Departments (bureaus) of ecology and environment of all provinces, autonomous regions and municipalities directly under the Central Government, and the Bureau of Ecology and Environment of the Xinjiang Production and Construction Corps:
In order to accelerate the construction of the national carbon emission trading market (hereinafter referred to as the national carbon market) and standardize the management of greenhouse gas emission data of enterprises in key industries, the key work requirements for the reporting and verification of greenhouse gas emissions of enterprises in key industries such as petrochemical, chemical, building materials, iron and steel, nonferrous metals, papermaking, and civil aviation from 2023 to 2025 are hereby notified as follows.
First, the work task
In accordance with the relevant requirements of this notice, the provincial-level ecological and environmental departments shall organize and carry out the work related to the reporting and verification of greenhouse gas emissions of enterprises in key industries.
(1) Determine the scope of reporting and verification work
Key enterprises in key industries such as petrochemicals, chemicals, building materials, iron and steel, nonferrous metals, papermaking, and civil aviation, with annual greenhouse gas emissions of 26,000 tons of carbon dioxide equivalent (comprehensive energy consumption of about 10,000 tons of standard coal) or more (see Annex 1 for specific industry subcategories) are included in the scope of annual greenhouse gas emission reporting and verification of this notice.
Provincial-level ecological and environmental departments should promptly enter the list of enterprises in key industries into the national carbon market management platform (hereinafter referred to as the management platform, the website is https://www.cets.org.cn/), and open accounts for enterprises in key industries。 Captive power plant enterprises that have already obtained an account on the management platform do not need to open a new account.
(2) Organize the submission of annual greenhouse gas emission reports
Before March 31 of each year, organize enterprises in key industries to prepare greenhouse gas emission reports for the previous year (accounting for the total emissions at the enterprise level and the emissions at the facility level respectively), and submit emission reports and supporting materials through the management platform (the 2022 greenhouse gas emission report should be completed before November 17, 2023).
Enterprises in key industries should carry out accounting and reporting in accordance with the requirements of the latest version of the technical documents published by the Ministry. Among them, the 2023 edition of the accounting and reporting requirements for the cement, electrolytic aluminum and steel industries are shown in Annex 2-4, and the supplementary data tables for other key industries are shown in Annex 5. When calculating the emissions corresponding to the net purchase of electricity at the enterprise level or the electricity consumed at the facility level, the emissions corresponding to the non-fossil energy electricity directly supplied to enterprises in key industries and not connected to the municipal power grid and used by enterprises for their own use (including the situation of grid connection and surplus electricity connection) shall be calculated as 0, and enterprises in key industries shall provide relevant supporting materials。 Enterprises that purchase and use non-fossil energy electricity through market-based transactions are required to separately report the electricity consumption and provide relevant supporting materials (including the "Green Electricity Consumption Certificate" or the transaction and settlement certificate of direct power supply, excluding the green power certificate), and the corresponding emissions are temporarily calculated according to the average carbon emission factor of the national power grid. In 2022, the average carbon emission factor of the national power grid is 0.5703t CO2/MWh, and the subsequent annual factor will be released through the management platform.
(3) Organize and carry out verification of greenhouse gas emission reports
Referring to the requirements of the "Guidelines for the Verification of Enterprise Greenhouse Gas Emission Reports (Trial)" (Huanban Climate Letter [2021] No. 130), organize and carry out the verification of the annual emission report, fill in the verification report through the management platform (the verification report template by industry is downloaded from the management platform), and submit the verification data summary table generated by the management platform to our department after confirming and stamping. The verification of carbon emission reports of enterprises in the cement, electrolytic aluminum and steel industries shall be completed before September 30 of each year, and the verification of carbon emission reports of enterprises in other key industries shall be completed before December 31 of each year (the verification of carbon emission reports of enterprises in key industries in 2022 shall be completed before December 31, 2023).
2. Safeguard measures
(1) Strengthen organizational leadership
The reporting and verification of greenhouse gas emissions by enterprises in key industries is the basic work to promote the active and orderly expansion of the coverage of the national carbon market, and all localities should attach great importance to it, strengthen organization and leadership, and ensure that all tasks are completed on time and with good quality. Our ministry will supervise, guide, investigate and assist the implementation of the key tasks of this notice in all localities, and report on outstanding problems.
(2) Implement work funding guarantees
All localities should implement the funds required for carbon emission data quality management such as greenhouse gas emission verification and related capacity building training. If the technical service organization is entrusted to carry out the verification through the government purchasing services, the funds required for the verification of the technical service organization for the next year shall be arranged in advance in the annual verification funds as soon as possible, and the relevant work shall be completed on time with quality and quantity.
(3) Strengthen capacity building
All localities should combine the actual work, enrich the strength of the carbon emission supervision and management team, and do a good job in the supervision of technical service institutions. Strengthen the training, guidance and assistance of the ecological and environmental departments at the districted city level and enterprises in key industries, promote the acceleration and improvement of the internal carbon emission management system of enterprises, and improve the quality of carbon emission data.
