In July 2023, Lu Quanzhong, who has been engaged in ecological and environmental protection for more than 30 years, went to Xinjiang Uygur Autonomous Region as a member of the inspection team of non-party members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) to carry out special inspections on the two tasks of "major projects for the protection and restoration of important national ecosystems" and "strengthening the comprehensive prevention and control of desertification and promoting the construction of key ecological projects such as the 'Three Norths'".

During the special inspection, he found that some problems in ecological protection, restoration, and comprehensive desertification prevention and control work not only exist in Xinjiang, but are not limited to sand control and grassland protection.

"The promotion of the work needs to be systematically strengthened, the diversified investment mechanism has not yet been established, the investment in ecological construction projects is insufficient, and the scientific and technological support capacity still needs to be improved. While witnessing the green transformation of China's development concept, development layout and development outlook, he also listed some shortcomings and deficiencies in the current ecological and environmental protection work to reporters.

And these reflections are also condensed in a proposal he submitted during the two sessions of the National People's Congress in 2023 to promote the establishment of a mechanism for realizing the value of ecological products in Inner Mongolia.

Inner Mongolia has high-quality and rich ecological products, but there are also ecological types and complexity, so how to transform ecological advantages into economic advantages and establish a value realization mechanism for ecological products is the key.

"At present, the support of relevant scientific and technological talents in Inner Mongolia is weak, and there is a lack of operational policy basis for the realization of the value of ecological products, such as accounting and application results, ecological compensation, and market transactions, which makes it difficult to realize the value of ecological products. Lu Quanzhong said.

Soon after, his proposal received a reply from the National Development and Reform Commission. In the reply, the National Development and Reform Commission said that it will accelerate the improvement of the relevant policy system and support Inner Mongolia to do a good job in the basic work of the pilot of the ecological product value realization mechanism in combination with its own reality.

Lu Quanzhong suggested that we should adhere to the priority of protection and green development, promote high-quality development with high-level protection, optimize the allocation of water resources and ensure ecological water use, establish and improve diversified investment mechanisms, increase financial support, and expand the sources of funds for ecological protection and restoration, establish an ecological compensation mechanism for ecological protection redlines, handle the relationship between protection and development, integrate relevant scientific and technological resources, and strengthen scientific and technological support in ecological protection.

Building an important ecological security barrier in northern China is the "great man of the country" that Inner Mongolia must keep in mind. Due to the wide distribution area and large span of ecological security barriers in northern China, there are great differences in the level of ecological environment and economic and social development, and the types of ecosystems are different.

He believes that "building an important ecological security barrier in northern China is a systematic project, and we must adhere to the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasslands and sands, and it is necessary to clarify the key tasks, objectives and standards of construction and assessment indicators, guide the all-round, all-regional, and whole-process ecological protection and restoration, and strive to establish and cultivate healthy, stable, and fully functional forests, grasslands, rivers, wetlands, deserts and other ecosystems."

In this regard, on the basis of the preliminary investigation, Lu Quanzhong combined with his own work to sort out the performance records and research summaries of the committee members in the past year. He will attend this year's National People's Congress and the National People's Congress with a proposal on speeding up the formulation of the construction of the northern ecological security barrier and the assessment and evaluation index system, and hand over a "committee assignment".

He suggested that the formulation of the construction and assessment index system of the northern ecological security barrier should be accelerated, so as to provide a scientific basis for the construction of the northern ecological security barrier, guide and improve the construction planning and implementation plan of relevant provinces, municipalities and autonomous regions, and improve the scientificity and integrity of the construction process.
