In accordance with the requirements, the relevant situation of the "Implementation Rules for the Incentive Policy for Key New Products in Heilongjiang Province" (Hei Gong Xin Ke Gui [2023] No. 15) jointly revised by the Provincial Department of Industry and Information Technology and the Provincial Department of Finance is hereby interpreted as follows:
I. Background of the Revision
The development of new products is the starting point and foothold of enterprise technological innovation, and it is also the core content of promoting product structure adjustment, transformation and upgrading, and enhancing regional independent innovation capabilities. In this regard, the state will include the development and sales of new products in the assessment indicators of high-quality development. In order to strengthen the guiding and driving role and promote enterprises to accelerate the research and development, promotion and application of new products, in 2022, our province issued the "Several Policies and Measures for Promoting Industrial Revitalization in Heilongjiang Province", which was included in the provincial key new product incentive policy, and the Provincial Department of Industry and Information Technology and the Provincial Department of Finance issued implementation rules. In response to the demands reflected by the municipal (local) industry and information technology departments and enterprises in the past year, according to the "60 Articles for Longjiang Innovation and Development in the New Era", the incentive policies for key new products have been optimized and adjusted.
Second, the policy basis
Article 24 of the "60 Articles on Longjiang Innovation and Development in the New Era" (Hei Ban Fa [2023] No. 19) stipulates that "for provincial key new products with annual single product sales revenue of more than 2 million yuan, the development enterprise will be rewarded according to 5% of the actual annual turnover, and the upper limit of the single product reward is 500,000 yuan;
Third, the main content
The new implementation rules have a total of 6 chapters and 12 articles, including general provisions, reward conditions, award standards, redemption procedures, supervision and management, supplementary provisions, etc. Compared with the original implementation rules, there are three major adjustments: one is to reduce the policy threshold, from the previous annual single product sales revenue of 5 million yuan, to 2 million yuan; the second is to improve the reward standard, previously according to the single product annual actual turnover of 2% of the reward, now the reward ratio has been increased to 5%; the third is to cancel the city and county funds, the previous incentive policy in accordance with the provincial financial burden of 60%, the city and county financial burden of 40% of the reward funds, the current reward funds by the provincial financial full burden, one-time allocation in place. At the same time, the basis for the issuance of the implementation rules, the responsibilities of the reporting unit, the provincial competent department, the third-party evaluation agency and the performance appraisal have been supplemented and improved.
