By 2025, Beijing will strive to exceed 10% of the new energy heating area
Recently, the Beijing Municipal Development and Reform Commission, the Beijing Municipal Planning and Natural Resources Commission and other ten departments have studied and formulated the "Implementation Opinions on Comprehensively Promoting the High-quality Development of New Energy Heating", which proposes that by 2025, the proportion of new energy heating area in Beijing's heating area will reach more than 10%, and by 2030, the proportion of new energy heating area in Beijing's heating area will reach more than 15%.
Beijing is one of the few capitals with geothermal resources, with abundant reserves of new energy heating resources. Beijing's medium and deep hydrothermal geothermal resources are mainly distributed in the plain area (including the Yanqing Basin), including 10 geothermal fields such as Fangshan Liangxiang, Shunyi Lisui, and Changping Xiaotangshan, which have good resource conditions to promote the large-scale development of new energy heating.
Since the introduction of the new energy heating support policy in 2019, Beijing's new energy heating has entered a period of rapid development, with continuous enrichment of application forms, gradual improvement of management mechanisms, and steady improvement of heating scale, and a number of demonstration projects such as the ground source heat pump heating (cooling) project of Beijing Daxing International Airport, the ground source heat pump heating (cooling) project of the administrative office area of Beijing sub-center, and the ground source heat pump heating (refrigeration) of the three major buildings of Beijing sub-center.
At the beginning of this year, Beijing's first medium-deep geothermal heating pilot demonstration project in the sub-center of Beijing was officially launched, which can reduce 7,650 tons of carbon dioxide emissions and save 1.98 million standard cubic meters of natural gas per year, which will be of great significance to help the capital create a green heating system and achieve green development.
"By the end of 2022, Beijing's new energy heating area has reached 106 million square meters, which can replace about 800 million cubic meters of gas every year and reduce carbon dioxide emissions by 1.7 million tons. According to the relevant person in charge of the Beijing Municipal Development and Reform Commission, according to the "Implementation Opinions" proposed in 2030, the target of 15% of the new energy heating area is calculated, and it is expected that carbon emissions will be reduced by about 3.3 million tons by 2030. Vigorously developing new energy heating is an important starting point for achieving the goal of carbon peaking, an important measure to promote the adjustment of energy structure, and an important path to accelerate the reconstruction of Beijing's heating system.
The reporter noted that the "Implementation Opinions" include seven parts: overall requirements, promoting multi-scenario applications, achieving diversified and orderly development, promoting industrial development and growth, comprehensively improving management levels, improving policy support, and safeguard measures. Among them, in terms of specific measures, in terms of promoting multi-scenario applications, it has clarified the appropriate forms of new energy heating technologies for different building types in public buildings, residential buildings, industrial parks, and rural areas. In terms of achieving diversified and orderly development, different technology types such as shallow ground source heat pumps, medium and deep geothermal, waste heat, biomass energy, and centralized air source heat pumps are clarified, and suitable development areas are clarified.
The "Implementation Opinions" also clearly put forward support policies to promote the high-quality development of new energy heating, among which it is worth noting that eligible new energy heating enterprises (projects) will be supported to apply for loan interest discounts and preferential interest rate financing. In addition, in accordance with the installed capacity of new energy heating, the application of new energy heating technologies, the construction of multi-energy coupled integrated energy stations and other different forms, the qualified new energy heating projects will be given certain fixed asset investment support of the municipal government, so as to further reduce the investment cost of enterprises and meet the new requirements of large-scale development and high-quality application of new energy heating.
