Comrades,
The main task of this national ecological and environmental protection work conference is to fully implement the spirit of the 20th National Congress of the Communist Party of China, the Second Plenary Session of the 20th Central Committee and the Central Economic Work Conference under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement Xi Jinping Thought on Ecological Civilization and the spirit of the National Conference on Ecological and Environmental Protection, summarize the ecological and environmental protection work in 2023, analyze the current situation, and arrange and deploy key tasks in 2024. Now, I would like to make three observations.
1. Positive progress will be made in ecological and environmental protection in 2023
2023 is the first year for the full implementation of the spirit of the 20th National Congress of the Communist Party of China, and it is also a milestone year in the field of ecology and environment. The Party Central Committee convened the National Conference on Ecological and Environmental Protection again after five years, and General Secretary Xi Jinping attended the meeting and delivered an important speech, profoundly summarizing the "four major changes" of China's ecological civilization construction and the "five major relationships" that must be handled, systematically deploying the "six major tasks", and emphasizing "adhering to and strengthening the party's overall leadership" This "a major requirement" provides an action plan and scientific guide for us to continue to promote the construction of ecological civilization in the new era and new journey.
In the past year, in the face of the severe and complex situation of ecological and environmental protection, the national ecological environment system adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee of the Communist Party of China, firmly practiced Xi Jinping Thought on Ecological Civilization, took responsibility and fulfilled its duties, coordinated the promotion of high-quality economic development and high-level protection of the ecological environment, vigorously promoted the construction of a beautiful China, and achieved new results in ecological and environmental governance.
(1) Conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, and resolutely achieve the "two safeguards"
Make every effort to prepare for the National Conference on Ecological and Environmental Protection and study and implement the spirit of the conference. The preparation of the conference will be regarded as an important political task, and a leading group and a special work class will be established to do a good job in the drafting of important documents and conference affairs of the conference with high quality, so as to ensure the successful convening of the conference. After the convening of the conference, the Ministry of Ecology and Environment will hold a meeting of cadres and workers in the system in a timely manner, thoroughly study and implement the spirit of the conference, organize special reading classes, and print and implement the "Notice on In-depth Study, Publicity and Implementation of the Spirit of the National Conference on Ecological and Environmental Protection" and the "Ministry of Ecology and Environment to Implement the Key Tasks of the National Conference on Ecological and Environmental Protection". Promote the issuance of the "Opinions on Comprehensively Promoting the Construction of a Beautiful China", "Opinions on Strengthening the Zoning Control of the Ecological Environment", and "Opinions on Deepening the Reform of the Vertical Management System of Monitoring, Supervision and Law Enforcement of Ecological and Environmental Institutions Below the Provincial Level". All provinces (autonomous regions, municipalities) and the XPCC have successively convened their own provincial ecological and environmental protection conferences, or convened relevant meetings in the name of party committees, to study and implement the spirit of the national ecological and environmental protection conference, and make comprehensive arrangements for strengthening ecological and environmental protection in the new journey.
Strengthen the research, publicity and interpretation of Xi Jinping Thought on Ecological Civilization, and do a good job in handling General Secretary Xi Jinping's important instructions. Steadily promote the construction of the Research Center for Xi Jinping Thought on Ecological Civilization, and hold seminars on in-depth study and implementation of Xi Jinping Thought on Ecological Civilization for five consecutive years. The implementation of General Secretary Xi Jinping's important instructions and instructions will be an important political task, revise the "General Secretary Xi Jinping's Important Instructions and Supervision Work Measures", improve the registration and approval, communication and learning, implementation, supervision and supervision, assessment and evaluation, archiving management and other working mechanisms, and earnestly grasp the implementation of the work, which has effectively led the continuous improvement of the ecological environmental protection system and mechanism and the improvement of the ecological environment governance capacity. Promote the implementation of the comprehensive treatment of Baiyangdian Lake, study and build a "three-water co-ordination" Baiyangdian water quality monitoring, evaluation and assessment system, and strengthen the supervision of the ecological environment and the evaluation of governance effects. We will make every effort to promote the special rectification of the problem of fraud by third-party environmental protection service providers, strictly investigate and deal with 2,260 third-party environmental protection service agencies throughout the year, publicly release 457 typical cases, study and formulate the "Measures for the Management of Self-monitoring of Pollutant Discharge Units", and refine the requirements for self-monitoring and supervision of pollutant discharge units. Organize and carry out special research, in-depth excavation of the successful practice and experience of ecological civilization construction such as the comprehensive management of Yundang Lake in Xiamen over the past 35 years, as an important model and fresh example of research, publicity and interpretation of Xi Jinping Thought on Ecological Civilization, and continue to do a good job in publicity and innovation transformation. Improve the mechanism for promoting the local practice of Beautiful China.
