The reform of pollutant discharge rights focuses on "pollution reduction gains", adheres to the principle of "who pollutes pollutants pays, and whoever reduces emissions benefits", makes full use of administrative, market, rule of law and other means to guide pollutant dischargers to take the initiative to make technological changes and reduce emissions independently, and has carried out a total of 407 pollutant discharge rights transactions with a total amount of 36.7 million yuan, and 126 new reconstruction and expansion projects in the region have obtained pollutant discharge rights through market transactions. The reform of energy use rights focuses on "controlling energy and increasing production", implements the "dual control" of energy consumption intensity and total amount, establishes a system of paid use and trading of energy use rights, and guides the flow and convergence of energy resource elements to high-quality and high-quality projects, enterprises and industries, and has formulated and introduced a "1+5" policy system, and the trading system has been officially put into operation. The reform of carbon emission rights focuses on "reducing carbon emissions and increasing sinks", establishes and improves the management regulations, policy systems and operation guarantee mechanisms of carbon emission trading, and fully integrates them into the national carbon emission trading market. At present, the confirmation and issuance of carbon emission pre-allocation quotas for the second compliance cycle has been completed, and 26 key emitting enterprises in the region have participated in the national carbon emission trading, with a cumulative turnover of 11.02 million tons and a turnover of 744 million yuan.
