Dear Delegates,

The term of the current Government is coming to an end. Now, on behalf of the State Council, I would like to report to the General Assembly on our work, ask you to deliberate on it, and invite members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) to put forward their opinions.

1. Review of work in the past year and five years

2022 is an extremely important year in the history of the Party and the country. The successful convening of the 20th National Congress of the Communist Party of China (CPC) has drawn a grand blueprint for building a modern socialist country in an all-round way. In the face of the turbulent international environment and the arduous and arduous tasks of domestic reform, development and stability, the CPC Central Committee with Comrade Xi Jinping at the core has united and led the people of all ethnic groups across the country to rise to the challenge, fully implement the requirements of epidemic prevention, economic stability, and development security, and intensify macroeconomic regulation and control, so as to achieve stable economic operation, steady improvement in the quality of development, and stability in the overall social situation.

In the past year, China's economic development has been hit by multiple unexpected factors at home and abroad, such as the epidemic. Under the strong leadership of the CPC Central Committee, we have efficiently coordinated epidemic prevention and control and economic and social development, and optimized and adjusted epidemic prevention and control measures according to the changes in the virus and the epidemic prevention situation. In the face of new downward pressure on the economy, we will resolutely respond to and regulate in a timely manner, use the policy tools reserved in recent years, implement the established policy measures in advance, unswervingly promote the supply-side structural reform, introduce and implement a package of policies and follow-up measures to stabilize the economy, deploy the work of stabilizing the overall economic market, strengthen the supervision and service of local policy implementation, support all localities to tap the potential of policies, support major economic provinces to take the lead, highlight stable growth, stable employment and stable prices, and promote economic stability and recovery. The annual GDP grew by 3 percent, 12.06 million new jobs were created in urban areas, the surveyed urban unemployment rate dropped to 5.5 percent at the end of the year, and consumer prices rose by 2 percent. The total value of imports and exports of goods increased by 7.7 percent. The fiscal deficit rate was kept under control at 2.8 percent, and the central government's revenue and expenditure were in line with the budget, and there was a slight surplus in expenditure. The balance of payments remained balanced, and the RMB exchange rate was relatively stable among the world's major currencies. The grain output was 1.37 trillion catties, an increase of 7.4 billion catties. The quality of the ecological environment continues to improve. China's economy has shown strong resilience by stabilizing the overall economic market in overcoming difficulties, and basically completing the main goals and tasks of annual development in a complex and changeable environment.

In view of the aggravation of production and operation difficulties of enterprises, we will increase relief support. Affected by the epidemic and other factors, many enterprises and individual industrial and commercial households have encountered special difficulties. The annual VAT refund exceeded 2.4 trillion yuan, the new tax reduction and fee reduction exceeded 1 trillion yuan, and the tax and fee deferrals exceeded 750 billion yuan. In order to strongly support the implementation of the tax and fee reduction policy, the central government's transfer payments to local governments have increased significantly. We will guide financial institutions to increase credit supply and reduce financing costs, reduce the average interest rate of newly issued enterprise loans to the lowest level since statistics began, and implement phased loan repayment and interest repayment for small, medium and micro enterprises, individual industrial and commercial households, catering, tourism, and freight transportation seriously affected by the epidemic, and reduce interest rates for inclusive small and micro loans in stages. Use reform methods to stimulate market vitality. A large number of small, medium and micro enterprises and individual industrial and commercial households generally benefit.