Further promote the central ecological and environmental protection inspection. Formulate the "Central Ecological and Environmental Protection Supervision Work Plan (2023-2027)". With the approval of the Party Central Committee and the State Council, the third round of the first batch of central ecological and environmental protection inspections was organized in five provinces: Fujian, Henan, Hainan, Gansu and Qinghai. By the end of 2023, 2,164 rectification tasks specified in the second round of inspector rectification plans have been solidly promoted, with an overall completion rate of 79%. Take the lead in filming the 2023 warning film on the ecological environment of the Yangtze River Economic Belt and the Yellow River Basin, and investigate a number of outstanding problems around the development of the Yangtze River Economic Belt, ecological protection and high-quality development of the Yellow River Basin.
We will make every effort to support the overall improvement of the operation of the service economy. Formulate and implement the "Several Measures for Promoting Stable Growth and High-quality Development of Ecological Environment Services", and fully implement 30 specific measures in five major actions, including EIA service guarantee, expanding effective investment, benefiting enterprises and helping enterprises, environmental policy support, and reform to improve quality and efficiency. Issued opinions on further optimizing the environmental impact assessment work, proposed to explore the "integration of environmental impact assessment and pollutant discharge permit approval", and implemented the "four batches" (pilot exemption of a batch of registration form project filing procedures, promotion of a batch of report form project "bundling" approval, simplification of a batch of reports (forms) project EIA content, optimization and improvement of a number of project EIA total index review management) and other reform measures to improve the quality and efficiency of EIA. We have given full play to the role of the "three ledgers" of environmental impact assessment and approval, and completed the environmental impact assessment and approval of 415 key projects, such as the Yellow River Guxian Water Conservancy Hub, the Hefei-Wuhan high-speed railway, and the double line of the Guangxi LNG export pipeline (Baise-Wenshan). A total of 124,000 EIA documents were approved across the country, involving a total investment of 22.4 trillion yuan. In the field of ecology and environment, 12,000 major projects in the "14th Five-Year Plan" ledger system have been included in the project, and an investment of 600 billion yuan has been completed. Continuously deepening differentiated regulatory measures, more than 51,000 enterprises were included in the positive list of supervision and law enforcement, more than 53,000 off-site inspections were carried out, and the number of on-site law enforcement inspections decreased by 20.9% year-on-year.
(2) Adhere to precise, scientific, and law-based pollution control, and continue to fight the tough battle of pollution prevention and control
We will further promote the battle to defend the blue sky. The State Council issued the Action Plan for Continuous Improvement of Air Quality. Steadily promote clean heating in the northern region, and complete the treatment of about 2 million households with scattered coal throughout the year. A total of 420 million tons of crude steel production capacity has been transformed into ultra-low emissions in the whole process, 400 million tons of crude steel production capacity has been transformed into key projects such as sintering pellet desulfurization and denitrification, and material yard closure, and 85,000 volatile organic compounds (VOCs) have been rectified. For six consecutive years, we have carried out "double random, one open" supervision and random inspections of motor vehicle inspection and testing institutions, and urged 13 car companies to implement environmental protection recalls, involving 3.26 million vehicles. Promote the establishment of a joint prevention and control mechanism for air pollution in the urban agglomeration on the northern slope of the Tianshan Mountains, the northeast region, and the urban agglomeration in the middle reaches of the Yangtze River. Promote the full coverage of the emergency emission reduction list for heavily polluted weather, and increase the number of enterprises by 240,000. The "14th Five-Year Plan for Noise Pollution Prevention and Control" and the "2024 HFC Quota Setting and Allocation Plan" were issued and implemented.
