We have received your "Proposal on Accelerating the Development of Ningxia's Digital Information Industry" and hereby reply as follows:

The digital information industry is the core industry of the digital economy, including electronic information manufacturing, software and information technology services, and communication services. After the 13th Party Congress of the Autonomous Region in June 2022, the Autonomous Region established a mechanism for provincial-level leaders of the digital information industry, and in accordance with the instructions and requirements of the leaders, our department quickly organized and convened a kick-off meeting for the high-quality development of the digital information industry in the region, issued the "Working Mechanism for the High-quality Development of the Digital Information Industry in the Autonomous Region", and established a special class for the high-quality development of the digital information industry, which is composed of 26 departments and bureaus, the people's governments of the five cities, the Ningdong Management Committee, 5 basic network operators and the State Grid Electric Power Company. The office is located in our hall, led by our office, and jointly promotes the high-quality development of the digital information industry with the Information Promotion Office, the Emerging Industries Department, the Economic Cooperation Office, and the Industry and Information Integration Promotion Center.

In the first half of 2023, the operating income will be 45.080 billion yuan, a year-on-year increase of 25.7%. Among them, the electronic information manufacturing industry above designated size achieved an operating income of 39.107 billion yuan, an increase of 28.1 percent, accounting for 86.8 percent of the operating income of the digital information industry in the whole region, 35.9 percentage points faster than the growth rate of the operating income of industrial enterprises above designated size in the same period, and the main business income of the software and information technology service industry included in the key monitoring was 1.923 billion yuan, a year-on-year increase of 0.9 percent. The total volume of telecommunications business was 5.597 billion yuan, a year-on-year increase of 23.1%, ranking first in the country, and the cumulative revenue of telecommunications business reached 4.05 billion yuan, a year-on-year increase of 7.8%, ranking seventh in the country. In the first half of the year, the three basic telecommunications companies actively developed emerging businesses such as big data, cloud computing, big data, integration, Internet of Things, and other businesses, with a total revenue of 1.64 billion yuan, a year-on-year increase of 22.7%, driving the growth of telecom business revenue by 8.1 percentage points. Mobile Internet access traffic and Internet broadband access users increased by 16.2% and 8.4%, respectively.

In terms of strengthening policy support, the special task force for the high-quality development of the digital information industry has continuously improved the supporting policy system around the construction of "dual centers". The government of the autonomous region is requested to issue the "Implementation Opinions on Promoting the Development and Application of the Big Data Industry" and "Several Policies for Ningxia to Accelerate the Construction of National Hub Nodes of the National Integrated Computing Network", and together with relevant departments, the "Implementation Plan for Ningxia to Implement the Requirements of Carbon Peak and Carbon Neutrality Goals and Promote the Green and High-quality Development of Data Centers and 5G and Other New Infrastructure" and "Guidelines for the Construction of Data Centers in Ningxia" have put forward clear support measures for the new generation of information technology industries, including server manufacturing and computing power applications. Accelerate the construction of Ningxia hub nodes. Jointly formulate the "High-quality Development Plan for the National New Internet Exchange Center" and the "Measures for the Management of Traffic Subsidy Funds for the National (Zhongwei) New Internet Exchange Center", and arrange special funds to support the efficient operation of the exchange center. The Department of Finance of the Autonomous Region, a member unit, together with 12 departments, issued the "Fiscal Policy Measures to Support the High-quality Development of the Private Economy", and successively revised the "Administrative Measures for Special Funds for Industrial Informatization in the Autonomous Region" and "Measures for the Management of Special Funds for the High-quality Development of Small and Medium-sized Enterprises in Ningxia Hui Autonomous Region". In terms of strengthening financing services, the "Implementation Opinions on the Innovative Implementation of the "Ningcai Finance" Project to Promote the High-quality Development of the Region (Trial) was proposed and issued, and the "Autonomous Region Local Financial Supervision Bureau on the "Six New, Six Special and Six Excellent" Industrial Bureau Leaders Grasp the Division of Labor Plan" was issued. At the same time, it organized capital market training and fund docking activities, and promoted Hanyao Lithium Technology, Maverick Automation and other enterprises to reach cooperation intentions with a number of investment institutions, and Juneng Robot successfully landed on the Beijing Stock Exchange for issuance and listing. Successfully held Ningxia "six new, six special and six excellent" industry modern financial training, "stock exchange plug up" and other "going out" and "bringing in" activities, for our district digital information enterprises to connect with the latest policies and cutting-edge information of the capital market, to provide door-to-door services and professional guidance. Continue to reduce taxes and increase loans, and strengthen financing services. Carried out 8 series of activities of "Securities Service City and County Lines" and "Stock Exchange Plug Up", covering more than 650 persons in charge of relevant departments and enterprises. As of the end of May, there were 837 digital information industry loans in the region, with a balance of 3.23 billion yuan, an increase of 255 million yuan or 8.57% from the beginning of the year. It has successfully coordinated and solved financing problems for 38 digital information enterprises, involving 11 banks with a total amount of 1.144 billion yuan.

In terms of cultivating market entities, in recent years, our department has continued to cultivate a digital enterprise service team, selected 10 leading enterprises, 30 backbone enterprises, and 60 characteristic enterprises, and released the list of echelon enterprises in the software and information technology industry in 2022 to create the main force of digital empowerment. It has issued 13 project management measures, including the "Administrative Measures for the Identification and Cultivation of Key Industrial Chain "Chain Master" Enterprises in Ningxia Hui Autonomous Region, focusing on supporting leading enterprises with rapid transformation and upgrading, outstanding technical capabilities and obvious comprehensive benefits, and strengthening the strength of leading enterprises. Coordinate the industry and information technology departments of Guangdong, Jiangsu, Shandong, Zhejiang, Fujian, Shanghai, Xinjiang and relevant departments of the autonomous region to jointly guide the establishment of the "Western Computing Industry Alliance", attract 102 well-known enterprises across the country to participate, set up four major combat corps, launch eight major combat tasks, open up the national market, and open up the "number" artery and "calculation" cycle. At the same time, our department continues to strengthen investment promotion and continuously enhance the momentum of industrial development. Through the establishment of a working mechanism for investment promotion, the establishment of an investment promotion working group, the compilation of investment promotion atlas, the top 100 enterprises in the digital economy, the top 10 in large model training, and the top 10 in data service transactions are listed as key investment targets, and precise investment promotion and one-to-one services are carried out. Over the past year, under the promotion and leadership of the leaders of the autonomous region, more than 60 enterprises have been connected to the country 13 times, and more than 50 enterprises such as Zhengwei, Haier, ZTE, Haikang, Mindmind, and Tianneng have come to Nanjing for inspection. 2023 China Computing Conference 36 strategic cooperation agreements were signed at the 2nd "Western Digital Valley" Computing Industry Conference, with an agreement amount of 157.1 billion yuan, and 45 investment project contracts were signed with a contract amount of 83.2 billion yuan. It has injected strong vitality into the digital information industry market in our region.

In the next step, our department will conscientiously implement the decision-making, deployment and work requirements of the Party Central Committee and the autonomous region to promote the high-quality development of the digital information industry, based on work functions, adhere to the problem-oriented, goal-oriented and result-oriented, adhere to the equal emphasis on management and service, assistance and development, and work with relevant departments in various localities to strengthen the cultivation of digital information enterprises, and continuously promote the high-quality development of the digital information industry in our region.
