The establishment and implementation of a dual control system for carbon emissions is a concrete embodiment of the implementation of the "Opinions on Promoting the Gradual Shift from Dual Control of Energy Consumption to Dual Control of Carbon Emissions" deliberated and adopted by the second meeting of the Central Committee for Comprehensively Deepening Reform. In recent years, with China's promotion of the "dual carbon" strategy and the basic completion of the "1+N" top-level design, the construction of ecological civilization has entered a critical period with carbon reduction as the key strategic direction. Promoting the control of total energy consumption and intensity to gradually shift to the control of total carbon emission has become the only way to achieve the "dual carbon" goal. Relevant departments should take advantage of the situation, consolidate the foundation of "dual carbon", fully explore industrial opportunities, and ensure that energy consumption and carbon emission control are coordinated with each other.

Adhere to the role of the "baton" of industrial policy. Energy transition is the pillar of achieving the goal of carbon peaking, and all regions and departments should accelerate the improvement of industrial policies, strengthen the basic capacity building of dual control of carbon emissions, and improve various supporting systems for dual control of carbon emissions. Whether it is to take the action of dual control of energy consumption or carbon emissions, the ultimate goal and vision is to achieve carbon peak as scheduled. It is necessary to force enterprises to reduce emissions from both economic and market aspects, and force the industry to save energy and increase efficiency through consumption. Promote cross-regional and cross-ownership mergers and acquisitions of iron and steel enterprises, improve the concentration of the steel industry, and optimize the layout of steelmaking productivity. Accelerate the development of the traditional thermal power industry with "high efficiency, cleanliness and reduction", explore the development model of "electric heat as the mainstay, multi-energy complementarity", and gradually get rid of the dependence of the power industry on fossil fuels as a whole. Improve the activity and richness of the national carbon market, expand the industry coverage of the carbon market and the number of market trading entities, and gradually include the petrochemical, chemical, building materials, iron and steel, non-ferrous metals, papermaking, and domestic civil aviation seven high-energy-consuming and high-emission industries into the current carbon trading market。 Steadily explore the feasibility of launching financial instruments such as carbon futures and carbon options, improve and enrich the carbon market trading variety system, lower the threshold for carbon emission enterprises to enter the market, and introduce social forces to comprehensively improve the activity of carbon market trading.

In addition, it is necessary to improve the basic capacity of government departments at all levels in carbon emission data accounting as soon as possible to ensure that they are well informed. With the strengthening of the basic capabilities of "dual carbon", we will ensure the smooth completion of the goal of dual control of carbon emissions, and provide green development space for industries in various regions.
