In accordance with the "Implementation Opinions", the city supports the application of various new energy heating technologies in public buildings, residential buildings, industrial parks, agriculture and rural areas, and encourages the expansion of the application of new energy heating technologies in new infrastructure and other scenarios. By 2025, we will strive to account for 10% of the city's heating area with new energy heating area.
The new energy heating area exceeds 100 million square meters
In the sub-center of Beijing, a number of affordable housing units are being built across Songzhuang and Lucheng towns, and after the delivery of these houses in the future, they will not be heated by conventional gas, but by geothermal heat.
"As a pilot demonstration project for medium and deep geothermal heating in Beijing, the heating area of these affordable houses will exceed 350,000 square meters. The relevant person in charge said that after the completion of the project, it can reduce 7,650 tons of carbon dioxide emissions per year and save 1.98 million standard cubic meters of natural gas.
Beijing is one of the few capitals with geothermal resources, with abundant reserves of new energy heating resources. Beijing's medium and deep hydrothermal geothermal resources are mainly distributed in the plain area (including the Yanqing Basin), including 10 geothermal fields such as Fangshan Liangxiang, Shunyi Lisui, and Changping Xiaotangshan, which have good resource conditions to promote the large-scale development of new energy heating.
Since the city launched the new energy heating support policy in 2019, the city's new energy heating has entered a period of rapid development, the application form has been continuously enriched, the management mechanism has been gradually improved, and the scale of heating has been steadily improved. By the end of 2022, the city's new energy heating area has reached 106 million square meters, which can replace about 800 million cubic meters of gas every year and reduce carbon dioxide emissions by 1.7 million tons, with remarkable energy conservation and emission reduction effects.
The "Beijing Carbon Peak Implementation Plan" also proposes to adhere to the principle of giving priority to renewable energy heating, promote the low-carbon transformation and substitution of energy in the heating system, and vigorously develop new energy heating such as geothermal and reclaimed water as an important measure to support the realization of carbon peak and carbon neutrality goals as scheduled.
Support the application of a variety of new energy heating technologies
At present, the city's heating source is single, and the proportion of traditional energy is still high. Supporting the development of new energy heating and building a multi-energy coupled heating system combining distributed and centralized heating is conducive to changing the heat source structure of single gas heating and better ensuring the safety of urban heating. With the progress of new energy heating technology and the improvement of the market, the city's new energy heating capacity and scale are expected to be further improved.
According to reports, the city encourages the use of shallow ground source heat pumps, reclaimed water (sewage) source heat pumps, medium and deep geothermal, biomass heating, urban and industrial waste heat utilization and other new energy heating technologies, support the application of various new energy heating technologies in public buildings, residential buildings, industrial parks, agriculture and rural areas, etc.;
The reporter noted that the new policy also clarified the appropriate forms of new energy heating technology for different building types in public buildings, residential buildings, industrial parks, and rural areas. For example, public buildings are suitable for technologies such as shallow ground source heat pumps and reclaimed water source heat pumps, and residential buildings are suitable for medium and deep geothermal heat, green electricity heat storage, biomass heating and other technologies. To this end, the "Implementation Opinions" proposes to give certain municipal fixed asset investment support to eligible new energy heating projects in accordance with different forms such as the installed capacity of new energy heating and the application of new energy heating technologies, so as to further reduce the investment cost of enterprises and meet the new requirements of large-scale development and high-quality application of new energy heating.
In 2025, the proportion of new energy heating will reach 10%
New energy heating also needs to achieve technological breakthroughs. In terms of scientific and technological innovation and industrial development, the "Implementation Opinions" encourage the deep integration of industry, university and research, support the construction of innovation consortiums led by enterprises, supported by universities and scientific research institutes, and coordinated by various innovation subjects, and jointly carry out research and development of key equipment; Franchising and other market-oriented cooperation methods, and support qualified new energy heating enterprises (projects) to apply for loan interest discounts and preferential interest rate financing.
According to reports, the city will promote the multi-scenario application of new energy heating to achieve the diversified and orderly development of new energy heating. By 2025, we will strive to account for 10% of the city's heating area with new energy heating, and by 2030, we will strive to account for 15% of the city's heating area.
As the scale of new energy heating continues to expand, the carbon reduction effect will be further improved. "Vigorously developing new energy heating is an important starting point for achieving the goal of carbon peaking. Promoting the development of new energy heating is conducive to reducing carbon emissions in the heating sector. The relevant person in charge said that according to the "Implementation Opinions" proposed in 2030, the target of 15% of the new energy heating area is calculated, and it is expected that by 2030, carbon emissions can be reduced by about 3.3 million tons.
