Notice of the Beijing Municipal Development and Reform Commission and the Beijing Municipal Administration for Market Regulation on Printing and Distributing the Work Arrangements for the Formulation and Revision of Energy Conservation and Carbon Reductio

According to the work requirements of the municipal government's "Notice on Printing and Distributing the > of the <Beijing Carbon Peak Implementation Plan" (Jing Zheng Fa [2022] No. 31) to "promote the formulation and revision of local regulations and systems in response to climate change, energy conservation, renewable energy utilization and green development of buildings", the Notice on Printing and Distributing the > of Guidelines for the Construction of < Carbon Peak and Carbon Neutrality Standard System" issued by 11 departments including the Standardization Administration of the People's Republic of China and the National Development and Reform Commission (Guobiao Committee [2023]) No. 19), in order to further strengthen the supporting role of standards in the city's carbon peak and carbon neutrality work, combined with the city's energy conservation and carbon reduction work needs, we have formulated the 2023 annual energy conservation and carbon reduction standard revision work arrangement, and the relevant matters are hereby notified as follows.
1. The key direction of the formulation and revision of energy conservation and carbon reduction standards in 2023
(1) In order to further standardize and improve the level of energy efficiency and guide the rational use of energy, carry out the formulation and revision of local standards such as the "Corporate Environmental and Social Governance (ESG) Disclosure Guidelines", "Energy Consumption Limit for Combined Heat and Power (Gas) Unit Products", "Guidelines for Rational Energy Use in Colleges and Universities", and "Technical Regulations for Ultra-low Energy Consumption Rural Houses".
(2) In order to further promote the efficient and clean use of resources, carry out the formulation and revision of local standards such as the "Guidelines for the Collaborative Review of Regional Cleaner Production", the "Standards for the Preparation of Single-Use Plastic Products Reports for Business Operators in the Commercial Field", and the "Anti-Food Waste Management Standards for Institutional Canteens".
(3) In order to further improve the measurement and monitoring system related to energy and carbon emissions, carry out the formulation and revision of local standards such as the "Energy Measuring Instrument Allocation and Management Standard Authority" and the "Technical Specifications for the Measurement and Monitoring of Forest Land Carbon Sequestration".
2. Organization and implementation
The Municipal Development and Reform Commission is responsible for the overall coordination of energy conservation and carbon reduction standardization. The Municipal Market Supervision Bureau is responsible for the establishment, review and approval of the revision of local standards. The relevant industry authorities are responsible for the overall management of the selection of local standards in their respective industries, the quality and progress control of the preparation, the supervision and management of the preparation funds, as well as the publicity, organization and implementation, evaluation and evaluation of the standards.
In the 2023 annual energy conservation and circular economy standard formulation and revision work arrangement, the relevant units of the local standards that have completed the project shall do a good job in the formulation and revision of the standards in accordance with the provisions of the "Beijing Local Standards Management Measures", and the relevant units of other local standards shall submit an application for the establishment of local standards to the Municipal Market Supervision Bureau in 2023.
3. Fund management
The amount of funds for the formulation and revision of individual standards shall be determined according to the technical difficulty of the formulation and revision of standards, of which the technical local standards involving indicators and quotas shall not be higher than 250,000 yuan in principle, and the basic local standards of general principles and guidelines shall not be higher than 200,000 yuan in principle.
