According to the overall deployment of the Provincial Party Committee and the Provincial Government, in order to accelerate the construction of a scientific and technological innovation system for carbon peak and carbon neutrality, give full play to the supporting and leading role of scientific and technological innovation in the realization of the goal of carbon peak and carbon neutrality, and solidly promote the green and low-carbon transformation and high-quality development of the province's economy and society, this plan is formulated to further implement the "Implementation Plan for Science and Technology to Support Carbon Peak and Carbon Neutrality (2022-2030)" and "Implementation Plan for Carbon Peak in Henan Province".
1. General requirements

3. Key tasks
(1) Promote technological innovation in green and low-carbon energy transformation
Focusing on the strategic tasks of the province's energy development, based on the energy structure of the province, with the goal of building a clean, low-carbon, safe and efficient energy system, we will carry out research on the technology of clean and efficient utilization of coal and large-scale utilization of renewable energy, and promote the energy revolution and structural transformation. Carry out technological innovation in the coal combustion and conversion process of key energy-using industries, and improve the energy efficiency of the province's energy system. Promote the research and development of safe, clean and low-carbon renewable energy utilization technologies such as wind energy, solar energy, geothermal energy and biomass energy, focus on the research and development of key technologies for green hydrogen production, safe storage and transportation and efficient utilization, accelerate the research and development of key technologies such as key materials for high-performance batteries, new energy storage batteries with high safety, and hydrogen fuel cells, and transform energy production and consumption patterns. With high-energy-consuming and high-emission industries as a breakthrough, we will realize the reengineering of industrial advantages and promote industrial transformation and product structure upgrading. Research and development of green and low-carbon processes, promote low-carbon process reconstruction and digital intelligent transformation, etc., and expand the coverage of digital empowerment and intelligent manufacturing. With high-energy-consuming industries such as coal, steel, building materials, chemicals, and non-ferrous metals as breakthroughs, we will focus on the research and development of low-carbon fuels and raw material substitution, short-process high-efficiency and low-carbon production processes, process optimization and intelligent regulation and control energy-saving and carbon-reduction technologies, and high-efficiency utilization technologies for waste heat and pressure, etc., attach importance to the collaborative linkage and integrated carbon reduction between industries, strengthen the research and development of general energy-saving equipment technology, improve resource recycling methods, and support the green and low-carbon transformation of high-energy-consuming industries with process reengineering and integrated development of industrial industries.
(3) Strengthen research on low-carbon and zero-carbon technologies for urban and rural construction and transportation

Combined with the advantages of scientific research, industry and resources in our province, we will strive to improve the R&D capabilities of carbon-negative technology innovation. Accelerate the research and development of carbon capture, utilization and storage (CCUS) technology, cluster storage and distributed carbon sequestration and utilization. Accelerate the application of carbon capture, utilization and storage in coal-based energy industry transformation, power systems, and industrial fields. Enhance the carbon sequestration and sink capacity of ecosystems, and carry out research on carbon stabilization and sink enhancement technologies such as the protection and restoration of mountains, rivers, forests, fields, lakes, grasslands and sands. Consolidate the function of agricultural carbon sinks, research and development of green agricultural inputs, low-carbon and emission-reduction farming technologies, and resource utilization technologies for planting and breeding wastes, and promote the construction of green, low-carbon and circular agriculture.
(5) Carry out cutting-edge disruptive low-carbon technology innovation

In the fields of renewable energy, green hydrogen, new energy storage, carbon capture, utilization and storage, and energy-saving technologies, we will focus on the research and development of key technologies for the efficient production and utilization of renewable energy and green energy, flexible smart grids with a high proportion of green electricity, integrated coal gasification combined cycle power generation systems, large-scale energy storage technologies, and low-cost green hydrogen efficient production, storage, transportation and utilization. Research and development of new high-energy-density energy storage technologies such as sodium-ion batteries, solid-state lithium-ion batteries, flow batteries, and metal-air batteries. Research on hydrogen fuel cells, lithium-ion batteries, precious metal substitution and key component technologies. Advance the deployment of a new generation of low-cost, low-energy, safe and reliable CCUS technology research and development, breakthroughs in cost-effective carbon dioxide absorption/adsorption material development, large-scale reactor design, long-distance carbon dioxide pipeline transportation, biomass energy and organic solid waste negative carbon emissions and other cutting-edge technologies. (6) Promote the demonstration of low-carbon and zero-carbon technologies

According to the characteristics of resource endowment, industrial characteristics and regional positioning of typical regions in our province, we will explore new ways of low-carbon and high-quality development in typical regions. It will focus on the development and consumption of renewable energy, the green restructuring of key industrial processes, low-carbon and zero-carbon buildings, green and intelligent transportation, high-value conversion of carbon dioxide, low-carbon agricultural and sideline products processing, agricultural planting and breeding integration, green and low-carbon transformation of energy in rural areas, and integrated development with rural revitalization, so as to form a number of replicable and promotable effective models of green and low-carbon transformation.
(7) Support the management decision-making of carbon peak and carbon neutrality
For steel, building materials, chemicals, nonferrous metals and other typical industries in our province, build a technical support system for different industries. Carry out research on related technologies such as space-ground integrated carbon emission monitoring, intelligent management and analysis of carbon data, and carbon emission reduction performance evaluation, and actively carry out research on carbon emission accounting methods and carbon emission monitoring, measurement and verification systems, so as to provide technical support for the construction and supervision of the carbon emission trading market. Establish an integrated project, base, talent, and capital scheduling mechanism, build an innovation ecological chain in the whole process of science and technology, industry, and finance, and support leading and backbone enterprises to take the lead in forming a number of systematic, task-oriented, and open innovation consortiums.
