Chen Lujun of Tsinghua University: Give full play to the key role of parks and enterprises in the national action to build a beautiful China

"Beautiful China, I am an actor" has become a beautiful public brand in the field of ecological environment. It has been one of the theme activities of the June Five-Year Environment Day for three consecutive years. It has become increasingly popular in the hearts of the people, promoted extensive participation of the whole society, and promoted my country's ecological civilization and the healthy development of the cause of building a beautiful China. On Environment Day on June 5th this year, the Ministry of Ecology and Environment took the lead in organizing and releasing the "Work Plan on In-depth Implementation of the" Beautiful China, I am an Actor "Series of Activities"(hereinafter referred to as the "Plan"), making new arrangements for the next three years. Combined with my years of scientific research, education and practice on the environment and sustainable development of parks and enterprises, I would like to use the four keywords of "responsibility, integration, openness and expectation" to share some personal experiences with you.

The first keyword is "responsibility"

The "Plan" lists parks and enterprises as "six categories of entities"(i.e. parks, enterprises, communities, schools, families, and individuals), which reflects the responsibilities of parks and enterprises and highlights the importance of parks and enterprises. It is manifested in two aspects:

On the one hand, the construction of a beautiful China is the responsibility of the industry. After more than 40 years of development, my country has a large number of parks, covers a wide area, and has a large economy. 80% of industrial enterprises are concentrated in the parks. The industrial output value of 2543 national and provincial parks accounts for an average of 50% of the country's total, accounting for 31% of the country's total carbon dioxide emissions. The layout of the park ranges from ultra-large cities to districts, counties and towns. It has become the engine of local economic development. The greater the ability of the park management committee and entrepreneurs, the greater the responsibility and glorious mission. It is incumbent upon us.

On the other hand, the construction of Beautiful China is a must-answer question for the development of parks and enterprises. While industrial agglomeration and development in the park, it also brings problems such as concentrated pollution production, high resource consumption intensity, difficulty in carbon reduction, high pollution control costs, and many risk sources. Parks and enterprises are the key to deepening the battle against pollution and achieving synergy and efficiency gains in pollution reduction and carbon reduction. By seizing the parks and enterprises, the "bull's nose" will be grasped. Only when the parks and enterprises have done their work in place will the "Plan" be implemented. Guaranteed.

The second keyword is "integration"

The "Plan" proposes publicity and education activities for pollution and carbon reduction in the park, with advanced concepts, rich content, and diverse activities. It also summarizes many good practices and experiences, and makes further arrangements in terms of planning, organization, and implementation. To avoid a "gust of wind" in publicity and education, the implementation of activities cannot be divorced from the reality of the park's work. The publicity and education on pollution reduction and carbon reduction in the park must be integrated into the daily management of the park.

First, it is necessary to integrate ecological industry, energy conservation and emission reduction, circular economy, low-carbon environmental protection, etc. into the park's production practice and daily management, and give full play to the comprehensive role of government, industry, research and research, so that activities can be implemented, and effective.

Second, it is necessary to integrate publicity and education on pollution reduction and carbon reduction into the creation of a series of demonstration pilots such as the construction of ecological industrial parks, park cleaner production audit innovation pilots, pollution reduction and carbon reduction pilots, and the construction of "waste-free" parks, so as to promote the complementarity of many parties.

The third is to root the "Beautiful China, I am an Actor" brand on various publicity platforms such as exhibition halls, electronic screens, publicity boards, broadcasts, websites, and new media in the park to achieve linkage between brands and platforms.

Fourth, it is necessary to integrate into the park's existing characteristic activities to enhance the park's own brand effect, such as park investment promotion activities, park chief engineer forum, park folk river chiefs, park folk "smell snipers", factory environmental protection observers, liaison officers, etc., and establish a number of typical cases of ecological civilization propaganda and education parks with local characteristics of the park.

The third keyword is "openness"

In the "Plan", the "enterprise ecological and environmental protection open activities" focus on openness, but the difficulty lies in openness. Openness must be used to promote communication and openness to promote improvement.

The first is an open mind. Companies often do not take the initiative when fulfilling their environmental and social responsibilities. Either because of production confidentiality or problems left over from history, they are worried about the mentality of "more things is better than less things". Through publicity and education, active guidance, and cultural people, we must stimulate the endogenous motivation of entrepreneurs, so that they can open their minds and embrace all rivers.

The second is the opening of information. Information disclosure helps reduce communication costs and enhance mutual understanding among the government, enterprises, and the public. On the one hand, enterprises must dare to shine their swords, make appearances, and display their image positively; on the other hand, enterprises should not whitewash their mistakes and be indifferent to residents 'complaints. They must actively respond and consciously accept social supervision.

The third is the opening of venues. As the saying goes,"Seeing is better than hearing about everything." In addition to further deepening the opening of environmental protection facilities, the "Plan" also proposes to promote the establishment of corporate open days, the construction of environmental education experience venues, the opening of environmental science popularization classes, and the development of public welfare activities, etc., all require space for display, and enterprises need to provide venues and conveniences for activities within their capabilities. Many domestic parks carry out industrial tourism so that ordinary people can visit the parks and enterprises. This is a very good practice and worth advocating.

The fourth keyword is "expectation"

First, we expect technology to play a more role in promoting a virtuous cycle of production and life, create more and greener products through technology, create more green needs for communities, schools, families, and individuals through propaganda, and promote green production methods and green lifestyles. Lifestyles stimulate each other and coexist and prosper together.

The second is to expect to improve the showmanship of activity technology and improve the scientific and technological quality of publicity and education. We must rely on scientific and technological innovation, vigorously develop new productivity, carry out "AI+" actions, create more zero-carbon and low-carbon parks and factories, and create more "No odor parks" and "no odor enterprises" to realize the "parkization" of the park.

The third is to expect activities to be normalized. On the basis of typical demonstrations and promotion, activities can be permanently stationed in parks, enterprises, communities, schools, families, and individuals, and to all walks of life, government agencies, enterprises and institutions, forming a vivid situation with extensive participation by the whole people and the whole society. situation.