In view of the outstanding contradiction of insufficient effective demand, multiple measures have been taken to expand investment, promote consumption and stabilize foreign trade. Last year, end-use consumption was directly impacted, and investment was also affected. Implement some major projects in the 14th Five-Year Plan ahead of schedule, accelerate the issuance and use of local government special bonds, make full use of the special debt balance limit in accordance with the law, and release 740 billion yuan of policy-based development financial instruments in two phases to supplement capital for the construction of major projects. Use special re-lending, financial interest discounts and other policies to support the renewal and transformation of equipment in key areas. Adopt joint office, local commitment and other methods to improve the efficiency of project approval. Investment in infrastructure and manufacturing increased by 9.4 percent and 9.1 percent respectively, driving fixed asset investment to increase by 5.1 percent, making up for the contraction gap in consumption to a certain extent. The development of new forms and new models of consumption, the adoption of measures such as reduction and exemption of vehicle purchase tax to promote automobile consumption, the sales of new energy vehicles increased by 93.4%, the development of green smart home appliances, green building materials to the countryside, the total retail sales of consumer goods remained basically stable. Financial support measures have been introduced to support the demand for rigid and improved housing, and solid progress has been made to ensure the delivery of buildings and stabilize people's livelihood. Help foreign trade enterprises solve problems such as raw materials, labor, logistics, etc., improve the efficiency of port collection and distribution, respond to and solve the concerns of foreign-funded enterprises in a timely manner, the import and export of goods is better than expected, and the actual use of foreign capital grows steadily.

In view of the prominent employment pressure, we will strengthen policy support for stabilizing jobs and expanding employment. Last year, the surveyed unemployment rate in urban areas rose markedly. Fiscal, tax, financial, investment and other policies pay more attention to stabilizing employment. Deferred payment of social security premiums for enterprises in difficult industries, greatly increased the proportion of unemployment insurance funds returned to stable posts, and increased subsidies for stabilizing and expanding posts. Implement entrepreneurial support policies such as guaranteed loans and rent reductions and exemptions. Highlight the employment of college graduates, and carry out special assistance for people with employment difficulties. Promote cash-for-work in the construction of key projects. More than 32 million people have been lifted out of poverty, with a steady increase. The employment situation remained generally stable.

In view of the impact of high global inflation, we will focus on food and energy to ensure supply and price stability. Last year, global inflation reached a new high in more than 40 years, and domestic price stability is under great pressure. Effectively respond to serious natural disasters such as floods and droughts, seize grain sowing and harvesting during agricultural time, supervise and coordinate the passage of agricultural machinery, ensure the orderly development of agricultural activities, and issue agricultural subsidies to grain farmers in three batches to ensure a bumper grain harvest and a stable supply of important agricultural products. Give full play to the role of coal as the main energy source, increase advanced coal production capacity, increase support for power generation and heating enterprises, and ensure the normal supply of energy. In the context of high global inflation, it is particularly rare for China's prices to remain at a low level.

In view of the increasing difficulties in the lives of some people, we have strengthened basic livelihood guarantees. Expand the coverage of social security policies such as the subsistence allowance in stages, and include more groups in need. We continued to implement the policy of expanding unemployment insurance protection, and issued unemployment insurance benefits to more than 10 million unemployed people. Price subsidies were distributed to more low-income people, benefiting about 67 million people. The interest on the 2022 national student loan for college graduates with financial difficulties will be waived and the principal repayment will be deferred. Do a good job in temporary relief work for people in distress due to the epidemic and disasters, and earnestly protect the bottom line of people's livelihood.

All regions and departments adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply understand the decisive significance of the "two establishments", strengthen the "four consciousnesses", strengthen the "four self-confidences", and achieve the "two safeguards", fully implement the spirit of the 19th National Congress of the Communist Party of China and all previous plenary sessions of the 19th National Congress of the Communist Party of China, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, adhere to the general tone of the work of seeking progress while maintaining stability, completely, accurately and comprehensively implement the new development concept, build a new development pattern, promote high-quality development, and coordinate development and security. China's economic and social development has made major achievements that have attracted worldwide attention.

-- Economic development has reached a new level. The GDP increased to 121 trillion yuan, with an average annual growth rate of 5.2% in five years, and nearly 70 trillion yuan in ten years, with an average annual growth rate of 6.2%, achieving medium-high growth and moving towards high-quality development on the basis of a high base. Fiscal revenue increased to 20.4 trillion yuan. Grain output has remained stable at more than 1.3 trillion catties year after year. The industrial added value exceeded 40 trillion yuan. More than 12.7 million new jobs were created in urban areas every year. Foreign exchange reserves have stabilized at more than $3 trillion. China's economic strength has been significantly enhanced.