Deeply promote the battle to defend clear water. Issued and implemented the "Plan for the Protection of the Water Ecological Environment in Key River Basins". The "Detailed Rules for Scoring Water Ecological Assessment Indicators in the Yangtze River Basin (Trial)" was issued to carry out water ecological assessment in the Yangtze River Basin. Guide 19 provinces and cities in the Yangtze River basin to formulate total phosphorus pollution control plans, and continue to carry out special actions for water pollution remediation in industrial parks in the Yangtze River Economic Belt. We continued to promote the investigation, remediation and standardization of sewage outlets into rivers and seas, and investigated more than 250,000 sewage outlets into rivers in total, and about one-third of them completed rectification. The "Notice on Further Improving the Environmental Protection of Black and Odorous Water Bodies" was issued, and national spot checks were carried out on the effectiveness of the remediation of black and odorous water bodies in cities, and 183 outstanding problems found in the supervision and supervision were tracked, and the proportion of black and odorous water bodies in county-level cities was eliminated to more than 70%. Guide the seven eastern provinces to take the lead in carrying out the investigation and rectification of black and odorous water bodies in county seats, and initially establish a list of black and odorous water bodies in county towns across the country. We will continue to promote the standardization of centralized drinking water sources in cities across the country and the delineation and establishment of standards for township-level centralized drinking water source protection zones. Promoting the reduction of total nitrogen in rivers entering the sea and the improvement of water quality in coastal waters, more than 50 rivers entering the sea have issued and implemented the "one river, one policy" treatment plan, and the average concentration of total nitrogen in the inflow section of state-controlled rivers in the country has decreased by 12.2% year-on-year, of which the average total nitrogen concentration in the inflow section of state-controlled rivers in the Bohai Rim has decreased by 19.9% year-on-year. We have carried out special clean-up operations in key bays, strengthened the supervision of marine engineering and marine dumping, launched the third baseline survey of marine pollution, and completed the inauguration of five marine environmental emergency bases in Tianjin and Shanghai. The second batch of 50 excellent cases of beautiful rivers, lakes and beautiful bays were released.
Deeply promote the battle to defend the Pure Land. We will continue to carry out actions to prevent and control the sources of heavy metal pollution such as cadmium in the soil of agricultural land, initiate the implementation of 124 major projects for the control of soil pollution sources, and designate 210 key areas in 22 provinces across the country to implement special emission limits for heavy metal pollutants in areas where polluted farmland is concentrated. Carry out remote sensing monitoring of the implementation of the safe use of contaminated cultivated land on a regular basis, and promote the inclusion of the prevention and control of sources of cultivated land soil pollution and the safe use of cultivated land in the assessment of cultivated land protection and food security and food safety. Completed the investigation of hidden dangers of more than 6,400 key soil pollution supervision units. The "Guiding Opinions on Promoting Soil Pollution Risk Management and Control and Green and Low-Carbon Remediation" was issued, and a total of 2,058 land plots were included in the risk management and restoration directory. More than 9,000 land plots vacated by closed and relocated enterprises will be included in the priority supervision list. The Technical Guidelines for the Delineation of Key Areas for Groundwater Pollution Prevention and Control (for Trial Implementation) were issued, and 2,616 enterprises were included in the list of key pollutant discharge units for groundwater pollution prevention and control. Deploy and carry out pilot projects for soil and groundwater pollution control and restoration in production enterprises and chemical parks. Promote more than 2,700 counties (cities, districts) across the country to compile and issue special plans for rural domestic sewage treatment at the county level, and 611 large animal husbandry counties to compile and issue plans for the prevention and control of pollution from livestock and poultry breeding. The "Guiding Opinions on Further Promoting the Treatment of Rural Domestic Sewage" was issued to promote the environmental improvement of more than 16,000 administrative villages and the treatment of black and odorous water bodies in more than 800 large rural areas.
