According to the National Development and Reform Commission on November 6, the National Development and Reform Commission issued the "National Carbon Peak Pilot Construction Plan" (hereinafter referred to as the "Plan").
The plan makes it clear that by 2025, the pilot cities and parks will make positive progress in carbon peak and carbon neutrality, the policy mechanism conducive to green and low-carbon development within the pilot scope will be basically constructed, a number of operable, replicable and promotable innovative measures and reform experience will be initially formed, the carbon peak path of cities and parks with different resource endowments, different development bases and different industrial structures will be basically clear, and the demonstration and leading role of the pilot in the national carbon peak and carbon neutrality work will gradually emerge.
By 2030, the pilot cities and parks will make significant progress in the comprehensive green transformation of economic and social development, key tasks, major projects and important reforms will be completed as scheduled, the policy mechanism conducive to green and low-carbon development within the pilot area will be fully established, and the relevant innovative measures and reform experience will have a significant driving effect on other cities and parks, play an important supporting role in the national realization of the goal of carbon peaking, and lay a good practical foundation for promoting carbon neutrality.
The plan requires that pilot cities and parks plan and deploy pilot construction tasks around green and low-carbon energy transformation, industrial optimization and upgrading, energy conservation, carbon reduction and efficiency improvement, as well as clean and low-carbon transformation in industry, construction, transportation and other fields. A number of key projects are planned and implemented in the fields of energy infrastructure, energy-saving and carbon-reduction transformation, advanced technology demonstration, environmental infrastructure, resource recycling, and ecological protection and restoration.
The plan also clarifies that the first batch of pilot projects to be carried out in 15 provinces will be carried out. In principle, the main body of pilot city construction is cities at the prefecture level and above, and the main body of pilot park construction is parks at or above the provincial level.
