In October 2023, the "Opinions of the State Council on Promoting the High-quality Development of Inner Mongolia and Striving to Write a New Chapter of Chinese-style Modernization" (hereinafter referred to as the "Opinions") was released, deploying seven main tasks, one of which is to "build a new energy system, enhance the supply capacity of important national energy and strategic resource bases", and put "promoting the construction of large-scale wind power and photovoltaic bases" in an important position.
Earnestly entrust and urge to forge ahead, and care for the heart-warming field. Relying on good renewable energy resources and location development advantages, Inner Mongolia firmly grasps the major historical opportunity of the national layout and construction of large-scale wind power and photovoltaic bases focusing on deserts, Gobi and deserts, and stepped up the construction of large-scale wind power and photovoltaic base projects to stimulate new momentum for green development.
Interpretation——
How to promote the construction of large-scale wind power and photovoltaic bases?
Vigorously developing wind power and photovoltaic projects in deserts, Gobi and desert areas, and adhering to large-scale and intensive development, is conducive to strengthening the comprehensive utilization of land, wind energy, solar energy and other resources, and improving the supply capacity of renewable energy.
As an important national energy and strategic resource base, Inner Mongolia is rich in renewable energy resources, the amount of wind energy resources technology can be developed ranks first in the country, and solar energy resources are one of the most abundant regions in China.
Since last year, Inner Mongolia has approved four large-scale wind power and photovoltaic base projects in Kubu, including the northern part of Kubu, the southern part of Kubuqi, Ulan Bu and Tengger, with a total scale of 48 million kilowatts, accounting for 43% of the total approved scale in the country. After the full implementation of the project, Inner Mongolia's power transmission capacity will exceed 100 million kilowatts, ranking first in the country.
The "Opinions" provide policy guarantee and support for Inner Mongolia in the construction of large-scale wind power and photovoltaic bases, transmission channels, and new power systems. The tasks put forward in the "Opinions" are highly consistent with the country's strategic positioning of Inner Mongolia to build a national important energy and strategic resource base, and provide a guide for Inner Mongolia to do a solid job in the modern energy economy. We will conscientiously implement the requirements of the "Opinions", accelerate the construction of large-scale wind power and photovoltaic bases, clean and efficient advanced coal power, and ultra-high voltage transmission and transformation lines, and strive to complete as soon as possible, put into operation as soon as possible, and achieve results as soon as possible. The relevant person in charge of the Energy Bureau of the Autonomous Region said.
Action –
Promote the speed and efficiency of the wind and solar base project
After the issuance of the "Opinions", all localities and departments seized the opportunity to plan in advance, scientifically plan, and quickly promote the construction of the base project.
The "Opinions" clearly pointed out that the construction of large-scale wind power photovoltaic bases, supporting power sources and transmission channels in desert, Gobi and desert areas such as Kubuqi, Tengger, Ulan Buhe, and Badain Jarin should be accelerated. At present, the Energy Bureau of the Autonomous Region is stepping up communication with the relevant ministries and commissions of the state, promoting the optimization of the interconnection mode of Mengxi Power Grid and North China Power Grid, strongly supporting the construction of transmission channels, actively striving for supporting power supply to be included in the plan, and stepping up the implementation of new energy pilot projects, laying a good 'template' for the construction of the base, and striving to enter the specific implementation stage as soon as possible after the 'trinity' planning and layout of the base is fully implemented. The relevant person in charge of the Energy Bureau of the Autonomous Region said.
As the leading department, the Energy Bureau of the Autonomous Region has strengthened project scheduling, coordinated and promoted project construction work, studied and issued the "Notice on Further Simplifying the Approval of Power Grid Projects", optimized the approval process of power grid projects, compressed more than half of the approval time for power grid projects on average, and accelerated the progress of power grid construction.
The Department of Natural Resources, the Department of Ecology and Environment, the Forestry and Grassland Bureau and other departments of the Autonomous Region fully cooperated, intervened in advance, took the initiative to dock, and assisted in the whole process, simplifying the procedures and compressing the procedure cycle. The relevant league cities have also set up a coordination mechanism led by the main responsible comrades of the league city, clarified work responsibilities, strengthened service awareness, and made every effort to promote the progress of the project.
Huaneng, Three Gorges, Huadian, Mengneng and other project leaders have also set up a leading group headed by the main leaders of the group, established a daily work meeting system, set up a special work class, and refined work measures to ensure that the base project reaches production and effectiveness as soon as possible.
With the active cooperation of all relevant departments and project contractors, the construction of the large-scale wind power and photovoltaic base in Inner Mongolia has made positive progress.
Recently, the 2 million kilowatt photovoltaic sand control project in Kubuqi, Mengxi base, jointly invested and constructed by Three Gorges Energy and Elion Clean Energy, has been connected to the grid at full capacity in Hangjinqi, Ordos City.