Strengthen the treatment of solid waste and new pollutants. Promote 113 cities at and above the prefecture level and 8 special areas to issue "zero-waste city" implementation plans, and arrange more than 3,200 engineering projects in various places, involving a total investment of more than 1 trillion yuan. Guide 15 provinces to promote the construction of "zero-waste cities" in an orderly manner. The "Overall Implementation Plan for the Construction of Major Hazardous Waste Projects (2023-2025)" was issued to scientifically lay out the construction of "1+6+20" major hazardous waste projects, and accelerate the completion of the shortcomings in the environmental risk prevention and control and disposal capacity of hazardous waste. Complete the three-year action of special remediation of hazardous waste. Organize and carry out joint special actions of ministries and commissions for plastic pollution control. Implement the Action Plan for the Treatment of New Pollutants and launch pilot demonstrations for the treatment of new pollutants. The "Statistical Survey System for Environmental Information of Chemical Substances" was issued and implemented, and environmental information statistics on the production and use of more than 4,000 key chemical substances in 122 key industries were completed. Implement life-cycle environmental risk control measures for 14 types of new pollutants, and eliminate 8 types of key new pollutants. Promote the rectification of 1,136 tailings ponds in the Yangtze River Economic Belt and 235 tailings ponds in the Yellow River Basin. Organized and carried out the "waste removal action" in the Yellow River Basin, and promoted the cleaning and remediation of nearly 34 million tons of solid waste in relevant provinces, with a completion rate of 99.4%. Completed the on-site phase of the investigation of the pollution status of historical mines in the Yellow River Basin. Guide key provinces to strengthen thallium pollution control.
(3) Adhere to the synergy of pollution reduction and carbon reduction, and promote green and low-carbon economic and social development
Actively promote green and low-carbon development. Establish and improve the system of ecological and environmental zoning management and control, and promote the dynamic update of results. Completed the "14th Five-Year Plan" provincial mineral resources planning and 40 major special planning environmental impact assessment reviews, and put forward optimization and avoidance requirements for more than 4,700 square kilometers of planning blocks involving ecological protection red lines. Carry out environmental impact assessments on 62 provincial and municipal land and space plans, and promote the optimization of the pattern of land space development and protection. Strict access to environmental impact assessments, the implementation of equal or multiple substitution of new pollutants, the control of greenhouse gas emissions into the management of environmental impact assessments, and resolutely curb the blind launch of "two high and one low" projects. Formulate and implement measures to promote the protection of major regional strategic ecological and environmental protection, carry out a new round of preparation of ecological and environmental protection plans for the coordinated development of Beijing-Tianjin-Hebei, carry out follow-up and evaluation of the implementation of the Yangtze River Delta regional ecological and environmental protection plan, and promote the establishment of a cooperation and exchange mechanism for ecological and environmental protection in the Guangdong-Hong Kong-Macao Greater Bay Area. Steadily carry out multi-field and multi-level collaborative innovation in pollution reduction and carbon reduction, and release the first batch of collaborative innovation pilot lists, including 21 cities (districts) and 43 industrial parks.
We will further advance work related to climate change. Prepare and issue the "Key Tasks for Climate Change (2023-2025)" and the "Action Plan for Methane Emission Control". Promote the successful conclusion of the second compliance cycle (2021 and 2022) of the national carbon emission trading market, and include a total of 2,257 key emitting enterprises in the power generation industry, covering more than 5 billion tons of carbon dioxide emissions annually, with a compliance completion rate of more than 99%. The national carbon market management platform has been established and put into operation, and the monthly information storage certificate submission rate has been maintained at 100% for eight consecutive months. The issuance and implementation of the "Greenhouse Gas Voluntary Emission Reduction Trading Management Measures (Trial)", the launch of the national greenhouse gas voluntary emission reduction trading market, marking the initial formation of China's complete carbon trading market system. The first China Carbon Market Conference was successfully held.
(4) Adhere to the bottom-line thinking and continue to consolidate the line of defense for ecological and environmental safety
Continue to strengthen the supervision of ecological protection and restoration. Complete the investigation and evaluation of the national ecological status change (2015-2020), and carry out the "13th Five-Year Plan" pilot evaluation of the ecological protection and restoration project of mountains, rivers, forests, fields, lakes and grasses. In conjunction with six departments, the "Green Shield 2023" nature reserves will be strengthened, 65 nature reserves will be inspected on the spot, and 179 key issues will be rectified. Organize and carry out remote sensing monitoring of human activities within the ecological protection redline, and identify 225 ecological damage problems through on-site verification. China Biodiversity Conservation Strategy and Action Plan (2023-2030) was released, and the Implementation Plan for Major Biodiversity Conservation Projects (2023-2030) was formulated in conjunction with relevant departments. Improve the standards and norms for wetland protection and supervision, cooperate with the inspection of the enforcement of the Wetland Protection Law, promote relevant documents and plans to clarify the responsibilities of ecological protection and restoration effectiveness assessment of ecological protection and restoration departments in relevant documents, formulate technical specifications for the evaluation of ecological quality in desertification areas and wetlands, and make institutional progress in cross-departmental ecological supervision work such as desertification prevention and control and wetland protection. Jointly released 15 excellent ecological protection and restoration cases, and identified the third batch of 7 integrated protection and restoration projects of mountains, rivers, forests, fields, lakes, grasslands and sands. The seventh batch of 104 ecological civilization construction demonstration zones and 53 "lucid waters and lush mountains are invaluable assets" practice and innovation bases were awarded and named.
