During the first session of the 14th National People's Congress of the Autonomous Region, the Wuhai delegation put forward Proposal No. 617 was co-organized by our office.

First, calcium carbide production capacity

Through the doxxing of the projects to be approved in the autonomous region, it has helped Wuhai City solve the production capacity of 1.07 million tons of calcium carbide, provided raw material guarantee for the construction of coal-based biodegradable material industrial base in Wuhai City, and effectively promoted the integrated development, transformation and high-end development of coal coke chemical industry and chlor-alkali chemical industry in Wuhai City.

Second, coke production capacity

In order to conscientiously implement the spirit of General Secretary Xi Jinping's important instructions on the comprehensive management of the ecological environment in Wuhai and surrounding areas when he participated in the deliberations of the Inner Mongolia delegation at the Third Session of the 13th National People's Congress, and ensure that the ecological environment of Wuhai and surrounding areas is significantly improved, on December 30, 2020, the People's Government of Inner Mongolia Autonomous Region issued the "Implementation Plan for the Comprehensive Management of the Ecological Environment in Wuhai and Surrounding Areas", which clearly stipulates that "the new coking capacity shall be strictly controlled, and the overall scale shall be controlled at" At the level of the 13th Five-Year Plan, new coking projects are really needed, and the production capacity index will be replaced by the same amount in the region."

Recently, we have compiled the coal and coke chemical industry chain, and have suggested that you should incorporate it into the management of key industrial chains, promote the integration of the whole industrial chain of coking enterprises, promote the intensive processing of by-products such as coke oven gas, coal tar, crude benzene, etc., extend to the downstream of the industrial chain such as coal-based new materials and fine chemicals, and climb the high-end of the value chain, so as to realize the transformation of the coking industry from "high energy consumption, high emissions, and low added value" to "low energy consumption intensity, low carbon emission intensity, and high added value". At the same time, according to the resource endowment and development foundation, optimize and adjust the layout of the coking industry, guide the coking capacity to moderate agglomeration in areas with high energy efficiency, sufficient environmental capacity and good industrial foundation, and focus on building a green coking industry base in Wuhai and surrounding areas, so as to enhance the scale efficiency and overall competitiveness of the coking industry.