-- The task of poverty alleviation has been successfully accomplished. After eight years of sustained efforts, nearly 100 million rural poor people have been lifted out of poverty, all 832 poverty-stricken counties across the country have been lifted out of poverty, and more than 9.6 million poor people have been relocated, thus solving the problem of absolute poverty in a historic way.

-- Fruitful achievements in scientific and technological innovation. Build a new national system, set up national laboratories, and promote the reorganization of national key laboratories in batches. New breakthroughs have been made in some key core technologies, and innovative achievements in the fields of manned spaceflight, lunar and fire exploration, deep-sea and deep-earth exploration, supercomputers, satellite navigation, quantum information, nuclear power technology, large aircraft manufacturing, artificial intelligence, and biomedicine are constantly emerging. The intensity of R&D investment in the whole society has increased from 2.1% to more than 2.5%, the contribution rate of scientific and technological progress has increased to more than 60%, and the ability of innovation to support development has been continuously enhanced.

-- The economic structure has been further optimized. The added value of high-tech manufacturing and equipment manufacturing increased by 10.6% and 7.9% respectively annually, and the digital economy continued to grow, with the added value of new industries, new forms of business and new models accounting for more than 17% of GDP. The strategy of coordinated regional development and major regional strategies have been implemented in depth. The urbanization rate of the permanent population increased from 60.2% to 65.2%, and the rural revitalization strategy was fully implemented. New drivers of economic development have accelerated growth.

-- The infrastructure has been improved. The construction of a number of major water conservancy projects, such as flood prevention and drought control, water diversion and water diversion, has begun. The operating mileage of high-speed railways has increased from 25,000 kilometers to 42,000 kilometers, and the length of expressways has increased from 136,000 kilometers to 177,000 kilometers. 1.25 million kilometers of rural roads were newly built and renovated. The new airport capacity is 400 million passengers. The installed power generation capacity increased by more than 40%. All prefecture-level cities have achieved gigabit optical network coverage, and all administrative villages have achieved broadband access.

-- Reform and opening up continued to deepen. Comprehensively deepening reform and opening up to promote the construction of a new development pattern, in-depth implementation of supply-side structural reforms, and deepening the reform of streamlining administration and delegating powers, combining decentralization and decentralization, and optimizing services, and significantly improving the business environment. The Belt and Road Initiative has been steadily promoted. Promote the entry into force and implementation of the Regional Comprehensive Economic Partnership (RCEP) and build the world's largest free trade area. The total import and export volume of goods increased by 8.6% annually, exceeding 40 trillion yuan and ranking first in the world for many consecutive years, attracting foreign capital and foreign investment in the forefront of the world.

-- The ecological environment has been markedly improved. Energy consumption per unit of GDP decreased by 8.1% and carbon dioxide emissions decreased by 14.1%. The average concentration of fine particulate matter (PM2.5) in cities at and above the prefecture level decreased by 27.5%, the number of heavily polluted days dropped by more than 50%, and the proportion of excellent surface water bodies increased from 67.9% to 87.9%. The first batch of five national parks has been established, and more than 9,000 nature reserves of various levels and types have been established. A major step has been made in the construction of a beautiful China.

-- The people's living standards have been continuously improved. The growth of residents' income has basically kept pace with economic growth, and the per capita disposable income of residents nationwide has grown at an average annual rate of 5.1 percent. Consumer prices rose by an average of 2.1 percent per year. The average number of years of schooling for the new labour force increased from 13.5 to 14 years. The number of people insured by basic pension insurance increased by 140 million, covering 1.05 billion people, and the level of basic medical insurance has been steadily improved. Over the years, more than 42 million shantytown houses have been renovated, and hundreds of millions of people have moved out of shantytowns and into buildings to live in peace.

After years of meticulous preparation, the Beijing Winter Olympics and Paralympics have been successfully held, making important contributions to promoting mass ice and snow sports, promoting the development of the Olympic movement, and promoting the unity and friendship of the people of the world.