Effectively control the safety of the ecological environment. Improve the national ecological security coordination mechanism and convene plenary meetings, issue work rules, and deploy and promote the construction of a monitoring and early warning system. The natural ecosystems of the country have remained stable on the whole, the number of heavily polluted days has been effectively controlled, the pollution of surface water during the flood season has been effectively controlled, and the outbreak of blooms in key lakes has been effectively curbed. The "one river, one policy, one map" for environmental emergency response in 2,266 key rivers has been compiled, accounting for 90% of the total number of plans. A total of more than 106,500 environmental emergencies have been investigated nationwide, and about 95% of them have been rectified. The Ministry of Ecology and Environment directly dispatched and guided the handling of 121 emergencies of various kinds, effectively ensuring the safety of the ecological environment.
Strict nuclear and radiation safety supervision. Carry out safety review, environmental impact assessment and supervision at the relevant stages of nuclear power plant construction in accordance with the law。 The construction permits for 4 nuclear power units and the review opinions on the site selection of 10 nuclear power units were newly issued. Organize and carry out the mid-term evaluation of the "14th Five-Year Plan" nuclear safety plan, and supervise the implementation of the three-year action to rectify the problems of nuclear and radiation safety hazard investigation. Accelerate the decommissioning of old nuclear facilities and the treatment of radioactive waste left over from history, and promote the safe disposal of radioactive waste. In conjunction with relevant departments, a document will be issued to strictly control the online sale of radioactive materials and eliminate safety risks. The nuclear power units, in-service civil research reactors and civil nuclear fuel cycle facilities in operation are operating safely, and the construction quality of nuclear power units and civil research reactors under construction is generally under control, and there have been no incidents or accidents of International Nuclear and Radiological Event Scale (INES) level 2 or above. Successfully completed the implementation of the Joint Review Conference of the Parties to the Convention on Nuclear Safety. Actively promote feedback on experience on key nuclear safety issues and research and judgment of the nuclear safety situation, and improve the pertinence and effectiveness of nuclear safety supervision. Strengthen the on-site supervision of nuclear safety equipment and the ability assessment of nuclear safety special process personnel.
(5) Adhere to reform and innovation, and strive to build a modern environmental governance system
Promote the implementation of major reform measures. Conscientiously implement the major decisions and arrangements of the Party Central Committee on institutional reform, complete the organization and formulation of science and technology to promote ecological environment development planning and policy responsibilities, as well as the transfer of relevant establishment posts and personnel. Implement the task of streamlining the establishment of organs, and complete the filing of the detailed plan for the "three determinations" of the departments and bureaus involved in reform. Cooperate with the Central Committee to issue the "List of Rights and Responsibilities of the Ministry of Ecology and Environment". Significant progress has been made in promoting the transfer of assets of the basin and sea area bureau, laying a solid foundation for the long-term development of the ecological environment supervision in the river basin and sea area. Organized and completed the pilot work of pollutant discharge permit reform in 54 regions, and released 22 typical experience cases. A total of 364,100 pollutant discharge permits have been audited across the country, 253,000 implementation reports have been standardized, and a total of 3,757,200 fixed pollution sources have been included in the management of pollutant discharge permits.
Improve the system of laws, regulations and standards. Promote the promulgation of the Qinghai-Tibet Plateau Ecological Protection Law and the Interim Regulations on the Management of Carbon Emission Trading, and revise and issue the Marine Environmental Protection Law and the Regulations on the Management of Ozone-Depleting Substances. 3 departmental rules were formulated and revised, and 100 ecological and environmental standards were issued. Guided the practice of cases of compensation for ecological and environmental damages, and handled 14,700 cases of compensation for ecological and environmental damages nationwide, involving a compensation amount of 6.48 billion yuan. Promote the reform of the legal disclosure system of environmental information, and in the first disclosure cycle of 2022, more than 83,000 enterprises and institutions will disclose environmental information in accordance with the law.
