The meeting studied the pilot work plan for the transformation of the autonomous region's dual control of energy consumption to dual control of carbon emissions and the key points of work in 2024, and required that the reform measures be reflected in next year's work arrangement, focusing on green power substitution, and proposing green power alternative work plans in the fields of industrial transfer, capacity replacement, and high-energy projects. Focus on emission management, formulate and manage emission rules for regions, industries and enterprises; Focus on carbon sink trading, strengthen the connection between supply and demand, and make the market active; Focus on policy interpretation and publicity, strengthen exchanges and mutual learning with advanced provinces, and walk in the forefront of reform.

The meeting studied a number of measures to ensure the payment of wages to farmers and herdsmen, and called for vigorously solving the difficult problems and blocking points in practical work, and effectively solving the problems of difficulty in paying wages and guaranteeing wages for farmers and herdsmen.

The meeting deliberated and approved the 2024 government rules and legislative plan of the autonomous region, the implementation opinions on gathering financial forces to do two major things to promote high-quality financial development, and the release of the fourth batch of important wetlands in the autonomous region.

The meeting also studied matters such as the time-of-use electricity price policy of the Mengxi and Mengdong power grids.
