Carbon emission compliance costs refer to the total cost of energy conservation and technological transformation and other emission reductions incurred by enterprises included in the management of carbon emission allowances to achieve emission reduction targets, related expenses incurred through carbon emission trading, and other costs including revenues, fines, carbon asset management fees, etc. Reducing the cost of carbon compliance can help enterprises establish awareness of energy conservation and emission reduction, promote energy-saving technological transformation, reduce operating costs, and promote sustainable development. Baotou City continues to take three measures at the same time to reduce the carbon compliance cost of enterprises in the city by more than 900 yuan.
The first is to carry out carbon data verification. Conscientiously organize the verification of carbon emission data in 2022, carefully study the verification guidelines with the verification agencies, and compare the actual situation of enterprises with the verification guidelines on the spot one by one, so as to strive for an additional 118,770 tons of carbon emission quotas for enterprises in the city and reduce the cost of carbon compliance by more than 900 yuan.
The second is to insist on carrying out on-site assistance. As of January 2024, more than 40 on-site carbon data assistance and more than 80 remote guidance have been provided to key emitting enterprises by taking advantage of opportunities such as national supervision and assistance, special assistance from autonomous regions, "double randomization and one disclosure", and carbon emission verification. Relevant experts will be invited to conduct two on-site trainings and one online training for the city's key emission control enterprises on the important checkpoints of carbon data verification, the error-prone points in the preparation of carbon accounting reports, and the key content of monthly information evidence storage.
The third is to strengthen operational guidance and services in quota allocation and compliance. Through the cross-verification method of internal preliminary calculation, tripartite verification and enterprise review, the calculation of carbon emission quota allocation data in the second compliance period is accurate, and the carbon quota advance and carbon performance relief policy are applied for for four enterprises: Greek Aluminum, Baotou Aluminum, Baotou Iron and Steel Thermal Power and Baiyun Mineral Processing.