Continuously improve the efficiency of ecological and environmental law enforcement. With a "zero tolerance" attitude, we will severely punish malicious environmental violations in accordance with the law, continue to cooperate with the Supreme People's Procuratorate and the Ministry of Public Security to carry out the "two strikes" (cracking down on hazardous waste environmental violations and crimes and the illegal crimes of automatic monitoring data falsification of key pollutant discharge units), investigate and deal with 2,906 illegal cases, fine 471 million yuan, and transfer 1,624 suspected criminal cases to the public security. During the year, 79,600 administrative punishment cases were handled in various localities, with a total amount of 6.27 billion yuan in fines and confiscations. Promote the lawful announcement of judgments in environmental impact assessment fraud cases such as Shandong Jinhua and Jiangxi Zhanhang, and achieve a major breakthrough in the judicial practice of criminal environmental impact assessment fraud. 8,482 people were organized to complete the on-site investigation of the Yangtze River, Yellow River and Bohai Sea outlets in 12 rounds, a total of nearly 109,000 sewage outlets were identified, and more than 20,000 environmental problems related to sewage outlets were found and solved. Adhering to the combination of "online" and "offline", nearly 28,000 people were organized to carry out 16 rounds of on-site and 14 rounds of remote air quality improvement supervision and assistance in key areas, inspected 57,000 enterprises in key industries, and found and promoted the solution of more than 87,000 various gas-related environmental problems. For eight consecutive years, we have organized and carried out large-scale training activities for ecological and environmental protection law enforcement. The country is equipped with 499,000 units (sets) of environmental protection law enforcement equipment according to standards, an increase of nearly four times compared with 2022, and the upload rate of mobile law enforcement inspection data exceeds 99%.
Strengthen innovation in ecological and environmental governance. Convened a conference on ecological and environmental science and technology, planned to promote the reform of the ecological environment science and technology system, and put forward measures such as reshaping and reconstructing the scientific and technological management system, value system, staff organization system, innovation platform system, achievement and talent evaluation and assessment system in the field of ecological environment. Measures for the management of ecological and environmental statistics have been introduced, and the statistical survey system for emission sources has been revised to improve the quality of ecological and environmental statistics. Vigorously promote the construction of ecological and environmental information platforms, do a solid job in the display of basic data space and the development of operational application scenarios such as air quality assurance and supervision and assistance, water environment, polluted plots, project environmental impact assessments, pollutant discharge permits, and carbon markets, and promote the sharing and sharing of information systems and data resources.
Comprehensively improve the level of ecological environment monitoring. Strengthen the capacity building of air quality monitoring and forecasting, and improve the working mechanism for monitoring and forecasting of sand and dust weather. We will further promote the "linkage between local monitoring stations and the state", and realize the online sharing of data from 25,000 local monitoring stations. It signed a strategic cooperation agreement with the China National Space Administration to deepen the application of satellite remote sensing, and the hyperspectral observation satellite was officially put into use. The Chinese Academy of Sciences jointly issued the "National Ecological Quality Supervision and Monitoring Work Plan (2023-2025)", and built the first batch of 55 national comprehensive ecological quality monitoring stations. Completed the construction of automatic monitoring systems for acoustic environment quality in 36 key cities. Accelerate the construction of a national agricultural non-point source monitoring "one network" covering 175 monitoring areas. There are nearly 10,000 tailings ponds in the country, and the total historical storage of solid waste is as high as tens of billions of tons. The capacity to regulate nuclear safety is not commensurate with the growing scale of nuclear power. Fourth, the ecological environment governance system must be improved. Deepen reform and innovation, fight the battle of pollution prevention and control, accelerate the green and low-carbon transformation of the development mode, improve the stability and sustainability of ecosystem diversity, effectively safeguard national ecological security, continuously improve the modern environmental governance system, support high-quality development with high-level protection, and strive to build a beautiful China where man and nature coexist in harmony. Specifically, it is necessary to focus on the following tasks.
