Actively and steadily promote carbon peak and carbon neutrality, take the lead in promoting the transformation of dual control of energy consumption to dual control of carbon emissions, and promote the green and low-carbon economic and social development of the autonomous region, the "Inner Mongolia Autonomous Region Pilot Work Plan for the Transition from Dual Control of Energy Consumption to Dual Control of Carbon Emissions" (hereinafter referred to as the "Work Plan") and the "2024 Work Points of the Inner Mongolia Autonomous Region from Dual Control of Energy Consumption to Dual Control of Carbon Emissions" (hereinafter referred to as the "Key Points of Work") have been issued and implemented.

During the "14th Five-Year Plan" period, we will optimize and improve the regulation and control policies of total energy consumption and intensity, consolidate the foundation of carbon emission statistical accounting, establish a unified and standardized carbon emission statistical accounting method and system in line with the actual situation of the autonomous region, promote the construction of a core system and supporting policy system for dual control of carbon emissions, and initially form a management mechanism based on the binding management of carbon emission intensity, supplemented by the flexible management of total carbon emissions, and the coordinated promotion of dual control of energy consumption and carbon emissions, so as to ensure the completion of the "14th Five-Year Plan" energy conservation and carbon reduction goals issued by the state. During the "15th Five-Year Plan" period, in accordance with the national arrangement, we will fully implement the dual control system of total carbon emission and carbon emission intensity to provide institutional guarantee for achieving carbon peak before 2030;
According to the work plan, the autonomous region will improve the regulation and control of total energy consumption and intensity, consolidate the foundation of carbon emission statistical accounting, establish and improve the core system of dual control of carbon emissions, and improve the supporting policy system of dual control of carbon emissions, and decompose and refine various key tasks. The "Key Points of Work" clarifies the key work in 2024. Consolidate the foundation of carbon emission statistics and accounting through the statistical accounting of carbon emissions in the league city, the accounting of carbon emissions of enterprises, and the accounting of emission reductions of carbon emission reduction projects. Establish and improve the core institutional system of dual control of carbon emissions through the evaluation and assessment of carbon emission dual control targets, the management of carbon emission dual control, and the monitoring of carbon emission dual control situation. Through the standard certification system, market-oriented mechanism and other aspects, improve and improve the supporting policy system for dual control of carbon emissions. Improve the regulation and control of total energy consumption and intensity through energy budget management, energy conservation management in key areas, and dynamic monitoring of energy conservation situation。
In 2024, Inner Mongolia will organize the implementation of key actions and demonstration projects. By accelerating the implementation of the Autonomous Region's "New Energy Multiplication Action Plan" and "Several Measures to Promote New Energy Consumption", improving the power system regulation capacity, improving new energy prices and market trading policies, and carrying out actions to improve the consumption and utilization of green electricity, the new grid-connected installed capacity of new energy power generation in the region will strive to reach more than 40 million kilowatts. Carry out actions to improve the application of ecosystem carbon sinks, adopt the method of "unveiling the leader" to strengthen the scientific research on the protection of carbon sinks in natural forests, artificial shrubs and grasslands, promote the participation of state-certified forestry carbon sink CCER projects in the autonomous region in the national carbon emission trading, expand the application of ecosystem carbon sinks through the design of dual control systems for carbon emissions, and include the amount of ecosystem carbon sequestration in each region in the evaluation and assessment of the dual control targets of carbon emissions in the league city, so as to offset regional carbon emissions. The implementation of green and low-carbon demonstration projects will organize the implementation of 18 green and low-carbon advanced technology demonstration projects in three categories: source carbon reduction, process carbon reduction, and terminal carbon sequestration. The implementation of the zero-carbon and low-carbon park construction demonstration project will deepen the construction of zero-carbon parks in Mengsu and Baotou Damao, Tongliao Huolin Gol, Baotou Aluminum, Ordos Etuoke and Alxa Wusi low-carbon parks, explore the coordinated development model of "green power supply + green and low-carbon industry", optimize the allocation of new energy, increase the proportion of green electricity consumption and utilization, and promote the green and low-carbon development of the park industry.
