Beijing has issued the "Implementation Plan" to accelerate the encouragement of the transformation and utilization of inefficient industrial space

In order to better promote the transformation and upgrading of vacated inefficient industrial space into high-quality industrial carrying space, recently, the Beijing Municipal Development and Reform Commission issued the "Implementation Plan on Strengthening the Transformation and Utilization of Inefficient Industrial Space to Promote High-quality Industrial Development" (hereinafter referred to as the "Implementation Plan") to support the overall transformation of inefficient buildings, old factories and areas, and accelerate the "cage for birds" of vacating inefficient industrial space.

The policy reflects the "four more prominent"

Based on the preliminary exploration and practice, the "Implementation Plan" focuses on helping to build a modern industrial system with the characteristics of the capital, focusing on expanding the development space of high-quality industries, guiding the agglomeration of high-end industrial elements, promoting green and low-carbon circular transformation, weaving urban functions and improving regional quality.

We will give more prominence to industrial leadership, support the introduction of strategic emerging industries, high-tech industries, and modern service industries after the transformation of inefficient industrial space, or new business formats that integrate advanced manufacturing and modern service industries, and integrate the digital economy with the real economy, and put forward specific transformation goals for the landing and occupancy rate of major industrial projects and key enterprises.

More prominent green development, guide projects to implement high-level energy-saving and green transformation in the renovation of the building ontology, reach certain standards in renewable energy utilization, energy-saving rate, etc., and cooperate with the Beijing Green Exchange to include the supported projects in the Beijing Green Exchange's corporate carbon account and green project library, explore carbon emission accounting, carbon neutrality certification, and increase green financial support.

Digital transformation will be more prominent, and the use of new generation technologies such as cloud computing, Internet of Things, and big data will be encouraged to build smart buildings and smart parks.

It is more prominent to weave public services at the block level, promote the connection and linkage between industrial space and public space, and supplement the surrounding public service functions by creating a shared ecology and creating open space, so as to solve the problem of "urgency, difficulty and longing" of the people.

Covers three types of projects

Provide investment subsidies or loan interest discount support

The "Implementation Plan" makes it clear that three types of projects will be supported: inefficient buildings, old factories and areas for overall transformation, of which the renovation area of inefficient building renovation projects shall exceed 20,000 square meters and the completion time shall be more than 10 years; the renovation area of old factory renovation projects shall exceed 3,000 square meters; and the overall transformation projects of the area shall be carried out and bundled by a single implementation entity, and the total scale of inefficient building renovation shall exceed 20,000 square meters or the total scale of old factory renovation shall exceed 3,000 square meters.

The support method is divided into two types: investment subsidy and loan discount, of which the investment subsidy method is to arrange subsidy funds for inefficient building renovation projects according to the proportion of 10% of the total fixed asset investment, and the old factory building renovation and supporting infrastructure renovation projects according to the proportion of 30% of the total fixed asset investment;

The reporter learned that in order to better carry out the update of the vacated inefficient space, the "implementation plan" has also carried out a series of innovations in project management and other aspects, requiring all districts to strengthen the overall coordination of inefficient industrial space transformation, clarify the identification standards of inefficient buildings in the region, establish resource ledgers and project reserves and dynamically update management, and at the same time include the projects that apply for financial support into the reserve, and do a good job in the whole process of project management for projects that have received financial support.

In the next step, the Beijing Municipal Development and Reform Commission will conscientiously implement the relevant requirements of urban renewal, and work with all districts to strengthen the planning and support of the renewal and transformation projects of inefficient industrial space, especially for new industrial growth points such as the integration of advanced manufacturing and modern service industries, the integration of the digital economy and the real economy, continue to optimize services, and actively explore new models of industry-led promotion of comprehensive renewal of the area. The new path will give full play to the guiding and driving role of government investment, attract more social capital to participate in the transformation of inefficient industrial space, accelerate the creation of a number of typical demonstration projects in the city, and provide high-quality space resources for the high-quality development of industries in the capital.
