the border, control of the border with science and technology, and rule of law, and build a strong, stable, and modern pattern of border governance that is compatible with national security and development interests.

  Article 58: Joint efforts to strengthen border defense shall strengthen overall planning and coordination, improve mechanisms for the joint efforts of the party, government, military, police, and the people to govern border areas, persist in categorical guidance and hierarchical management, promote reform and innovation, do a good job of joint management, strive to improve quality and efficiency, and increase the comprehensive capacity to strengthen border defense.

  Article 59: Joint efforts to strengthen border defense shall establish and complete long-term effective mechanisms for the operation of border defense work, operational mechanisms for border stability maintenance work, mechanisms for joint prevention of security risks, and mechanisms for early warning, joint handling and response to emergencies, innovate management and control concepts, improve means of duty, equip equipment systems suited to the characteristics of the mission, and increase the capacity for investigation, monitoring, and prevention.

  Article 60: The people's government of the autonomous region shall make use of fiscal, tax, financial, land and other policies to further promote the action of rejuvenating the border areas and enriching the people, strengthen the construction of border areas, promote the economic development of border areas, support industries with special characteristics, and promote the prosperity and development of border areas, the unity and happiness of border people, and the security and stability of border defense.

  Encourage and guide the masses of all ethnic groups to care for and support the development of border defense undertakings and to participate in the construction of border defense undertakings.

  Article 61: The people's governments at or above the banner and county level along the border shall carry out the construction of central towns for rejuvenating the border areas and enriching the people, narrowing the development gap between the border areas and other regions, increasing the industrial support and population agglomeration capacity of the first-line towns along the border, promoting the formation of settlements of farmers and herdsmen along the border defense routes, and attracting more people to the border areas to buy homes and live in peace and guard the border areas.

  Article 62: The people's governments at or above the banner and county level along the border shall make overall plans for the allocation of border defense resources, promote the establishment of a comprehensive management and control system for the integration of the military and the civilian population, make arrangements for carrying out activities such as the development and opening up of border areas, the defense and consolidation of the border, and the rejuvenation of the border and the enrichment of the people, so as to promptly resolve practical difficulties and problems in their work.

  Article 63: The people's governments at or above the banner county level along the border shall carry out projects to defend and consolidate the border and promote the development of the border areas, strengthen the integration of the military and the civilian population in border towns, build an infrastructure system with a rational layout, complete projects, complete functions, and resource sharing, and improve supporting infrastructure such as water, electricity, and telecommunications, as well as public service facilities such as education, medical and health care, and industrial platform facilities in border areas.

  Article 64: People's governments at the banner county level or above along the border shall strengthen the construction of ports, optimize the adjustment of the layout of ports, and in accordance with the principles of adapting measures to local conditions, effective closure, conducive management, and ensuring security, in conjunction with the immigration management bodies for the area where the ports are located, scientifically delineate the limited areas of ports, promote the upgrading of intelligent prevention and control systems at ports, periodically update and improve smart border defense systems, create early warning and prevention and control mechanisms that organically integrate civil air defense, physical defense, and technical defense, and implement effective management.

  Article 65: Public security organs, departments such as for transportation, commerce, health, and market regulation shall cooperate with customs, immigration administration, and other port inspection bodies to strengthen early warning and prevention of port risks, and cooperate in efforts to combat smuggling, prevent illegal entry and exit, prevent health epidemics, and control dangerous goods.

Chapter VII Strengthening National Defense Mobilization

  Article 66 The people's governments at or above the banner county level shall, in accordance with their functions and powers prescribed by law, manage the national defense mobilization work within their respective administrative regions.

  The relevant departments of the people's governments at and above the banner and county level and the relevant departments of the military organs shall, in accordance with their respective duties, do a good job in the work related to national defense mobilization.

Personnel designated to be responsible for national defense services shall undertake national defense services in accordance with the tasks specified by the people's governments and military organs, and their units shall provide support and assistance.

  Article 70 Units that are responsible for national defense services in accordance with law, such as transportation, civil air defense, postal services, network communications, radio, medicine and health, food and food supply, biological security, engineering and construction, energy and chemical industry, large-scale water conservancy facilities, civil nuclear facilities, power supply, news media, national defense research and production, and municipal facilities support, shall form professional support teams and organize training and drills in accordance with the principles of professional counterparts, capable personnel, and effective emergency response.

  Article 71 The people's governments at or above the banner county level shall strengthen the construction of national defense mobilization command, air defense positions, personnel shelter, evacuation areas, and material reserve engineering facilities; We will improve the construction of protection systems for important economic targets such as energy, equipment manufacturing, chemical industry, transportation facilities, oil and gas pipeline networks, network communications, water conservancy facilities, and power facilities, and improve our ability to resist destruction in wartime.