Over the past three years since the outbreak of the new crown epidemic, the CPC Central Committee with Comrade Xi Jinping at the core has always adhered to the supremacy of the people and the supremacy of life, strengthened medical resources and material guarantees, spared no effort to treat new crown patients, effectively protected the lives and health of the people, optimized and adjusted prevention and control policies and measures according to the situation, and the people of the whole country persevered and achieved major and decisive victories. In the extraordinary course of fighting the epidemic, all regions, departments and units have done a lot of work, all walks of life have overcome the difficulties, the majority of medical personnel are not afraid of hardships, especially the hundreds of millions of people who have overcome multiple difficulties, and it is not easy to pay and dedicate, everyone has jointly resisted the major challenges of the epidemic, and in the face of the epidemic that has not yet ended, we are still consolidating the achievements of epidemic prevention and control and economic and social development.

Over the past five years, we have thoroughly implemented the decisions and arrangements of the CPC Central Committee with Comrade Xi Jinping at the core, and have mainly done the following work.

(1) Innovate macroeconomic regulation and control to keep the economy operating within a reasonable range. In the face of severe challenges such as the rise of trade protectionism and the impact of the epidemic, we will innovate macroeconomic regulation and control methods, not rely too much on investment, coordinate the use of fiscal and monetary policies, enhance targeted effectiveness, face market changes, and focus on supporting the development of market players, so as to stabilize employment and protect people's livelihood. Grasp the main expected goals of the year as an organic whole, strengthen interval control, directional control, camera control, and precise control, not only decisively increase efforts, but also do not engage in "flood irrigation" and overdraft the future, continue to do a good job in "six stability" and "six guarantees", strengthen the protection of residents' employment, basic people's livelihood, market entities, food and energy security, industrial and supply chain stability, and grassroots operation, and promote the economy to climb over hurdles and continue to move forward with reform and opening up.

Persist in implementing a proactive fiscal policy. We should rationally grasp the scale of the deficit, keep the overall deficit rate within 3 percent in five years, and the government debt ratio at about 50 percent. We have continuously optimized the structure of expenditures, and given strong guarantees in key areas such as education and technology, ecology and environmental protection, and basic people's livelihood. The implementation of large-scale tax and fee reduction policies, the combination of institutional arrangements and phased measures, and the further increase in tax and fee reductions after the outbreak of the epidemic, have become key measures to cope with the shock. Completely complete the task of replacing business tax with value-added tax, cancel the business tax, reduce the tax rate with the highest proportion of value-added tax revenue and involving a wide range of industries from 17% to 13%, increase the value-added tax threshold for small-scale taxpayers from 30,000 yuan to 150,000 yuan in stages, and reduce the actual minimum tax rate of income tax for small and micro enterprises from 10% to 2.5%. Tax cuts and fee reductions are fair, inclusive, efficient and direct, with a total of 5.4 trillion yuan in tax cuts and 2.8 trillion yuan in fee reductions in five years, which not only help enterprises tide over difficulties and keep green mountains, but also release water to raise fish and conserve tax sources, with an average annual increase of more than 11 million tax-related enterprises and individual industrial and commercial households, and the central fiscal revenue budget for each year has been successfully completed. Promote the sinking of financial resources, increase the proportion of transfer payments to local governments in the general public budget expenditure of the central government to about 70%, and establish and normalize the implementation of a mechanism for direct access to central financial funds. Governments at all levels insist on living a tight life, strictly control general expenditures, and the central departments take the lead in reducing expenditures, revitalizing stock funds and idle assets, and doing everything possible to benefit enterprises and people, and more than 70% of the national fiscal expenditure is used for people's livelihood.

Adhere to the implementation of a prudent monetary policy. According to the changes in the situation, we should flexibly grasp the policy strength, maintain reasonable and sufficient liquidity, make good use of policy tools such as RRR reduction and re-lending, increase effective support for the real economy, and alleviate the problems of difficult and expensive financing for small, medium and micro enterprises. The balance of manufacturing loans increased from 16.3 trillion yuan to 27.4 trillion yuan. The balance of inclusive small and micro loans increased from 8.2 trillion yuan to 23.8 trillion yuan, with an average annual growth rate of 24%, and the average loan interest rate decreased by 1.5 percentage points compared with five years ago. Intensify efforts to clear up arrears of small and medium-sized enterprises. The RMB exchange rate has become more flexible and stable at a reasonable and balanced level. It has completely resolved the 1,448.6 billion yuan of financial reform costs borne by state-owned commercial banks and rural credit cooperatives in the past. Using a market-oriented and law-based approach, we have accurately handled the risks of a number of large enterprise groups, smoothly resolved the risks of high-risk small and medium-sized financial institutions, developed healthily of large financial institutions, and operated the financial system steadily, maintaining the bottom line of no systemic risks.

