Environmental Assessment: Ensure that pollution control and emission reduction projects really play a role
The Ministry of Ecology and Environment recently held an executive meeting of the ministry to review and approve in principle the "Action Plan for Comprehensive Air Pollution Control in the Autumn and Winter of 2023-2024 in Beijing-Tianjin-Hebei and Surrounding Areas and the Fenwei Plain", requiring continuous promotion of pollution control and emission reduction projects, and high-quality promotion of ultra-low emission transformation in key industries.
Years of practice have proved that engineering emission reduction has played a fundamental role in the process of pollution control and is an important starting point for improving the level of environmental governance. From the construction of desulfurization and denitrification projects, to the ultra-low emission transformation of thermal power and steel industries, to the comprehensive treatment of VOCs, the implementation of a series of pollution control and emission reduction projects has greatly reduced pollutant emissions, comprehensively improved the level of pollution control, and promoted the improvement of environmental quality.
While affirming the achievements of air pollution control in recent years, it should also be noted that China's major pollutant emissions are still at a high level, and the time for pollution control and emission reduction is far from "breathing a sigh of relief and resting". To do a good job in the comprehensive control of air pollution in autumn and winter, it is still necessary to pay close attention to key industries, key areas, key areas and shortcomings, give full play to the role of pollution control engineering measures, and use the implementation of projects to drive pollution control and achieve synergy in pollution reduction and carbon reduction.
In the work of air pollution control, we should grasp the key industries, and we will grasp the bull's nose of pollution control and emission reduction. The implementation of ultra-low emission transformation in key industries can not only significantly reduce pollutant emissions, but also effectively drive the technological upgrading of enterprises and promote their high-quality development. In 2022, the national emissions of electricity soot, sulfur dioxide and nitrogen oxides were about 99,000 tons, 476,000 tons and 762,000 tons, respectively, a decrease of 19.4%, 13.0% and 11.6% respectively over the previous year, and the carbon dioxide emissions per unit of thermal power generation were about 824 g/kWh, a decrease of 21.4% compared with 2005. In 2022, the emission intensity of particulate matter, sulfur dioxide and nitrogen oxides in the steel industry will be reduced by 70%, 81% and 40% respectively compared with 2013, and the pollutant emission control will reach the international leading level. Compared with 2013, the 10 cities where steel production capacity is concentrated in 2022 PM2.5The average concentration decreased by 61%, which strongly led to the improvement of air quality in key areas and the whole country.
To do a good job in the tough battle of comprehensive air pollution control and air pollution control in the autumn and winter of this year, on the one hand, it is necessary to do a good job in the operation and management of existing pollution control and emission reduction projects to ensure that the existing facilities really play a role, and on the other hand, it is necessary to actively take measures to promote the ultra-low emission transformation of key industries with high quality. According to the deployment, while continuing to promote the ultra-low emission transformation of the steel industry, the Ministry of Ecology and Environment will organize and promote the implementation of ultra-low emission transformation in the cement and coking industries to help fight the battle for the blue sky.
In the process of promoting the construction of pollution control and emission reduction projects, it is necessary for relevant local and industry enterprises to make up for their weaknesses based on their own realities, scientifically select process technologies, and reasonably arrange the construction timing. In the process of promoting the construction of the project, we must adhere to the principle that time obeys the effect, the progress obeys the quality, and we must not blindly pursue the speed and ignore the quality and operation of the project.
Engineering emission reduction measures must not only be built well, but also run well, so as to truly play a role in emission reduction. In order to mobilize the enthusiasm of enterprises for pollution control and emission reduction, relevant departments have introduced a series of incentive measures, such as differential electricity prices, tax incentives, fiscal and financial preferential policies, etc., the purpose is to "support the good and eliminate the inferior", fully release the advanced production capacity with advanced process equipment and environmental protection performance and high energy efficiency, and reduce the inefficient, backward and high emission production capacity. If enterprises want to enjoy dividends, they must consciously fulfill their social responsibilities for ecological and environmental protection, adhere to the bottom line of laws and regulations, and implement emission reduction measures to the letter.
However, since the beginning of this year, ecological and environmental departments at all levels have found in law enforcement inspections that some enterprises still have problems such as falsification of monitoring data and improper operation of pollution control facilities, and some pollution control and emission reduction facilities built with huge sums of money have become furnishings. Facts have proved that luck and opportunism eventually hit themselves in the foot, and the relevant enterprises and responsible persons have paid a heavy price for this. As the main body of pollution control and emission reduction, enterprises need to consciously improve environmental awareness, truly use their efforts in technological transformation and improve the level of operation, steadily promote energy conservation and emission reduction, and achieve green and sustainable development.
At the same time, the relevant departments should strengthen the tracking and supervision of the construction progress of key pollution control and emission reduction projects, and further innovate law enforcement methods, optimize law enforcement methods, and strictly investigate illegal pollutant discharge, excessive pollutant discharge, and improper operation of environmental protection facilities, so that law enforcement must be strict, violations must be investigated, and effectively deter violators and warn operators.
For more than a month since the end of October, Beijing-Tianjin-Hebei and surrounding areas have been continuously affected by haze, which also reflects the severity of the air pollution control situation in autumn and winter this year. In this situation, it is even more necessary to do a good job in reducing emissions in key areas and key projects, improve the operation level of pollution control and emission reduction projects, and ensure the successful completion of the task of comprehensive air pollution control in autumn and winter.
