On September 27, the Department of Industry and Information Technology of the Autonomous Region held a meeting of cadres of the industry and information system of the Autonomous Region to convey, study and implement the spirit of the Fifth Plenary Session of the 13th Party Committee of the Autonomous Region. The meeting pointed out that the Fifth Plenary Session of the 13th Party Committee of the Autonomous Region is a very important meeting held at a key node in the process of comprehensively strengthening ecological environmental protection and promoting the construction of beautiful Ningxia, and it is also the first plenary session held with the theme of ecological protection. Everyone unanimously agreed that the report of the plenary session is strategic, rich in connotation, and has a strong political, ideological and guiding nature, which is the fundamental follow and action guide for comprehensively promoting the construction of ecological civilization in our region in the new era and new journey, and is of great significance to the construction of a beautiful new Ningxia. The plenary session studied and issued a series of "1+4" documents, which clarified the goals and tasks, refined the path measures, and put forward specific requirements for the overall planning of industrial transformation and upgrading and ecological environmental protection.

The meeting required that we should have a deep understanding of the new situation and new requirements of ecological and environmental protection work, understand and grasp the construction of ecological civilization from a political, overall and strategic perspective, and take the construction of beautiful Ningxia as an important practice to strengthen the commonality of the Chinese nation and enhance the sense of community of the Chinese nation, continuously enhance political judgment, political comprehension and political execution, and support the "two establishments" and "two maintenances" with practical actions. All levels of the system should regard the study, publicity, and implementation of the spirit of the Fifth Plenary Session of the 13 th Autonomous Regional Party Committee as an important political task for the entire system at present and for a period of time to come, strengthen organizational leadership, propaganda, and guidance, and rapidly set off an upsurge of study and implementation. The meeting emphasized that it is necessary to fully implement the deployment arrangements of the Fifth Plenary Session of the 13th Party Committee of the Autonomous Region, closely follow the key tasks, coordinate the promotion of carbon reduction, pollution reduction, green expansion and growth, accelerate the green and low-carbon transformation of the industry, and promote the ecological and environmental protection work to achieve new results. First, we must fight the overall battle of green transformation. Expand and strengthen the "six new" industries, strive to build "four industrial bases" and "seven industrial chains" in the industrial field, carry out green and low-carbon industry cultivation and green and low-carbon technology innovation actions, resolutely curb the blind development of "two highs and one low" projects, continue to promote energy-saving transformation in key areas, promote the green energy-saving transformation of existing data centers, and accelerate the construction of Ningxia hub, a national hub node of the national integrated computing network. Second, we must fight a tough battle against pollution. Effectively reduce the pollution of loose coal in chemical parks, promote the comprehensive treatment of pollution in petrochemical and modern coal chemical industries in the whole process and all links, carry out the construction of "zero direct sewage discharge" parks, and strictly control new pollution from enterprises in production and chemical parks. Third, we must fight a protracted battle to reduce carbon emissions. We will fully implement the "Implementation Opinions on Carbon Peaking and Carbon Neutrality in the Autonomous Region" and the "Implementation Plan for Industrial Carbon Peaking", build low-carbon parks, and cultivate a number of zero-carbon enterprises. Fourth, we must do a good job in the people's war against environmental protection. Cultivate and promote ecological culture, advocate green and low-carbon lifestyles, and continue to carry out themed publicity activities such as World Earth Day, World Environment Day, National Low Carbon Day, and National Ecology Day, and promote the formation of a good social atmosphere that everyone cares about and shares.