  Article 72: People's governments at or above the banner county level shall establish a medical and health care system that combines peacetime and wartime. According to the needs of medical and health mobilization in wartime, set up professional teams for medical aid and disease control, organize training for relevant medical and health personnel in battlefield rescue knowledge, Xi and skills training, conduct drills in accordance with medical and health mobilization plans and implementation plans, and participate in comprehensive and special national defense mobilization drills as required.

  Article 73 Citizens and organizations shall complete the task of national defense mobilization in accordance with law. Citizens and organizations are encouraged to provide financial, material and other support for national defense mobilization activities.

  Article 76: All regions, departments, and units shall strengthen their sense of responsibility and risk, strengthen organizational leadership, adhere to bottom-line thinking, strengthen the establishment of systems and mechanisms, focus on the overall situation of the Party and the State's work, promptly research and deploy, refine specific measures, increase the ability to prevent and resolve major risks, and make overall plans for efforts related to building a strong barrier to security and stability in the northern part of the motherland in that region, system, or field.

  Article 77: The autonomous region encourages scientific and technological innovation in the field of building a strong barrier to the security and stability of the northern part of the motherland, and gives play to the role of science and technology in efforts to promote the building of a strong barrier to the security and stability of the northern part of the motherland.

  Article 78: People's governments at or above the banner county level shall introduce preferential policies and measures for workers in hardship and remote areas and demobilized veterans to take root in border defense and build border areas; Encourage employment and entrepreneurship in the border areas, and give relevant tax, land security, and financial incentives in accordance with the relevant provisions of the state and autonomous regions, so as to promote the coordinated development of rejuvenating the border areas and enriching the people and defending and consolidating the borders.

  Article 79 The people's governments at or above the county level along the border shall properly implement various policies such as subsidies for border residents, subsidies for border guards, and social insurance, strengthen the construction and management of the contingent of border guards, and give play to the role of border residents and border guards in guarding and protecting the border.

  Article 80: The people's governments at or above the banner county level along the border shall implement policies to support childbirth, parenting, and education, implement a system of subsidies for childbirth, and introduce measures such as pension services, education assistance, and preferential employment support, to resolve difficulties in the support of the elderly, children's education, spouse employment, and the production and livelihood of border residents.

  Article 81: People's governments at the banner county level or above shall establish and complete a system of evaluation indicators for public services, continue to introduce measures to facilitate the people and benefit enterprises, continuously optimize the business environment, and attract all sectors of society to participate in efforts to build a strong barrier to security and stability in the northern part of the motherland.

  Article 82: All levels of people's government shall comprehensively strengthen national security education, increase the national security awareness and literacy of the people of all ethnic groups, and build a solid national security and people's defense line.

  State organs, people's organizations, enterprises, public institutions, and social organizations shall carry out publicity and education efforts related to building a strong barrier to security and stability in the northern part of the motherland.

  All types of media such as radio, television, newspapers and periodicals, and the internet shall carry out public interest publicity on building a strong barrier to the security and stability of the motherland's northern Xinjiang, and do a good job of publicizing and guiding public opinion.

  Article 83: All organizations and individuals have the right to report conduct that undermines the building of a strong barrier to security and stability in the northern part of the motherland; Departments receiving reports shall promptly handle them in accordance with law.

  Article 84: Efforts to build a strong barrier to the security and stability of the motherland's northern Xinjiang shall implement a leadership responsibility system and a target responsibility evaluation system, and include it in the performance evaluation system for leadership groups and leading cadres.

  Article 85: People's governments at the banner county level or above are to give commendations and awards to organizations and individuals that have made outstanding contributions to the work of building a strong security and stability barrier in the northern part of the motherland in accordance with the relevant provisions of the State and the autonomous region.

  Article 86: The standing committees of people's congresses at the banner county level or above shall strengthen oversight of efforts to build a strong barrier to the security and stability of the motherland's northern Xinjiang through methods such as hearing and deliberating special work reports and organizing law enforcement inspections.

  When supervision commissions, people's courts, and people's procuratorates exercise their authority in accordance with law, they shall promptly submit supervision recommendations, judicial recommendations, and procuratorial recommendations to units that have potential security and stability risks, and urge them to make corrections.

  Article 87: Where relevant state laws and regulations have already made specific provisions on punishment for conduct violating the provisions of these Regulations, follow those provisions.

  Article 88: Where dereliction of duty, abuse of authority, or twisting the law for personal gain in efforts to build a strong barrier to the security and stability of the motherland's northern Xinjiang, the directly responsible managers and other directly responsible personnel are to be given sanctions in accordance with law; where a crime is constituted, criminal responsibility is pursued in accordance with law.

Chapter IX: Supplementary Provisions

  Article 89: These Regulations take effect on September 1, 2023.