(1) Actively promote the construction of the Beautiful China Pilot Zone
Implement the "Opinions on Comprehensively Promoting the Construction of a Beautiful China", establish an implementation system and implementation mechanism, and strengthen work scheduling and follow-up evaluation. Research and formulate the evaluation index system and assessment methods for the effectiveness of the construction of Beautiful China, so as to ensure a smooth transition and effective connection between the "15th Five-Year Plan" and the effectiveness assessment of pollution prevention and control. (2) Persistently fight the tough battle of pollution prevention and control
Continue to fight the battle of blue sky in depth. Implement the Action Plan for Continuous Improvement of Air Quality, take PM2.5 control as the main line, and strengthen source control, coordinated control of multiple pollutants and coordinated management of regional pollution. Continue to fight the battle to defend the Pure Land. Adhere to prevention first, risk management and control, and water and soil co-governance, implement actions to prevent and control soil pollution sources, and accelerate the construction of major projects for source control. The county will promote the investigation and rectification of cultivated land soil pollution sources, and promote the protection of the ecological environment of black soil and saline-alkali land. Strictly manage the access to construction land for "one residence and two publics", and strengthen the control of soil pollution on plots vacated by closed and relocated enterprises. Deepen the construction of pilot areas for the prevention and control of soil pollution and pilot areas for the prevention and control of groundwater pollution, and carry out the delineation of key areas for the prevention and control of groundwater pollution in a steady and orderly manner. Strictly supervise the environment of key soil pollution supervision units and key pollutant discharge units for the prevention and control of groundwater pollution. Thoroughly implement the action plan for the treatment of new pollutants, and complete the mid-term assessment of the implementation of the plan. Comprehensively and thoroughly implement the environmental management registration system for new chemical substances, and carry out statistical investigation, risk assessment and control of environmental information on new pollutants. Deepen the reform of hazardous waste supervision and utilization and disposal capacity, accelerate the construction of hazardous waste "1+6+20" major projects, and optimize the pilot project of inter-provincial transfer and management of waste lead-acid batteries. Continue to implement heavy metal emission reduction projects. Promote key provinces to carry out in-depth investigation and treatment of thallium pollution hazards. (3) Actively promote green, low-carbon, and high-quality development
We will make every effort to support the continuous improvement of economic operation. Deepen policies and measures to support high-quality development of ecological and environmental services, and strengthen environmental impact assessment service guarantees for major investment projects on the basis of guarding the bottom line of ecological and environmental protection. Improve the zoning management and control system of the ecological environment, and fully implement the requirements of "three lines and one order". We will further promote collaborative innovation in pollution reduction and carbon reduction in cities and industrial parks. A number of measures have been introduced by the ecological environment department to promote the development of the private economy. Plan and promote the implementation of a number of major projects in the field of ecology and environment that cross regional river basins, land and sea co-ordination, and multi-element coordination. Vigorously promote the construction of a reserve bank for ecological and environmental protection financial support projects, and summarize and promote typical cases of EOD projects. Implement the pilot project of overall audit and innovation of cleaner production to promote the healthy development of the environmental protection industry.
Actively respond to climate change. The implementation of work related to carbon peak and carbon neutrality will be included in the central ecological and environmental protection inspection. Compile guidance on strengthening the construction of the national carbon trading market, improve the national carbon emission trading market, gradually expand the coverage of the industry, and plan to do a good job in the management of the third compliance cycle。 Establish and improve the national greenhouse gas voluntary emission reduction trading market。 Introduce regulations on the management of greenhouse gas emissions in the national carbon market, and strengthen the daily supervision of the quality of carbon market data. Strengthen biodiversity conservation. Fully implement the Kunming-Montreal Global Biodiversity Framework, further promote the Strategy and Action Plan for Biodiversity Conservation in China (2023-2030), guide local governments to formulate and revise regional biodiversity conservation strategies and action plans, promote the implementation of major biodiversity conservation projects, and promote biodiversity conservation priority areas and ecosystems in key areas. (6) Strengthen ecological and environmental supervision and law enforcement and risk prevention
Further promote the central ecological and environmental protection inspection. Strengthen the prevention and control of environmental risks and the emergency response to environmental incidents. Deepen and expand environmental health management pilots.
