The Jilin Provincial Department of Ecology and Environment, together with the Provincial Development and Reform Commission, the Provincial Department of Finance and other departments, recently jointly issued the "Several Measures on Accelerating the Implementation of Investment and Financing in Response to Climate Change" (hereinafter referred to as the "Several Measures") to help Jilin Province accelerate green and low-carbon transformation and high-quality development.
The Measures include 20 specific measures in six major areas to create a policy environment conducive to the development of climate investment and financing, and stimulate the willingness and vitality of social investment. It is proposed to establish a climate investment and financing project library to help the coordinated development of pollution reduction and carbon reduction, promote the construction of the carbon market in a steady and orderly manner, innovate carbon financial products and services, improve the fiscal and tax supporting policies for climate investment and financing, expand the scale of green bonds, optimize climate investment and financing services, improve the climate investment and financing information disclosure mechanism, establish a climate investment and financing evaluation system, strengthen the sharing of climate investment and financing information, broaden climate investment and financing channels, and build a "government-bank-enterprise" information docking platform for climate investment and financing.
The "Several Measures" make it clear that the scope of climate investment and financing support mainly includes two aspects, namely climate change mitigation and climate change adaptation. In terms of climate change mitigation, it includes adjusting the industrial structure and developing strategic emerging industries, optimizing the energy structure to develop non-fossil energy, carbon capture, utilization and storage pilot demonstrations, controlling greenhouse gas emissions from non-energy activities such as industrial and agricultural waste disposal, and increasing forests and other carbon sinks. In terms of adaptation to climate change, it includes improving the adaptive capacity in key areas such as agriculture, water resources, forestry and ecosystems, oceans, meteorology, disaster prevention, mitigation and relief, and building basic capacity for adaptation.