Strengthen the policy orientation of giving priority to employment. Stabilize employment as a key indicator of economic operation within a reasonable range. Efforts should be made to promote market-oriented and socialized employment, and increase support for enterprises to stabilize and expand their posts. The proportion of pension insurance units will be reduced from 20% to 16%, and the national social security fund will be enriched, and the reserve scale will increase from 1.8 trillion yuan to more than 2.5 trillion yuan. Implement policies such as the return of unemployment insurance funds and subsidies for job-retention training. We will continue to promote mass entrepreneurship and innovation, hold 8 consecutive sessions of the National Entrepreneurship and Entrepreneurship Week, with more than 520 million people participating, encourage entrepreneurship to drive employment, strengthen the protection of workers' rights and interests, and make new forms of employment and flexible employment an important channel for employment and income increase. Do a good job in the employment of college graduates, retired soldiers, migrant workers and other groups. Use funds such as the Unemployment Insurance Fund to support skills training. The three-year action to expand the recruitment of higher vocational schools and improve vocational skills has been implemented, with a total of 4.13 million people enrolled and more than 83 million people trained. Employment is the foundation of people's livelihood and the source of wealth. In a country with a population of more than 1.4 billion, it is rare to maintain stable employment and contains great creativity.

Maintain overall price stability. In response to the shock, there was no sustained and substantial increase in the size of the deficit, nor did it over-issue money, creating macroeconomic conditions for price stability. We should make great efforts to grasp agricultural production, strengthen the connection between production and marketing and reserve regulation, ensure the stable supply of grain, pigs and vegetables, solve the problem of tight supply of coal and electricity in a timely manner, meet the needs of people's livelihood and production energy, and ensure the smooth flow of transportation and goods. Strengthen market supervision and maintain normal price order. Over the past 10 years, China's consumer price growth has remained stable at a relatively low level of about 2 percent, which is as easy as it is difficult to achieve, which not only maintains the order of the market economy and provides space for the implementation of macroeconomic policies, but also helps to better protect the basic livelihood of the people.

(2) Win the battle against poverty as scheduled, and consolidate and expand the achievements of poverty alleviation. The most arduous and arduous task of building a moderately prosperous society in an all-round way lies in the rural areas, especially in the impoverished areas. Adhere to targeted poverty alleviation, focus on the "three districts and three states" and other deeply impoverished areas, strengthen policy support, give priority to ensuring investment in poverty alleviation, and supervise counties and villages where poverty alleviation is difficult. We will further implement assistance in industry, employment, ecology, education, health, and social security, strengthen follow-up support for relocation, and focus on solving the problem of "two worries and three guarantees", so that the people who have been lifted out of poverty will not have to worry about food and clothing, and the safety of compulsory education, basic medical care, and housing will be guaranteed, and the safety of drinking water will also be guaranteed. The income of rural residents in poverty-stricken areas has increased markedly, and their production and living conditions have improved markedly.

Promote the consolidation and expansion of the achievements of poverty alleviation and the effective connection of rural revitalization. Maintain the overall stability of the main assistance policies during the transition period, strictly implement the requirements of the "four no-picks", establish and improve the dynamic monitoring and assistance mechanism to prevent the return to poverty, and effectively respond to the adverse effects of the epidemic and disasters, so as to ensure that there is no large-scale return to poverty. Identify and focus on supporting 160 key counties for rural revitalization, increase support for key areas such as relocation and concentrated resettlement areas, adhere to and improve mechanisms such as east-west cooperation, counterpart support, and fixed-point assistance, and select and make good use of medical and education "group-type" assistance cadres and science and technology commissioners, so as to promote the accelerated development of poverty alleviation areas and the steady increase of people's income.

