On July 3, the Jilin Provincial Department of Finance issued a notice on the "Implementation Opinions of the Jilin Provincial Department of Finance on Supporting Green and Low-carbon Development to Promote Carbon Peak and Carbon Neutrality" (hereinafter referred to as the "Implementation Opinions").

1. General requirements

It is necessary to adhere to the coordinated promotion of carbon reduction, pollution reduction, green expansion and growth, strive to build a fiscal and tax policy system conducive to promoting the efficient use of resources and green and low-carbon development, promote a better combination of promising governments and effective markets, promote the green and low-carbon transformation of the energy system, industrial structure, production and lifestyle, and accelerate the construction of an ecologically strong province. It is necessary to adhere to the general tone and system concept of seeking progress while maintaining stability, focus on the key tasks of carbon peak and carbon neutrality, continuously enrich fiscal policy tools, promote the coordinated efforts of capital, taxation, government procurement and other policies, improve efficiency, and form an incentive and restraint mechanism conducive to green and low-carbon development. By 2025, a policy framework will be established, a policy system will be basically formed by 2030, and a mature and sound policy system will be established by 2060 to support our province to achieve the goal of carbon peak and carbon neutrality as scheduled.
2. Key support directions and areas
(1) Support the green and low-carbon transformation of the energy system. Support the implementation of renewable energy substitution, and accelerate the construction of a new power system with new energy as the main body. Support the development of new energy, and promote the large-scale development and high-quality development of hydrogen energy and solar power generation. Encourage the diversified development of biomass energy such as biomass power generation, biomass clean heating, and bio-natural gas。 Support the promotion of hot dry rock geothermal heating demonstration projects, and actively carry out the development and utilization of geothermal energy. Support the promotion of "new energy + energy storage", the integration of source, grid, load and storage, and the complementary development of multiple energy. (2) Support energy conservation, carbon reduction and efficiency improvement in key industries.
