Bishan District, Chongqing: Industrial solid waste becomes a new alternative fuel
The difficulty in solid waste management and treatment of micro, small and medium-sized enterprises is one of the main environmental problems faced by Bishan District of Chongqing. To this end, in the construction of a "zero-waste city", Bishan District has introduced a third-party professional collection, transportation and disposal unit through innovative market mechanisms and in accordance with the principle of "who produces waste pays", and opened up all aspects of general industrial solid waste from source specification to final disposal by market-oriented means, and truly solved the problem of small and medium-sized general industrial solid waste collection. The "transformation" of general industrial solid waste into a new alternative fuel can not only reduce the production cost of high-energy-consuming enterprises such as cement, but also reduce carbon emissions, and achieve both economic and environmental benefits.
"The key lies in the combination of 'dredging' and 'blocking' to promote the standardization of source management. The relevant person in charge of the Bishan District Ecological Environment Bureau told reporters that in terms of "sparseness", Bishan District takes "reduction, recycling, and harmlessness" as the principle to provide a working guide for general industrial solid waste management.
In terms of "blocking", the Bishan District Ecology and Environment Bureau has carried out a special rectification action for general industrial solid waste, and established a coordination and linkage mechanism between the town and the street, the ecological environment, urban management and public security departments, so as to clean up and dispose of the stock of general industrial solid waste, and severely crack down on illegal dumping. In addition, 35 cameras were installed in open places in the jurisdiction that are prone to indiscriminate dumping of solid waste, so as to strengthen the traceability and evidence collection of illegal acts of indiscriminate dumping of general industrial solid waste.
At the same time, the "solid waste cloud" system established in Bishan District has boosted the intelligence of supervision. At present, Bishan District has built an information platform for the dynamic supervision and application of the whole process of generation, collection, transportation, utilization and disposal of industrial solid waste, hazardous waste and medical waste. Before 2025, it will further integrate solid waste management information in the fields of industrial sources and urban and rural living sources, realize the traceability of the whole process of solid waste circulation information such as construction waste and urban sewage sludge, and unify the management of the whole process of solid waste from domestic sources.
In addition, the Bishan District Government will openly recruit third-party service enterprises for the centralized collection and transportation of general industrial solid waste to build a general industrial solid waste collection and transportation system. According to the quantity and characteristics of general industrial solid waste in the whole region, a secondary sorting center for general industrial solid waste on Longqing Branch 2nd Road, Qinggang Street, has been built, with a monthly collection and transportation capacity of 3,000 tons.
At the same time, Bishan District relies on third-party service enterprises to build a professional service team for general industrial solid waste, and guides enterprises to implement solid waste classification at the front end of waste production to improve the efficiency of collection and transportation. Up to now, the standardized collection and transportation of general industrial solid waste has covered 50% of the industrial enterprises in the region, and a standardized and efficient general industrial solid waste collection and transportation system has gradually taken shape.
It is worth noting that Bishan District also prepares valueless solid waste, such as leather scraps, cloth scraps, waste plastics, etc., into new combustible alternative fuels through processing through the secondary sorting center of general industrial solid waste, and the calorific value of 1 ton of alternative fuel after processing is equivalent to 0.7 tons of standard coal.
At the same time, Bishan District has built a 150,000 tons/year combustible general industrial solid waste cement kiln co-disposal facility relying on Jidong Cement Bishan Co., Ltd.
