Improve the activity and richness of the national carbon market, expand the industry coverage of the carbon market and the number of market trading entities, and gradually include the petrochemical, chemical, building materials, iron and steel, non-ferrous metals, papermaking, and domestic civil aviation seven high-energy-consuming and high-emission industries into the current carbon trading market。 Steadily explore the feasibility of launching financial instruments such as carbon futures and carbon options, improve and enrich the carbon market trading variety system, lower the threshold for carbon emission enterprises to enter the market, and introduce social forces to comprehensively improve the activity of carbon market trading.