The project is the first batch of large-scale wind power photovoltaic base projects in the country to start construction, and it is also the largest single photovoltaic desertification control project in China. The average annual power generation of the project is about 4.1 billion kilowatt hours, which can save about 1.23 million tons of standard coal, reduce carbon dioxide emissions by about 3.19 million tons, restore and control the desert area of 100,000 mu, and reduce the average annual sediment delivery to the Yellow River by about 2 million tons.
Chase the "wind" and "sun" and march towards green. The construction of the large wind and solar base in full swing has not only changed the appearance of the desert, but also ushered in the historical opportunity of energy and industrial structure reshaping in Ordos.
In order to implement the requirements of the "Opinions", Ordos City gives full play to the advantages of rich renewable energy resources and smart grid systems, promotes overall and comprehensive policies, and vigorously promotes the development of the whole new energy industry chain of "wind, solar and hydrogen storage vehicles". At present, two tens of millions of kilowatts of national large-scale wind and solar bases have been approved, and the world's largest "Shagehuang" wind and solar base is stepping up construction.
Not long ago, the first batch of 216 wind turbines of the first phase of the 6 million kilowatt demonstration project of the 6 million kilowatt demonstration project of Ulanqab Wind Power Base was hoisted. As the first million-kilowatt national large-scale wind and solar base project in Ulanqab City, the project has an installed capacity of 1.2 million kilowatts and a supporting construction of a 180,000 kilowatt/2-hour energy storage power station.
Seizing the major opportunity of the issuance of the "Opinions", Ulanqab City is taking the construction of large-scale wind power and photovoltaic bases as the starting point to solidly promote the green and low-carbon transformation of energy, and has initially formed two wind power equipment manufacturing industrial clusters based on Chahar High-tech Development Zone and Shangdu County.
At present, Inner Mongolia has successively approved 4 bases of 1 million kilowatts of photovoltaic pilot projects, of which the Kubuqi Desert Ordos Central and Northern Ordos New Energy Base Pilot Project has entered the final sprint construction stage, which is planned to be connected to the grid and put into operation by the end of 2023, and the remaining 3 pilot projects have all started by the end of October 2023 and will be connected to the grid by the end of 2024.
Objectives –
Economic development and ecological governance are promoted in an integrated manner
Not long ago, the second phase of the 2 million kilowatt wind power project of Xing'an League achieved full capacity grid-connected power generation. As one of the first batch of large-scale wind power and photovoltaic base construction projects issued by the state, the project can provide more than 6 billion kWh of clean electricity for the power grid every year after it is put into operation, save about 2 million tons of standard coal and reduce carbon dioxide emissions by 4.84 million tons per year, achieve a win-win situation of ecological and economic benefits, and help the regional green development to a new level.
As one of the provinces and autonomous regions with the highest concentration of desertification and desertification in the country, Inner Mongolia has an arduous task of desertification prevention and control.
"Under the premise of strict ecological protection, the construction of large-scale wind power and photovoltaic bases focusing on deserts, Gobi and desert areas can not only develop new energy with 'overhead scenery', but also 'step on the desert' for ecological protection and governance, and govern the 'forbidden area of life' that is difficult for human beings to survive into a 'desert oasis', and promote economic development and ecological governance as a whole. The relevant person in charge of the Energy Bureau of the Autonomous Region said.
At present, Inner Mongolia firmly grasps the major historical opportunity of the issuance of the "Opinions", accelerates the construction of large-scale wind power and photovoltaic bases, promotes the construction of large-scale "photovoltaic + ecological governance", and builds a development pattern of synergy and integration of new energy development and ecological protection.
In terms of the construction of large-scale wind power and photovoltaic bases, we will anchor the goal of doubling the scale of new energy, and accelerate the early integration of four large-scale wind power and photovoltaic base projects of tens of millions of kilowatts, including Ulan Buhe, Kubuqi and Tengger Desert.
In terms of the construction of supporting channels, we will actively plan to build new energy transmission channels in Mengxi, promote the early start of construction of the three UHV transmission channels of Kubuqi-Shanghai, Tengger-Jiangxi, Ulan Bu and Beijing-Tianjin-Hebei, and complete and put into operation as soon as possible.
"In the next step, our district will thoroughly implement the requirements of the "Opinions", with the goal of building a national new energy industry highland, make every effort to promote the construction of a large-scale wind power photovoltaic base in 'Shagehuang', accelerate the implementation of new transmission channels and new thermal power scales, and strive to connect four photovoltaic pilot projects to the grid and put into operation by the end of 2024, so as to make Inner Mongolia's contribution to accelerating the construction of a new energy system. The relevant person in charge of the Energy Bureau of the Autonomous Region said.
