The National Development and Reform Commission, the Ministry of Industry and Information Technology, the State Administration for Market Regulation, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport and other departments recently issued the "Opinions on Accelerating the Establishment of a Product Carbon Footprint Management System" (hereinafter referred to as the "Opinions"). The opinions put forward to promote the establishment of a product carbon footprint management system in line with the actual national conditions, improve the rules and standards of carbon footprint accounting methods for key products, establish a product carbon footprint background database, promote the construction of product carbon labeling certification system, expand and enrich application scenarios, and give full play to the role of product carbon footprint management system in promoting the green and low-carbon transformation of production and lifestyle.
The opinions require that innovation should be regarded as the key to improving the level of carbon footprint management, strengthen the original innovation, integrated innovation and digestion, absorption and re-innovation of carbon footprint accounting and database construction, and guide the cross-integration of carbon footprint management and big data, blockchain, Internet of Things and other technologies.
The opinions put forward the key tasks of establishing a product carbon footprint management system, namely: formulating product carbon footprint accounting rules and standards. Strengthen the construction of carbon footprint background database. Establish a product carbon labeling certification system. Enrich the application scenarios of product carbon footprint. Promote international convergence and mutual recognition of carbon footprints.
Product carbon footprint is a kind of carbon emission accounting, which generally refers to the sum of carbon emissions generated by products from raw material processing, transportation, production to factory sales and other processes, and is an important indicator to measure the green and low-carbon level of production enterprises and products. In recent years, some countries have gradually established carbon footprint accounting, evaluation and certification systems for key products, and more and more multinational companies have also incorporated product carbon footprints into sustainable supply chain management requirements.
According to the opinions, by 2025, about 50 carbon footprint accounting rules and standards for key products will be issued at the national level, a number of carbon footprint background databases for key industries will be preliminarily completed, the national product carbon labeling certification system will be basically established, the application scenarios of carbon footprint accounting and labeling in the fields of production, consumption, trade and finance will be significantly expanded, and the carbon footprint accounting rules, standards and carbon labels of several key products will achieve international mutual recognition.
By 2030, about 200 carbon footprint accounting rules and standards for key products will be issued at the national level, a number of carbon footprint background databases for key industries with wide coverage, high data quality and strong international influence will be basically completed, the national product carbon labeling certification system will be fully established, carbon labeling will be widely recognized by enterprises and consumers, the main product carbon footprint accounting rules, standards and carbon labels will be widely recognized internationally, and the product carbon footprint management system will provide a strong guarantee for the comprehensive green transformation of economic and social development.
