Since the 18th National Congress of the Communist Party of China, China's railways have developed rapidly, and by the end of 2023, the operating mileage has reached 159,000 kilometers, including 45,000 kilometers of high-speed rail, and the electrification rate has reached 73.8%. Compared with 2012, the national railway passenger dispatch volume increased by 103.6%, freight dispatch increased by 29%, and the total conversion turnover increased by 31.3%.

A few days ago, the State Railway Administration, together with relevant departments, jointly issued the "Implementation Plan for Promoting the Low-carbon Development of the Railway Industry", which clarified that by 2030, the comprehensive energy consumption per unit of railway transportation workload and carbon dioxide emissions per unit of transportation workload will be reduced by 10% compared with 2020, the railway electrification rate will reach more than 78%, the railway entry rate in important port areas of coastal ports will reach more than 80%, and the proportion of electric locomotives will strive to reach more than 70%.

"Focusing on these goals, we will focus on giving full play to the role of railway transportation as the backbone, vigorously promote the application of new railway equipment, promote the comprehensive green transformation of railway construction, operation and maintenance, and other key tasks, and further promote the work of carbon peak and carbon neutrality in the railway field. China's railway carbon emissions mainly come from diesel locomotives, and there are currently nearly 10,000 diesel locomotives to undertake transportation tasks. In this regard, the State Railway Administration will work with relevant departments to formulate diesel locomotive emission standards and management measures, improve and update the subsidy policy, accelerate the promotion and application of new energy locomotives, and strive to achieve the basic elimination of old diesel locomotives by 2027.

In addition, in terms of promoting the comprehensive green transformation of railway construction, operation and maintenance, the National Railway Administration will also focus on improving the green construction level of railway projects and reducing the energy consumption and emission level of railway infrastructure construction.

"We will further play the role of the backbone of railway transportation, optimize and adjust the transportation structure, and promote the transportation of coal, ore and other bulk goods 'road to rail'. At the same time, speed up the construction of special railway lines, reduce construction and use costs, and improve the railway collection and distribution system. At present, the secondary packaging rate of e-commerce express is no longer more than 95%, and the standardization, recycling, reduction and harmlessness of express packaging have been steadily improved.