(3) Focus on key areas and key links to deepen reforms, and stimulate market vitality and social creativity to a greater extent. We should adhere to the direction of socialist market economic reform, properly handle the relationship between the government and the market, enable the market to play a decisive role in the allocation of resources, give better play to the role of the government, and promote a better combination of an effective market and a promising government.

Continue to promote the transformation of government functions. Completed the reform of the State Council and local government institutions. Accelerate the construction of a unified national market, build a high-standard market system, and create a market-oriented, law-based, and international business environment. The road is simple, and the government is simple. We will continue to push forward reforms that affect the government's own interests. Further streamlining administration and delegating powers, relaxing market access, fully implementing the negative list system for market access, reducing the list management measures by 64% compared with the beginning of the establishment of the system, and including all administrative licensing items in the list management. Over the years, more than 1,000 administrative licensing items have been cancelled and delegated, investment projects approved by the central government have been reduced by more than 90%, industrial product production licenses have been reduced from 60 to 10, and the approval time for the whole process of engineering construction projects has been reduced to no more than 120 working days. Reform the commercial system, implement the reform of "separation of licenses and licenses", compress the time for enterprise start-up from more than one month to the current average of less than 4 working days, and implement a simple cancellation system for small, medium and micro enterprises. Adhere to the combination of decentralization and regulation, strengthen supervision during and after the event, strictly implement regulatory responsibilities, prevent the absence of supervision, re-release and light management, strengthen quality and safety supervision in key areas such as food and drugs, and implement methods such as "double random, one open" to strengthen fair supervision and standardize the exercise of administrative discretion. Strengthen anti-monopoly and anti-unfair competition, fully implement the fair competition review system, and reform the anti-monopoly law enforcement system. Regulate and guide the healthy development of capital in accordance with the law, and resolutely control the disorderly expansion of capital in accordance with the law. More than 90% of government services can be handled online, and more than 200 matters frequently handled by the masses, such as household registration certificates and social security transfers, have been handled across provinces. Cancel all provincial highway toll booths. Formulate and implement regulations on optimizing the business environment, registering and managing market entities, promoting the development of individual industrial and commercial households, and ensuring the payment of small and medium-sized enterprises. At the end of last year, the number of enterprises exceeded 52 million, the number of individual industrial and commercial households exceeded 110 million, and the total number of market entities exceeded 160 million, three times that of ten years ago, and the endogenous driving force for development was significantly enhanced.

Promote the common development of economies under various forms of ownership. We should uphold and improve the basic socialist economic system and adhere to the "two unswerving." Complete the three-year action task of state-owned enterprise reform, improve the modern enterprise system, and promote state-owned enterprises to focus on their main responsibilities and main businesses, optimize and reorganize, improve quality and efficiency. Promote the healthy development of private enterprises, break down various hidden barriers, give policy support without discrimination, and boost the confidence of private investment. Improve the property rights protection system, protect the legitimate rights and interests of entrepreneurs, and promote the entrepreneurial spirit.

Promote the reform of the fiscal, taxation and financial system. Deepen the reform of the budget management system, increase the intensity of budget disclosure, promote the reform of the division of fiscal powers and expenditure responsibilities between the central and local governments, improve the local government debt management system, build a comprehensive and classified individual income tax system, and further deepen the reform of tax collection and management. Promote the reform of the financial regulatory system, coordinate the promotion of capital replenishment and reform of small and medium-sized banks, promote the reform of the registration system for stock issuance, improve the basic system of the capital market, and strengthen the construction of financial stability and the rule of law.

(4) In-depth implementation of the innovation-driven development strategy and promote the optimization and upgrading of the industrial structure. Deepen supply-side structural reforms, improve the national and local innovation systems, promote self-reliance and self-improvement in science and technology, closely rely on innovation to improve the level of real economic development, continuously cultivate and expand new drivers of development, and effectively respond to external suppression and containment.

Enhance the leading role of scientific and technological innovation. Strengthen the national strategic scientific and technological strength, implement a number of major scientific and technological innovation projects, and strengthen key core technology research.
